City of Galva City Council met June 27

City of Galva City Council met June 27.

Here are the minutes provided by the council:

The City Council of the City of Galva met in regular session at 6:00 p.m. with Debbie VanWassenhove serving as City Clerk. Mayor Rich Volkert was not able to be in attendance so senior alderman Jayme Hopping presided with the following Aldermen in attendance: Jim Hartman, Jackie Clucas, Rick Otterstrom, & Doug Anderson. Alderman Boston was noted as being absent.

The meeting started with the Pledge of Allegiance.

MINUTES

Alderman Clucas stated that the vote for the equipment purchase had not been put into the last month’s minutes and asked that it be added. Alderman Anderson made a motion and was seconded to approve the amended May 23, 2022 council meeting minutes. The vote was 5 yeas and no nays.

BILLS AND CLAIMS

Alderman Anderson asked why there where so many payments to Bruner Cooper & Zuck this month and David replied that a lot of them were from the ARPA projects. Alderman Anderson then moved and was seconded that the bills and claims be approved as presented and the City Clerk is instructed to issue orders on the Treasurer’s account for the several amounts. The vote was 5 yeas and no nays.

COMMUNICATIONS

Mayor Volkert reported that the City had received: State of IL: May Video Gaming tax $3,161.44, April Telecommunications tax $1,980.15, May Cannabis tax $343.30, May Income tax $23,031.37, April State Use tax $8,436.55, April Sales tax $25,587.98, May MFT $8,714.58.

First on the agenda was a Planning Commission Recommendation. Everyone received a copy of the minutes from the Zoning Board meeting for the Olson variance. They were looking to put up a new garage that would be 3.5 feet from the property line instead of the required 6.5 feet. Alderman Hartman made a motion and was seconded to approve the variance. The vote was 5 yeas and no nays.

Next on the agenda was Rescheduling the July meeting date. David stated that they were needing to move the July meeting to the 18th of the month instead of the 25th. Everyone was okay with that.

PUBLIC COMMENT

Sherry Kewish was present in the audience and stated that she has had trouble getting ahold of City Hall by telephone and was very concerned about it. Clerk VanWassenhove was aware of the issue and stated that she would follow up on it and let the council know the resolution. Clerk VanWassenhove then stated that Judy Hand had dropped off a paper that she would like read during public comment, she was unable to attend the meeting in person. The paper will be on record in the Clerk’s office but to summarize she had some issues with small children not being in car seats or seat belted in when riding on golf carts in town and she is concerned for them. She also had a complaint that on “3rd St” on a lot that she believed Gary Kenney to own there is a car parked in the middle of the lot that has been there for quite some time and she wanted that to be addressed.

Next on the agenda were the department head reports. Kraig Townsend stated that he has been talking to the Mayor about golf cart regulations and they had been thinking of going to a yearly registration to make sure people are staying in compliance. He stated that in response to Judy’s letter, yes any child riding on a golf cart is required to be strapped in either by seatbelt or car seat depending on the age. Kraig stated that if they go to a yearly registration they would get different colored stickers for each year and could have an annual fee of $25/year if in district and $50/year if out of district. Alderman Anderson asked to have time to think on it and it was decided to table the discussion until next meeting but as of right now he would rather see their focus more on junk vehicles than UTV registrations.

Next on the agenda were the Aldermen’s Reports. Alderman Clucas stated that the repairs at the Park District look fantastic! Alderman Anderson asked about the houses to be tore down, David stated that they are trying to get a court date for the Justin West house and that we have a date set for August 19th on the NW 1st Ave house. Alderman Anderson then wished everyone a happy and safe 4th of July! Alderman Otterstrom asked about the playground at Washington Park and David replied that there was a delay on parts.

City Administrator’s Report

David Dyer stated that he is going to sign a modified contract with BOW Renewables, all to our advantage, they offered a 1-time payment of $50,000 to the parks & rec department and a one-time scholarship for a Galva student. Plus, they will try to hire within a 50-mile radius of Galva.

After no further discussion Alderman Hartman made a motion and was seconded to adjourn. The vote was 5 yeas and no nays.
