City of East Moline City Council met Oct. 3.

PLEDGE:
Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.
ROLL CALL
Mayor Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz, to call the roll. The following Alderpersons were present: Kenneth Porter, Nancy Mulcahey, Jayne O’Brien, Rhea Oakes and Jose Rico. Absent: Gary Almblade and Maria Tapia.

City Clerk Roberts had no items for discussion.

CONSENT AGENDA:
City Clerk Wanda Roberts-Bontz read the Consent Agenda that included the following:
a. Approval of the City Council Minutes of September 19, 2022.
b. Approval of the Committee-of-the-Whole Minutes of September 19, 2022.
c. Approval of Salaries of September 30, 2022 in the amount of $463,254.93.
d. Approval of Overtime of September 30, 2022, in the amount of $21,632.24.
e. Approval of Bills in the amount of $836,499.50.
A motion was made by Alderperson Porter, seconded by Alderperson O’Brien, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Rico, Porter, Mulcahey, O’Brien and Oakes. Motion carried.
REPORT BY MAYOR
PROCLAMATIONS:
Mayor Freeman read the following Proclamation proclaiming the week of October 16, 2022 – October 22, 2022 as Friends of Libraries Week. Marsha Lintz accepted the Proclamation and invited the City Council to come to the Library. Ms. Lintz invited the City Council to the Library on October 18, 2022 from 6:30 p.m. – 7:30 p.m. to listen to Sara Tubbs from Spotlight Theatre. Friends of Library application the money raised helps with all the programs from kids through adult. If you have not been in the library, please visit.
PROCLAMATION:
Mayor Freeman read the following Proclamation proclaiming the week of October 9, 2022 – October 15, 2022 as Fire Prevention Week. Chief DeFrance accepted the Proclamation and urged all people of East Moline to plan and practice a home fire escape.

A motion was made by Alderperson O’Brien, seconded by Alderperson Mulcahey, to approve Ordinance 22-17 as presented. Upon roll call the following voted in favor: Porter, Mulcahey, O’Brien and Oakes. Abstain: Rico Motion carried. 4 - 1
RESOLUTIONS
RESOLUTION 22-62: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE REPLACEMENT OF TWO (2) SQUAD CARS AND INSTALLATION OF APPROPRIATE EQUIPMENT FOR THOSE VEHICLES
A motion was made by Alderperson Porter, seconded by Alderperson O’Brien, to approve Resolution 22-62, because of the shortage of supply to allow purchase elsewhere to purchase up to 110% of the authorized amount. Upon roll call the following voted in favor Rico, Porter, Mulcahey, O’Brien and Oakes. Motion carried.
RESOLUTION 22-63: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING A CONTRACT WITH CRAWFORD, MURPHY & TILLY (CMT) REGARDING THE 2022 LEAD SERVICE LINE REPLACEMENT PLAN
A motion was made by Alderperson Mulcahey, seconded by Alderperson Oakes, to approve Resolution 22-63 as presented. Upon roll call the following voted in favor: Rico, Porter, Mulcahey, O’Brien and Oakes. Motion carried.
RESOLUTION 22-64: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING A CONTRACT WITH CRAWFORD, MURPHY & TILLY (CMT) REGARDING FUNDING APPLICATION ASSISTANCE TOWARD THE IMPLEMENTATION OF THE 2022 LEAD SERVICE LINE PRELACEMENT PLAN
A motion was made by Alderperson Porter, seconded by Alderperson Oakes, to approve Resolution 22-64 as presented. Upon roll call the following voted in favor: Rico, Porter, Mulcahey, O’Brien and Oakes. Motion carried.
RESOLUTION 22-65: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING A CONTRACT WITH HOERR CONSTRUCTION, INC REGARDING 2022 SEWER LINING PROJECT
A motion was made by Alderperson O’Brien, seconded by Alderperson Oakes, to approve Resolution 22-65 as presented. Upon roll call the following voted in favor: Rico, Porter, Mulcahey, O’Brien and Oakes. Motion carried.
RESOLUTION 22-66: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING A CONTRACT WITH SHIVE-HATTERY REGARDING WATERMAIN REPLACEMENT PROJECT
A motion was made by Alderperson Porter, seconded by Alderperson Mulcahey, to approve Resolution 22-66 as presented. Upon roll call the following voted in favor: Rico, Porter, Mulcahey, O’Brien and Oakes. Motion carried.
CITY STAFF COMMUNICATION:
Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:
Mr. Maxeiner, City Administrator – Mr. Maxeiner informed the City Council regarding the sewer line project that if we had the money, I would quadruple investing in that project. It has been very effective. I would like to continue that.
Chief Ramsey, EMPD – Chief Ramsey informed the City Council that the EMPD is accepting applications. Agility and written test will be held on November 5, 2022 at 8:00 a.m. at United Township High School.
This Wednesday, October 5, 2022 is National Coffee with a Cop Day. There will be Officers up at Hy-Vee in Silvis with Silvis Police Department from 9:00 a.m. – 10:00 a.m., then going to the East Moline Coffee Company, East Moline from 1:00 p.m. – 2:00 p.m. chat with the community.
Joseph Miller, GIS / CAD Coordinator – Mr. Miller provided an update to the City Council regarding Wyman Park.
Todd Stickler – Maintenance Services Director – Mr. Stickler informed the City Council that the Free Leaf Bags pickup will start on October 31, 2022.
Chief DeFrance, EMFD – Chief DeFrance informed the City Council Summit Ridge has installed a new fire pump. My Place Hotel Fire Protection Plan has been approved.
A motion was made by Alderperson Oakes, seconded by Alderperson Porter, to adjourn the City Council meeting. Upon roll call the following voted in favor: Rico, Porter, Mulcahey, O’Brien and Oakes. Motion carried. 7:17 p.m.
