City of East Moline City Council met Aug 1.

PLEDGE:
Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.
ROLL CALL
Mayor Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz, to call the roll. The following Alderpersons were present: Gary Almblade, Nancy Mulcahey, Rhea Oakes, Maria Tapia and Jose Rico. Absent: Jayne O’Brien

Mayor Freeman Administered the Oath of Office to Kenneth Porter 1st Ward Alderperson.
CONSENT AGENDA:
City Clerk Wanda Roberts-Bontz read the Consent Agenda that included the following:
a. Approval of the City Council Minutes of July 18, 2022.
b. Approval of the Committee-of-the-Whole Minutes of July 18, 2022.
c. Approval of the Committee-of-the-Whole Minutes of July 5, 2022.
d. Approval of Salaries of July 22, 2022, in the amount of $455,339.68.
e. Approval of Overtime of July 22, 2022, in the amount of $35,213.88.
f. Approval of Bills in the amount of $812,636.08.
A motion was made by Alderperson Mulcahey, seconded by Alderperson Rico, to pull the payment to Chamber of Commerce until they submit their report to the City Council. Upon roll call the following voted in favor: Mulcahey, Oakes, Tapia, Rico, Porter and Almblade. Motion carried.

REPORT BY MAYOR
East Moline American Legion Auxiliary Unit 227 requests approval for a Poppy Fundraiser Event to be held on Friday, August 19, 2022, 9:00 a.m. – 6:00 p.m. and Saturday, August 20, 2022 from 9:00 a.m. – 12:00 p.m., this event will be held at various retail outlets in the City.
A motion was made by Alderperson Mulcahey, seconded by Alderperson Tapia, to approve the Poppy Fundraiser Event to be held by East Moline Legion Auxiliary Unit 227. Upon roll call the following voted in favor: Mulcahey, Oakes, Tapia, Rico, Porter and Almblade. Motion carried.
ATTORNEY ROGER L. STRANDLUND - PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS:
ORDINANCES – 1st Reading
ORDINANCE 22-14: AN ORDINANCE OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING AN AMENDMENT TO AN ECONOMIC INCENTIVE AGREEMENT BY AND BETWEEN THE CITY OF EAST MOLINE AND FIFTH AVENUE MAID RITE, INC.
ORDINANCES – 2ND Reading
ORDINANCE 22-13: AN ORDINANCE OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING A COMPREHENSIVE UPDATED VERSION OF STOP AND YIELD STREETS WITHIN THE MUNICIPAL CODE (SEC. 9-5-3) FOR THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS.
A motion was made by Alderperson Oakes, seconded by Alderperson Almblade, to approve Ordinance 22-13 as presented. Upon roll call the following voted in favor: Mulcahey, Oakes, Tapia, Rico, Porter and Almblade. Motion carried.
RESOLUTIONS
RESOLUTION 22-46: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING A CONTRACT WITH BETTENDORF N&S LOCK INC. FOR NEW SECURITY CAMERA SYSTEM FOR CITY BUILDINGS.
A motion was made by Alderperson Mulcahey, seconded by Alderperson Rico, to approve Resolution 22-46 as presented. Upon roll call the following voted in favor: Mulcahey, Oakes, Tapia, Rico and Porter. Motion carried. Opposed: Almblade 5 – 1
Mayor Freeman allowed Olivia Dorothy to address the City Council regarding questions she had about the new security camera system for City Buildings.
RESOLUTION 22-47: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING A CONTRACT WITH FIVE CITIES PAVING REGARDING 20TH AVENUE N. RECONSTRUCTION AND RELATED WORK.
A motion was made by Alderperson Rico, seconded by Alderperson Oakes, to approve Resolution 22-47 as presented. Upon roll call the following voted in favor: Mulcahey, Oakes, Tapia, Rico, Porter and Almblade. Motion carried.
COMMITTEE-OF-THE-WHOLE (Alderperson Almblade)
Alderperson Almblade asked Mayor Freeman if any action has taken place regarding the East Moline Library not having East Moline on their sign.
Mayor Freeman stated that at a staff meeting approximately three weeks ago the Librarian stated, library was going to have a sign when you entered the parking lot saying East Moline Library. Mayor Freeman stated that was not going to be acceptable and that the Council was not accepting the fact that not having
East Moline on the building. The City Council needed to have that done. The Librarian expressed the point trying to direct them in at the parking lot. Mayor Freeman stated that the City would like to have East Moline on the signage on the building.
Alderperson Almblade asked about the planning commission meeting on August 9, 2022 regarding the Early Learning Center for District 37. Alderperson Almblade stated they renovated the entire inside of the building. Now the planning commission is changing the rating of the building.
Mr. Maxeiner, City Administrator informed the City Council they are changing the building to a special use permit.
Alderperson Almblade stated that the City is giving up prime industrial real estate that is taxable, to something that is not taxable.
Mayor Freeman stated that the City did not give permission to change zoning as part of the sale between Lingui-Systems and the East Moline School District 37. The City offered the East Moline School District 37 some property that the City had out there. Mayor Freeman had been working with them regarding other locations. Mayor Freeman stated he did not know about that purchase from Lingui-Systems until he read it in the newspaper. New construction began on the inside by gutting the entire building. The actual building has not been torn down.
Alderperson Mulcahey asked what is the special use permit for?
Mayor Freeman stated the educational part.
Alderperson Mulcahey stated the property is Zoned Industrial. Alderperson Mulcahey asked should they have come to the zoning committee before they purchased the property.
Mayor Freeman informed her that is correct.
Alderperson Almblade stated that the city is giving up Prime Industrial Property. Mayor Freeman noted he feels the same way.
Alderperson Almblade asked do they own the old Hoffman School building?
Mayor Freeman replied yes. Mayor Freeman stated East Moline School District 37 purchased back the old Hoffman School Building right after they purchased the Lingui-Systems Building.
Alderperson Almblade Early Learning Building is 10 acres, the Hoffman building is 8.5 acres and Silvis School purchased twenty-two acres all that adds up to acres that we are losing tax money on.
Mayor Freeman agreed with Alderperson Almblade.
Alderperson Mulcahey asked if Silvis School pays into the City of East Moline? Mayor Freeman said that the Silvis School is part of City of East Moline but Silvis School District.
Alderperson Mulcahey asked if a property is sold in the City of East Moline can the City state that they can not sell to a non-tax producing entity?
Mayor Freeman asked Attorney Strandlund if that would be appropriate?
Attorney Strandlund stated he would investigate it.
Mr. Maxeiner informed the City Council that the East Moline School District 37 wanted to change the zoning to residential use. That zoning would stay with that property from now forward. By putting the Special Use on this that goes with the use with the current tenant, if they ever sold that building the use does not go with the new sale it would go back to the original zoning on the property.
Mayor Freeman stated that the building is going to be used for early learning education before kindergarten. The zoning meeting will be held on August 9, 2022 at 6:00 p.m.
Mayor Freeman stated that here are at least seven parcels left out in that area.
Alderperson Mulcahey stated let us not sell to entities that is not creating any property tax bills. To help pay for all the upgrades of the roads and sewer.
Mayor Freeman continued explaining to the City Council that people were looking at residential properties up in that area, we can still bring something into the City.
Alderperson Almblade had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.
CITY STAFF COMMUNICATION:
Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:
Mr. Maxeiner, City Administrator – Mr. Maxeiner informed the City Council that at the Quarter there are eight units started, two have roofs. Maintenance Services was out cleaning the entrance and the common areas which looks great. The new My Place Hotel adjacent to the Expo Center the permit has been issued. The strip center west of the gas station the site grading permit has been issued, we are getting ready to work on foundation. If you have not been by the Carpenter’s Council in a while the exterior is starting to take shape with most of the exterior being done.
Mr. Maxeiner and Mr. Kammler have been working on the Raise Grant. We have been getting a lot of inquires back from the Federal Government, which we are taking as a very good sign. The awards will be announced in the next few weeks, we are cautiously optimistic.
Ms. Annaka Whiting, Finance Director – Ms. Whiting informed the City Council that after the Audit presentation in June, 2022, Alderperson Almblade requested that the presentation includes the physical health of the City. Ms. Whiting is working on having the information before the Fiscal Year 2023 Budget.
On July 21, 2022, the three-board members on the Land Bank Authority interviewed three potential employees for the Management position. The offer was made, they will begin September 6, 2022. The board meetings are taking place every other Monday at 10:30 a.m. the next step is to come up with an advisory board. Ms. Whiting was appointed as Treasurer of the Land Bank Authority. The bank account will be separate from any of the three Cities involved.
Chief Ramsey, EMPD – Chief Ramsey informed the City Council the Night Out Against Crime is tomorrow, August 2, 2022 at Willow Springs Swim Club from 5:00 p.m. – 7:00 p.m. This is a yearly event partnering with Moline Police Department. Every other year it is in a different location, last year it was in River Side Park.
Tim Kammler, Director of Engineering – Mr. Kammler informed the City Council about the five cities bill GL item under 200 $174,000.00 that Alderperson Mulcahey that does look appropriate. If there are any questions about a large sum of money, we detail out everything including water main, rocks and etc. if you want to see all that information let me know.
Todd Strickler – Director of Maintenance Services – Mr. Stickler informed the City Council that they are having issues with their sewer camera. This camera is used for inspections with sanitary and storm sewers. Could cost about $7,300.00, this is a vital piece of equipment that we need. Mr. Stickler did authorize the repairs and hope to get the camera back soon.
Parker Prochaska – Director of WWWFP – Mr. Prochaska informed the City Council the methane spear has a very small leak due to the inside rusting away. We are currently purging our spear so there is no methane in spear and cleaning it out.
