City of East Moline Committee of the Whole met Nov. 7.

Here are the minutes provided by the committee:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz, to call the roll. The following Alderpersons were present: Kenneth Porter, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Rhea Oakes, Maria Tapia and Jose Rico.

PUBLIC COMMENT:

Bill Vickers, 602 1st Avenue, East Moline – Mr. Vickers informed the City Council how his parrot (45 years old) was killed in his own garage by a loose dog on October 12, 2022.

Ben Stockwell, 914 25th Avenue, East Moline - Mr. Stockwell informed the City Council about his disappointment with the Road Construction on 7th Street through 9 ½ Street and 28th Avenue. The job was started in May 2022 and now we are in November and the project is still not completed. Mr. Stockwell has seen days and weeks go by with no work being done there.

CITY CLERK’S REPORT

City Clerk Roberts informed the City Council and all those in attendance that the 2023 Election Candidate Packets are still available for pickup in the City Clerks Office for the following Wards: 1st Ward, 2nd Ward, 4th Ward, and 6th Ward.

City Clerk Roberts reminded everyone that tomorrow November 8, 2022 is Election Day and the Polls are open from 6:00 a.m. until 7:00 p.m.

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

City Clerk Wanda Roberts-Bontz read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of October 3, 2022.

b. Approval of the City Council Minutes of October 17, 2022.

c. Approval of the Committee-of-the-Whole Minutes of October 17, 2022.

d. Approval of Salaries of October 14, 2022 in the amount of $436,622.75.

e. Approval of Overtime of October 14, 2022, in the amount of $30,537.15.

f. Approval of Bills in the amount of $1,396,317.05.

A motion was made by Alderperson Porter, seconded by Alderperson Mulcahey, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Porter, Almblade, Mulcahey, O’Brien, Oakes, Tapia and Rico. Motion carried.

REPORT BY MAYOR

Mayor Freeman turned the Public Bid Opening for Sales of Properties over to Administrator Maxeiner:

• 1356 12th Avenue – No Bids

• 109 16th Avenue – Yolanda Southerland $250.00

• 2510 3rd Street – R. Argan $1,500.00

• 721 23rd Street – Michael/Doric Brown $1,001.99

Mr. Maxeiner informed the City Council that he will review the bids, put together a Resolution for the final purchase and will bring back to the City Council.

RESOLUTIONS

RESOLUTION 22-69 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE RENEWAL OF AN AGREEMENT WITH PLATINUM INFORMATION SERVICES, INC. FOR THE PROVISION OF INFORMATION TECHNOLOGY SERVICES

A motion was made by Alderperson Almblade, seconded by Alderperson Mulcahey, to approve Resolution 22-69 as presented. Upon roll call the following voted in favor: Porter, Almblade, Mulcahey, O’Brien, Oakes, Tapia and Rico. Motion carried.

RESOLUTION 22-70 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE RENEWAL OF INSURANCE COVERAGE THROUGH IMLRMA

A motion was made by Alderperson Almblade, seconded by Alderperson Mulcahey, to approve Resolution 22-70 as presented. Upon roll call the following voted in favor: Porter, Almblade, Mulcahey, O’Brien, Oakes, Tapia and Rico. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderperson Porter)

Alderperson Porter had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:

Chief Ramsey, EMPD – Chief Ramsey informed the City Council that one of the old police squads sold for $5,000.00. Chief Ramsey appreciated all the support and outreach that they have received at the Police Department for Sergeant Lind. Chief Ramsey really appreciated the support from everyone in the City. Thank you very much.

Brianna Huber – Water Filtration Director – Ms. Huber thanked her staff for helping in her absents. Ms. Huber informed the City Council that she just received the from Bi-State for Chemical Bids not receiving guaranteed prices for the entire year. Ms. Huber will have more information at the next meeting.

A motion was made by Alderperson Mulcahey seconded by Alderperson Almblade, to adjourn the City Council meeting. Upon roll call the following voted in favor: Porter, Almblade, Mulcahey, O’Brien, Oakes, Tapia and Rico. Motion carried. 6:51 p.m.
