City of East Moline City Council met April 3.

Here are the minutes provided by the council:

PLEDGE:

Mayor Pro-Tem O’Brien led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Pro-Tem O’Brien called the meeting to order and directed City Clerk Wanda Roberts-Bontz, to call the roll. The following Alderpersons were present: Kenneth Porter, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Rhea Oakes, and Jose Rico. Absent: Maria Tapia

CITY CLERK’S REPORT

City Clerk Roberts-Bontz informed the City Council and people in attendance that the Election Day is tomorrow, April 4, 2023. Polls will be open from 6:00 a.m. – 7:00 p.m.

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

City Clerk Wanda Roberts-Bontz read the Consent Agenda that included the following: a. Approval of the City Council Minutes of March 20, 2023.

b. Approval of the Committee-of-the-Whole Minutes of March 20, 2023.

c. Approval of Salaries of March 31, 2023 in the amount of $466,455.83.

d. Approval of the Overtime of March 31, 2023 in the amount of $20,411.08.

e. Approval of Bills for March 31, 2023 in the amount of $472,332.16.

A motion was made by Alderperson Porter, seconded by Alderperson Oakes, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Rico, Porter and Almblade. Motion carried.

REPORT BY MAYOR

Doug Maxeiner read and presented the following Proclamation, proclaiming Thursday, April 6, 2023 as “Junior Achievement Day.” Mr. Dougal Nelson, President and CEO of Junior Achievement (JA) accepted the Proclamation. Mr. Nelson stated that the purpose of Junior Achievement (JA) was to inspire and prepare young people for success in the workplace and the global economy. Mr. Nelson stated that Junior Achievement (JA) is very special to him, he is a 1978 graduate from United Township High School. Junior Achievement (JA) is currently in classrooms K – 12. They have expanded the reach of Junior Achievement (JA) to include 18 – 24-year-olds. Expanding and getting outside the classroom a little bit. They are working with the Boys & Girls Club of the Mississippi Valley, Big Brothers/Big Sisters and creating a partnership with YMCA’s. We are having a big impact on the school kids. Thank you for the Proclamation and the businesses in East Moline that help support JA financially.

Doug Maxeiner stated Proclamation proclaiming the week of April 17 – 21, 2023 as “National Work Zone Awareness Week,” no one was present to accept the Proclamation.

CITY ADMINISTRATOR – DOUG MAXEINER - PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS:

ORDINANCE 23-07: AN ORDINANCE OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING A COMPREHENSIVE UPDATED VERSION OF CHAPTER 3 (PARKING RULES) OF ARTICLE 9 (TRAFFIC) OF THE MUNICIPAL CODE FOR THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS (SEC. 9-3-1)

A motion was made by Alderperson Oakes, seconded by Alderperson Almblade, to approve Ordinance 23-07 as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Rico, Porter and Almblade. Motion carried.

RESOLUTIONS

RESOLUTIONS 23-17: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING A CONTRACT WITH CRAWFORD, MURPHY AND TILLY (“CMT”) REGARDING GREATER DOWNTOWN STREETSCAPING – DESIGN ENGINEERING

A motion was made by Alderperson Mulcahey, seconded by Alderperson Rico, to approve Resolution 23-17 as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Rico, Porter and Almblade. Motion carried.

RESOLUTIONS 23-18: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING AN INTERGOVERNMENTAL AGREEMENT WITH ROCK ISLAND COUNTY METROPOLITAN MASS TRANSIT DISTRICT (“METROLINK”) FOR FERRY BOAT DOCK

A motion was made by Alderperson Oakes, seconded by Alderperson Rico, to approve Resolution 23-18 as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Rico, Porter and Almblade. Motion carried.

RESOLUTIONS 23-19: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE PURCHASE OF F250 TRUCK FOR WATER PLANT

A motion was made by Alderperson Oakes, seconded by Alderperson Porter, to approve Resolution 23-19 as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Rico, Porter and Almblade. Motion carried.

RESOLUTIONS 23-20: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING A CONTRACT WITH CRAWFORD, MURPHY & TILLY (“CMT”) FOR CONSTRUCTION ADMINISTRATION SERVICES – REPLACEMENT OF BOOSTER PUMP #1

A motion was made by Alderperson Porter, seconded by Alderperson Almblade, to approve Resolution 23-20 as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Rico, Porter and Almblade. Motion carried.

RESOLUTIONS 23-21: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING A CONTRACT WITH CRAWFORD, MURPHY & TILLY (“CMT”) FOR CONSTRUCTION OBSERVATION SERVICES – REPLACEMENT OF BOOSTER PUMP #1

A motion was made by Alderperson Almblade, seconded by Alderperson Oakes, to approve Resolution 23-21 as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Rico, Porter and Almblade. Motion carried.

RESOLUTIONS 23-22: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING A CONTRACT WITH MILLER TRUCKING AND EXCAVATING FOR CERTAIN CONSTRUCTION WORK ASSOCIATED WITH THE REPLACEMENT OF BOOSTER PUMP #1

A motion was made by Alderperson Mulcahey, seconded by Alderperson Almblade, to approve Resolution 23-22 as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Rico, Porter and Almblade. Motion carried.

RESOLUTIONS 23-23: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, TO DECLARE CERTAIN PROPERTY OWNED BY THE CITY TO BE SURPLUS TO THE CITY’S NEEDS AND DIRECTING DISPOSAL OF SAME

A motion was made by Alderperson Porter, seconded by Alderperson Oakes, to approve Resolution 23-23 as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Rico, Porter and Almblade. Motion carried.

RESOLUTIONS 23-24: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING A CONTRACT WITH MILLER TRUCKING & EXCAVATING REGARDING SEWER ACCESS ROADS FOR RAVINES D & G

A motion was made by Alderperson Almblade, seconded by Alderperson Porter, to approve Resolution 23-24 as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Rico, Porter and Almblade. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderperson Mulcahey)

Alderperson Mulcahey had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:

Doug Maxeiner, City Administrator – Mr. Maxeiner reminded the City Council that tomorrow, April 4, 2023 is Election Day. Mr. Maxeiner stated win or lose, he would like to thank all the candidates that had thrown their hats in the ring for City Council. Without candidates doing so our system does not work. Mr. Maxeiner appreciates their effort, and he knows it is a lot of work.

Mr. Maxeiner informed the City Council that he will be stepping down at the end of August 2023. Mr. Maxeiner has started working with Human Resources on preparing the job announcement and job description.

Pro-Tem Jayne O’Brien wanted to personally thank Mr. Maxeiner for all his time and patience. Mr. Maxeiner, you really have made a big difference. All the time you have put into this endeavor. Pro-Tem O’Brien wished Mr. Maxeiner well.

Mr. Maxeiner stated to the City Council you are stuck with me for a little while longer.

Chief Ramsey, EMPD – Chief Ramsey informed the City Council regarding the social media threat at United Township High School. They found out that it was a student from United Township High School. The student created a fake account and made the threat. This will be handled in the Juvenile Court system.

Alderperson Oakes asked Chief Ramsey about the cameras.

Chief Ramsey stated that only one more camera is left to be installed, all the rest are up and operating. The EMPD had access to all the cameras. The final steps are the training and usage of the program.

Alderperson Oakes asked if the cameras covered enough areas?

Chief Ramsey stated yes, it covers enough areas, and this was a big upgrade for the City. Chief Ramsey also stated that all the FLOCK cameras are up and operational.

Alderperson Oakes asked if there were cameras up by the Rock Island County Fair Grounds. Chief Ramsey stated that there is a camera at Archer Drive and Avenue of the Cities, west bound traffic.

Alderperson Oakes stated that she has received several calls about cars racing along Archer Driver and Avenue of the Cities.

Chief Ramsey stated if you have any complaints feel free to forward them to me. We will do our best to mitigate the issue.

Tim Kammler, Engineering Director – Mr. Kammler informed the City Council about that the 15th Avenue Watermain Replacement Project. All water service curb stops have been replaced between 9th Street to 12th Street; only four (4) lead services were encountered and replaced. Work will be starting from 9th Street to 6th Street replacing water service curb stops and lead services.

Alderperson Oakes asked if the repair to the sidewalk had been done located by Avenue of the Cities and Blackhawk Outreach Building? Alderperson Oakes stated Mr. Ferris is back in town and walks every day through that area. Alderperson Oakes also stated that she informed Mr. Ferris to contact Mr. Maxeiner directly about the sidewalk that needs repaired.

Brianna Huber, Water Filtration Director – Ms. Huber informed the City Council that there is a lot of work going on with the water towers. A cell phone company has come in to replace a lot of their equipment. We have notified residents in the Wiman Park Water Tower area. Water Tower exterior painting will be occurring on 10th Street and then Industrial Park. The 10th Street Water Tower will be going out of service as of tomorrow, April 4, 2023. If residents have any questions, please have them contact the Water Department.

Todd Stickler, Public Works – Mr. Stickler expects the flooding to start at the end of this week or the beginning of next week. They will be closing the flood gates as soon as the flooding starts.

Chief DeFrance, EMFD stated that two of the Firefighters that have been off work, one will be returning to shift tomorrow, April 4, 2023 and the other Firefighter should be returning mid-April, 2023. Probationary Firefighter Preston Searl will be graduating from the Fire Academy on Friday, April 7, 2023 and his first shift will be Saturday, April 8, 2023. Chief DeFrance informed the City Council that the Fire Boat is being serviced as soon as it is finished, they will try to get the Fire Boat in the water unless the flooding starts. Scheduled training on the Fire Boat if the water is not too hazardous.

A motion was made by Alderperson Porter seconded by Alderperson Mulcahey, to adjourn the City Council meeting. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Rico, Porter and Almblade. Motion carried. 6:59 p.m.
