City of Lewistown Water Committee met May 2.

The Lewistown Water Committee met Tuesday May 2, 2023 at 6:00 p.m. in the Council Chambers at City Hall.
PRESENT: Chairman Kendall Miller, Alderman Jimmy Long, Alderperson Sally Clark, Mayor Doug Lafary, City Clerk Cindy Goddard, and Evinn Palmer Public Works Director. Also, Amanda Sutphen helping with grant application.
BUSINESS TO DISCUSS GRANT MONEY USE: Alderman Kendall Miller, and Evinn Palmer met Monday at ground storage, with Joe Carruthers to discuss options on how to use the $600,000.00, plus ARPA money of $298,000.00. The city has to match $120,000.00 to receive the $600,000.00. Kendall Miller turned the meeting over Amanda Sutphen, she said with the $600,000.00 the city can either match with $120,000.00, can apply for a waiver because of low taxes, or can count the pay for employees working on it. Need estimates to be as close as possible to $600,000.00. For the ease of applying for the grant we won't include the ARPA grant money received. Will just do a separate project using it. Need to divide up the projects. Alderman Jimmy Long suggested maybe add a project that will provide filters to system down the road.
Alderman Miller said what we have to have are two new pumps, a skid package with new building (meters, plumbing and pumps, this package includes everything) the company does all installation and is liable for everything. The estimate is $354,000.00 to $400,000.00, another option is we build the building, concrete and all this estimate is around $225,000.00 to $275,000.00, still need plumbing and pumps are separate. Generators needed also. Ground storage tank is the other project that needs done. $400,000.00 estimate to paint interior, disinfect inside and paint outside. Exterior is $154,000.00, wet area is $156,000.00 interior dry area around $90,000.00. We could get bid for interior only, exterior later. Valve work also needs done. Long range goal is to finish the water line from well field and put those residents on it so they get water on new line and could manage the manganese problem with that line. Will need the entire amount plus some. The advantage is only one company is liable for everything if use the skid package. New pump station, plumbing and rehab of ground storage tank and related ground storage structures, is all one project $800,000.00. Finish the water main coming in town is another project, then a form of filter system 3rd project. Not sure what will be found when they start looking at the ground storage tank, may have more problems. Ground storage tank is a 500,000-gallon tank built in 1971.
Recommendation from the water committee is to rehab ground storage facility, and related water infrastructure to use the $600,000.00 grant and ARPA grant money.
Chairperson Kendall Miller asked for a Motion to adjourn. Alderperson Sally Clark made the motion, second by Alderman Jim Long, at 6:31 p.m., all ayes.
