City of East Moline Mayor and City Council met Aug. 7.

PLEDGE:
Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.
ROLL CALL
Mayor Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz, to call the roll. The following Alderpersons were present: Olivia Dorothy (remote attendance), Jeffrey Deppe, Nancy Mulcahey, Adam Guthrie, Rhea Oakes, Lynn Segura, and Jose Rico. Absent:
a. Staff Report on request(s) for remote attendance by Council Member, as applicable
b. Consideration of Staff Report (roll call vote) on request(s) for attending the meeting electronically; consideration and approval is subject to satisfaction of the Open Meetings Act, 5 ILCS 120/7 (refer to unnumbered Resolution presented by City Administrator or City Attorney, with the approved Resolution to be incorporated within the Meeting Minutes)
A motion was made by Alderperson Deppe, seconded by Alderperson Guthrie, to approve the Open Meetings Act regarding remote attendance as presented. Upon roll call the following voted in favor: Segura, Rico, Deppe, Mulcahey, Guthrie, and Oakes. Motion carried.
PUBLIC COMMENT
Ben Stockwell, 914 25th Avenue, East Moline, IL – Mr. Stockwell informed the City Council that at the June 19, 2023, meeting he left his contact information with Alderperson Guthrie, “He failed to contact me.” Mr. Stockwell has made several FOIA requests asking for information regarding incidents involving Police Officers over the years. In response to the FOIA materials, Mr. Stockwell brought to attention concerns regarding the conduct of certain officers. Mr. Stockwell’s concern is the lack of professionalism and accountability. Mr. Stockwell has made it very clear that is extremely important to him.
Alex Terronez, 745 25th Street, East Moline, IL – Mr. Terronez informed the City Council that he was at the December 19, 2022, meeting regarding the abandoned home located at 750 24th Street, East Moline located across the alley from him. Mr. Terronez stated that this home has been on the Cities radar for the past 10 years because of the deteriorating condition and nothing is being done about it.
Mayor Freeman stated that as of last week he has been in contact with the owner, Ben Johnson, Jr. they have a person interested in purchasing the property. If that does not happen, then we will continue the Court proceedings. Mayor Freeman stated that he had not forgotten about Mr. Alex Terronez issue.
CITY CLERK’S REPORT
City Clerk Roberts had no items for discussion.

City Clerk Wanda Roberts-Bontz read the Consent Agenda that included the following:
a. Approval of the City Council Minutes of July 17, 2023.
b. Approval of the Committee-of-the-Whole Minutes of July 17, 2023.
c. Approval of Salaries of August 4, 2023 in the amount of $448,437.68.
d. Approval of the Overtime of August 4, 2023 in the amount of $13,483.75.
e. Approval of Bills for August 4, 2023 in the amount of $1,054,266.89.
f. Approval of Salaries of July 21, 2023 in the amount of $456,174.40.
g. Approval of the Overtime of July 21, 2023 in the amount of $18,671.58.

REPORT BY MAYOR
Chief Ramsey presented Sergeant William Lind the Purple Heart Award. Chief Ramsey stated Sergeant Lind joined the East Moline Police Department on January 2015. Sergeant Lind has served time in both the Patrol and Investigation Division. Sergeant Lind was also part of the FBI Gang Taskforce. January 2022 Sergeant Lind was moved to Sergeant.
On October 24, 2022 Sergeant William Lind was critically injured while attempting to arrest a suspect wanted on felony arson charges. When Sergeant Lind went to arrest the suspect, he attacked unprovoked knocking him to the ground unconscious. The assisting Officers arrived on the scene with the Fire Department and EMS personnel which quickly rendered medical attention.
With great resolve Sergeant Lind recovered from his injuries and we are very grateful. Sergeant Lind has made the long recovery road back to work on restricted duty.
The Purple Heart Award is a high-level department award that is presented to an Officer who has received a serious injury resulting from an assault with potentially lethal force while acting in the line of duty. This award is also awarded posthumously in the event of a line of duty death.
Sergeant Lind was given this award for the serious wounds he received in the course of his duties on October 24, 2022, while arresting a wanted felon. Sergeant Lind acted heroically, courageously, and without regard for his own personal safety in a commitment to the protection of our community in East Moline. This was done in the finest tradition of the East Moline Police Department. Thank you, Sergeant William Lind!
A big thank you to the East Moline Fire Department, Illini EMS, all the nurses and doctors, QComm911, all the law enforcement agencies in the area, and the great family and friends of Sergeant Lind who helped take care of Sergeant Lind and capture the suspect. The City of East Moline Police Department is forever grateful.
Mayor Freeman stated that when he visited Sergeant Lind in the Moline Rehab. One of the first things out of his mouth was I want to come back to work. God Bless you and Good Luck in the future.

CITY STAFF COMMUNICATION:
Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:
Mr. Doug Maxeiner, City Administrator – Mr. Maxeiner informed the City Council that Mayor Freeman, Alderperson Deppe and Mr. Maxeiner had lunch with Governor J.B. Pritzker at the Palace Restaurant. We spoke about a number of issues affecting the City. The flood plain issue the City has been fighting with Illinois Department of Natural Resources (IDNR) for a number of years. Hopefully, the City will get some resolution with the new director of IDNR.
RECESS SESSION:
