MAYOR'S REPORT:

CONSENT AGENDA:

1. Approve payment of bills/vender report for the time period July 25-August 14th

2. Approve payroll for the period of July 26-August 10

3. Approve Treasure's monthly Report for July, 2023

4. Approve minutes of July 24th, 2023 Council meeting

Motion was made by Alderman Goodrum to approve items A-D, seconded by Alderman Shady-Dahl. Discussion? Hearing none, Roll call: Aldermen Shady-Dahl, Goodrum, Painter, Jones, Lack, Swemline, Stablein, and Dooley voted yes, 8 yes, o nays Motion Passed

CLERK'S REPORT:

1. Stacie made a printout of the old rates, new rates and broke it down per 1,000 gallons for water and sewer, gave how much it adds to their bill. I decided to put in my report since we have so many people complaining about higher bills. If you get calls you can go over this with them, letting them know that they had not been raised for 7 years.

2. We had Kait Meeker and her Cadets come out to the park for their training and to help us out by checking the Cabins and the other buildings and replaced as many smoke detectors as they had. Gave a letter to Chief Swan praising the Cadets and Kait. They are having another CPR class and first aid at the Fire Station on Rt. 84 Sunday 27th at 9:00 a.m. Free Class very good class.

OLD BUSINESS: NONE

NEW BUSINESS:

1. Approve Resolution R-23-12; A Resolution of the City of Colona, Henry County, Illinois to induce the Redevelopment of certain Property within the US RT. 6 and Interstate 80 Tax Increment Redevelopment Project area. Motion was made by Alderman Swemline to approve Resolution R-23-12, seconded by Alderman Painter. Roll Call Aldermen Goodrum, Painter, Jones, Lack, Swemline, Stablein, Dooley, and Shady-Dahl. 8 yes 0 nays Motion passed.

2. Approve and affirm the clarification of the zoning of the old Lutheran Church property located at 5765 Poppy Garden Road owned by TJMJ.2 (two) parcels index numbers 06-13-228-014 and 06-13-228-015 and both are in TIF1V. All surrounding parcel are zoned I-1, it is the conclusion of the Mayor, Zoning officer, and Planning Commission Chair that these parcels and the immediate commercial area be zoned I-1 and that the City of Colona zoning map be updated to reflect this determination and written documentation be included with the map.

Alderman Painter made motion to Approve and Affirm clarification of the zoning of the Old Lutheran Church property at 5765 Poppy Garden Road and seconded by Alderman Shady-Dahl Roll Call: Aldermen Painter, Jones, Lack, Swemline, Stablein, Dooley, and Shady-Dahl. 8 yes o nays Motion passed.

3. Approve Business License for Miss Muffins Misfits located at 444 Wilshire Drive Colona, Online Retail Sales Clothing/Apparel Online Shopping.

Motion made by Alderman Swemline to approve Business License for Miss Muffins Misfits, seconded by Alderman Lack Roll Call: Aldermen Jones, Lack, Swemline, Stablein, Dooley, Shady-Dahl, Goodrum, and Painter 8 yes o nays Motion Passed

4. Approve Business License for Karnal Inc. d/b/a/ BJ's Wine and Spirts 526 1st street, Colona

Motion made by Alderman Painter to Approve Business License for Karnal Inc. d/b/a BJ's Wine and Spirits seconded by Alderman Jones Roll Call: Alderman Lack, Swemline, Stablein, Dooley, Shady-Dahl, Goodrum, Painter and Jones 8 yes 0 nays Motion Passed

5. Approve Ordinance 0-23-08 Amending Title 1 Administration, Chapter 6 Aldermanic Council, and Section 1-6-2: meetings, Paragraph A; and Section 1-6-4: Committees of Colona, Henry County, II. To remove the Committee of the Whole Motion made by Alderman Swemline, Seconded by Goodrum. Roll Call: Aldermen Swemline, Stablein, Dooley, Shady-Dahl, Goodrum, Painter, Jones, and Lack 8 yes o nays Motion passed

6. Approve Ordinance 0-23-10 of the City of Colona, Amending Title 5 - Police Regulation, Chapter 2 - General offences, Paragraph 107-F, of the City Code for the City of Colona, Henry County, Illinois Motion Made by Alderman Painter to approve Ordinance 0-23-10, seconded by Alderman Goodrum Roll Call: Aldermen Stablein, Dooley, Shady Dahl, Goodrum, Painter, Jones, Lack and Swemline 8 yes 0 nays Motion Passed

7. Approve amending budget to purchase new meters for Willowhaven Paid out of O&M Depreciation as follows; Water from 530-000-1044 increase of $15K to 530-531-4960, Amended budget $65K; 530-000-1044 increase $35K to 530-532-4960 sewer, original budget $0 to $35K. This was confusing to some people, worded wrong Item was tabled. Motion made by Alderman Stablein to table, seconded by Alderman Swemline. Roll Call: Aldermen Dooley, Shady-Dahl, Goodrum, Painter, Jones, Lack, Swemline, and Stablein. 8 yes 0 nays Motion passed

8. Discuss Deputy Clerk Position and Salary/Hours. Discussion was about the Deputy Clerk is only to work if the Clerk is absent. $2400.00 per year, not sure if really needed in the office full time. Have to discuss more at Finance/Admin, Alderman Lack said we need to hire someone to replace our Public Works Director to get trained before we hire office personnel. 9. Discuss additional public works Personnel for O&M Water and sewer.PWD Mike Stephens said that it would be very helpful to have separate crews for water and sewer to keep workers able to stay on top of maintence.

10. Approve raising Rent for the Cafe at CSFP from $400.00 per month with City paying Electric, Heat, Air, and Water, up to $800.00 per month to cover these costs. Motion made by Alderman Shady-Dahl to raise the Rent to $800.00 seconded by Alderman Painter Roll Call: Aldermen Shady-Dahl, Goodrum, Painter, Jones, Lack, Swemline, Stablein, and Dooley 8 yes 0 nays Motion passed

ADJOURNMENT: To go to Closed Session

Motion made by Alderman Swemline, seconded by Alderman Stablein closed Session, Roll Call: Aldermen Dooley, 'Stablein, Swemline, Lack, Jones, Painter, Goodrum, and Shady-Dahl

Per 5ILCS 120/2, From Chapter 102, Paragraph 42, Section 2, Open meetings, subparagraph Exceptions, (11) Litigation, when an action against, affecting, or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds an action is probable or imminent, in which case basis for the finding shall be recorded and entered into the minutes of the closed meeting.

Motion made to return to open session by Alderman Swemline, seconded by Alderman Painter voice vote 8 ayes 0 nays motion passed.

No other business to discuss. Motion made to go to Committee of the Whole By Alderman Painter, and seconded by Alderman Goodrum; Voice Vote 8 ayes 0 nays Motion passed

Committee of the Whole was removed during Council Meeting, only had 1 item to approve the minutes of the last Meeting on July 24th, 2023.
