City of East Moline City Council met Aug. 21.

Here are the minutes provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz, to call the roll. The following Alderpersons were present: Olivia Dorothy, Nancy Mulcahey, Rhea Oakes, Lynn Segura, and Jose Rico. Absent: Jeffrey Deppe and Adam Guthrie.

CITY CLERK’S REPORT

City Clerk Roberts had no items for discussion.

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

City Clerk Wanda Roberts-Bontz read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of August 7, 2023.

b. Approval of the Committee-of-the-Whole Minutes of August 7, 2023.

c. Approval of Salaries of August 18, 2023 in the amount of $428,883.45.

d. Approval of the Overtime of August 18, 2023 in the amount of $12,225.20.

e. Approval of Bills for August 18, 2023 in the amount of $583,727.98.

A motion was made by Alderperson Oakes, seconded by Alderperson Segura, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Rico, Dorothy, Mulcahey, Oakes and Segura. Motion carried.

REPORT BY MAYOR

Alderperson Segura presented a Certificate of Recognition to Doris Lee on her 100th Birthday.

Mayoral Appointment

Mayor Freeman is requesting the Mayoral Appointment of Chris Hume to fill the vacancy to Library Board.

A motion was made by Alderperson Oakes, seconded by Alderperson Segura, to approve the appointment of Chris Hume to the Library Board. Upon roll call the following voted in favor: Rico, Dorothy, Mulcahey, Oakes and Segura. Motion carried.

RESOLUTIONS

23-47 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING A CONTRACT WITH LANGMAN CONSTRUCTION REGARDING CARBON CLIFF WATER INTERCONNECT

A motion was made by Alderperson Mulcahey, seconded by Alderperson Dorothy, to approve Resolution 23-47 as presented. Upon roll call the following voted in favor: Rico, Dorothy, Mulcahey, Oakes and Segura. Motion carried.

23-48 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING A CONTRACT WITH CRAWFORD, MURPHY & TILLY, INC. (CMT) FOR PROFESSIONAL SERVICES – RECONNECTING COMMUNITIES & NEIGHBORHOODS GRANT

A motion was made by Alderperson Mulcahey, seconded by Alderperson Segura, to approve Resolution 23-48 as presented. Upon roll call the following voted in favor: Rico, Dorothy, Mulcahey, Oakes and Segura. Motion carried.

23-49 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE ELECTRIC VEHICLE CHARGING NETWORK AND MEMORANDUM OF UNDERSTANDING BY AND BETWEEN THE CITY OF EAST MOLINE AND ROCK ISLAND COUNTY METROPOLITAN MASS TRANSIT DISTRICT (“METROLINK”)

A motion was made by Alderperson Rico, seconded by Alderperson Oakes, to approve Resolution 23-49 as presented. Upon roll call the following voted in favor: Rico, Dorothy, Mulcahey, Oakes and Segura. Motion carried.

23-50 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING AN AGREEMENT WITH GREATER METROPOLITAN AREA HOUSING AUTHORITY (GMAHA) FOR COMMUNITY ORIENTED POLICE OFFICER (COP) SUPPLEMENTAL SERVICES

A motion was made by Alderperson Segura, seconded by Alderperson Oakes, to approve Resolution 23-50 as presented. Upon roll call the following voted in favor: Rico, Dorothy, Mulcahey, Oakes and Segura. Motion carried.

23-51 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING AN AGREEMENT WITH EAST MOLINE SCHOOL DISTRICT 37 (EMSD37) FOR SCHOOL RESOURCE OFFICER (SRO) SERVICES

A motion was made by Alderperson Segura, seconded by Alderperson Oakes, to approve Resolution 23-51 as presented. Upon roll call the following voted in favor: Rico, Dorothy, Mulcahey, Oakes and Segura. Motion carried.

23-52 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE AWARD OF A CONTRACT WITH QUAD CITIES TOWING, INC.

A motion was made by Alderperson Segura, seconded by Alderperson Mulcahey, to approve Resolution 23-52 as presented. Upon roll call the following voted in favor: Rico, Dorothy, Mulcahey, Oakes and Segura. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderperson Rico)

Alderperson Rico had all items covered under the Consent Agenda, Ordinances and Resolutions.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:

Mayor Freeman stated this is Mr. Maxeiner last City Council Meeting he is retiring. Mayor Freeman personally thanked Mr. Maxeiner for the momentum he has brought to the City, the great working relationships they have had, and wished him nothing but the best.

Mr. Doug Maxeiner, City Administrator – Mr. Maxeiner informed the City Council that with the extreme temperatures being so high he arranged for the Library to serve as a cooling station. The hours of the Library will be Monday and Wednesday 9:00 a.m. – 8:00 p.m., Tuesday, Thursday and Friday 9:00 a.m. – 5:00 p.m. Anyone contacts you and needs to get out of the heat that would be a good place to send them.

Mr. Maxeiner stated today will be my last meeting with you. By my estimation I have sat through over 1,000 City Council Meetings in 32 years. It is time for someone to have some new ideas and thoughts here. Mark Rothert starts on Wednesday, August 23, 2023. Mr. Maxeiner last day in the office will be

September 1, 2023. Mr. Maxeiner asked that you give Mark Rothert your trust and support that was given to me. Give him the respect you have shown me, he will do just fine. He is a sharp individual, and he will serve you well.

To the City Council trust your department heads because they are in it for the right reasons. Anyone of them could be making more money elsewhere but they are committed to this community.

In 2019, I took this position as a favor to Mayor Freeman. Mr. Maxeiner has never regretted his decision. Mr. Maxeiner may have questioned his sanity when there was no money in the bank. Mr. Maxeiner is very proud of what he has been able to accomplish. Mr. Maxeiner is 1000 percent certain he is leaving this organization in a better place than when he got here. Which is the only measure of success that he cares about. So, thank you all. Best of luck to the City moving forward. I will still be around and watching.

Chief Ramsey, EMPD – Chief Ramsey thank Mr. Maxeiner, he has been a great mentor for me. Chief Ramsey learned a lot from Mr. Maxeiner. Chief Ramsey appreciates everything Mr. Maxeiner has done.

Tim Kammler, Engineering Director – Mr. Kammler thanked Mr. Maxeiner. Appreciate all your help and leadership.

Brianna Huber, Water Filtration Director – Ms. Huber thanked Mr. Maxeiner for your service and leadership.

Todd Stickler, Maintenance Services Director – Mr. Stickler thanked Mr. Maxeiner and good luck.

Chief DeFrance, EMFD – Chief DeFrance stated that on Saturday, August 19, 2023 Floatzilla had two rescues on the river. Met with the Fire and Police Commission on Thursday, August 17, 2023 concerning on the current list with 15 applicants on the eligibility list. Out of the 15, 6 were hired, with 5 of the candidates having not completed the physical agility test. We had some turndowns from people that decided that they wanted a different career or have been hired by another fire department. The Fire and Police Commission is going to start a new eligibility list. This time we are going to have two test dates Saturday, October 28, 2023 and November 18, 2023. If you know of anyone interested in having a Firefighting career, please let them know. We are encouraging people to test for these public safety positions. It is difficult to get people interested in these jobs.

Chief DeFrance thanked Mr. Maxeiner for where we were and what we needed. The work you have done has turned us around. Chief DeFrance is sad to see you go.

Alderperson Mulcahey had a couple comments. Alderperson Mulcahey thanked Chief Ramsey that the abandoned vehicles that have been removed from two homes. Alderperson Mulcahey appreciates the efforts that everyone made in getting the vehicles removed. Alderperson Mulcahey had the nicest thank you note she has ever received from anyone regarding street work. Alderperson Mulcahey thanked Todd Stickler who came out right away and took care of what was going on the street. The resident was very pleased with the response.

Alderperson Mulcahey wanted to thank Mr. Maxeiner for a better and stronger community. We have all learned a lot and taken what we have learned and moved forward.

A motion was made by Alderperson Rico, seconded by Alderperson Oakes, to adjourn the City Council meeting. Upon roll call the following voted in favor: Rico, Dorothy, Mulcahey, Oakes and Segura. Motion carried. 6:55 p.m.
