Here are the minutes provided by the council:

The Regular Council of the City of Geneseo was called to order on Tuesday, September 12, 2023, at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Craig Arnold, Mayor Sean Johnson, Council Paula Simosky, Alderman Kent Swanson, Council Keith Kennett, and Alderman James Roodhouse

COUNCIL ABSENT: Council Martin Rothschild

STAFF PRESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Director of IT Garrett Griswold, Attorney Derke Price, Deputy Chief of Police Kondon Karzin, Chief of Police Casey Disterhoft, Director of Public Works Chad VandeWoestyne, Building Inspector Rick Mills, and City Clerk Paige Seibel

City Engineer Loren Raines gave his report on the following projects:

6 Public Comment - Agenda Items

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

7 Mayor's Comments

-Sheilah Wigant-McGee Recognition

Mayor Sean Johnson presented a certificate of Excellence in Volunteerism work with the “Spook The Loop” event. Chamber Director Sullivan also spoke on how successful the event was, and Butch Patrick spoke via phone and thanked the City of Geneseo along with Sheilah for great event and cannot wait to come back to Geneseo.

9 City Administrator's Comments

Maeglin thanked Deputy Chief Gene Karzin for replacing the hydraulic cylinders in the chairs that are currently in the council chambers.

2024 Election petitions have been released and the paperwork can be picked up at City Hall.

10 Finance Director Comments

Finance Director Matthews gave her Treasurer's and Capital Asset report. A Q&A between council and staff took place.

Public Works Director VanDeWoestyne gave his report on the testing for the new well. 10.1. Treasurer's Report and Capital Asset Reports as Submitted.

Craig Arnold moved, seconded by Kent Swanson, Motion to approve the Treasurer's Report and Capital Asset Reports as submitted.

13 Administration

13.1. O-23-08 - Zoning Text Amendment Changes: Farm Definition & Use

City Administrator Maeglin spoke to council about the Zoning Amendment changes: Farm definition & use, recommended by the Plan Commission Board. A Q&A between Barnhart and City Attorney Price took place.

Brett Barnhart moved, seconded by Craig Arnold, Motion to approve O-23- 08.

13.2. O-23-10: Addition to Sugar Maple's Condominium Use District

City Administrator Maeglin spoke to council about the addition to Sugar Maple's Condominium Use District recommended by the Plan Commission Board to City Council. No further discussion was had.

Craig Arnold moved, seconded by Keith Kennett, Motion to approve O-23-10.

13.3. R-23-17: 2nd Street Water Main Replacement - Waiver of Competitive Bidding

City Administrator Maeglin spoke to council about waving the bidding process for Public Works Director VanDeWoestyne and City Administrator Maeglin to look at proposals.

Craig Arnold moved, seconded by Bob James, Motion to approve R-23-17, as well as the re-allocation of the $100,000 budgeted for the 4" main project on Chicago, to the 2nd Street main project, and to authorize up to an additional $91, 661.25 to be spent from the Water Department Fund for the project.

13.4. R-23-18: 6th Well/Water Treatment Plant & Elevated Storage RFQ Selection

City Administrator Maeglin spoke to council about the 6th Well/Water Treatment Plant adding it will need to be a deeper well with its own treatment facility and water tower. A Q&A took place between Simosky and staff.

Craig Arnold moved, seconded by Kent Swanson, Motion to approve R-23- 18.
