ROLL CALL
Mayor Freeman called the meeting to order and directed the City Clerk Wanda Roberts-Bontz to call the roll. The following Alderpersons were present: Olivia Dorothy (remote), Jeffrey Deppe, Nancy Mulcahey (remote will only be listen to the meeting), Adam Guthrie, Rhea Oakes, Lynn Segura, and Jose Rico. 6:59 p.m.

Revised united township high school district #30 Police liaison officer agreement (Jason Kratt, Caption – EMPD)
The East Moline Police Department has provided a Police Liaison Officer, also known as a School Resource Officer (SRO), to the United Township High School District #30 for years with the last agreement on services being from 1998. Recently the EMPD worked with the school district Superintendent Dr. Jay Morrow on revising and updating our Police Liaison Officer agreement. Most of the changes were updated legal language. The position is still reimbursed by the school district for wages and benefits for days worked at the school. Both legal departments from the school district and the city have reviewed this proposed agreement with the recommendation it is ready to move forward.
Attached is the revised United Township High School District #30 Police Liaison Officer Intergovernmental Cooperation Agreement for your review.

RECOMMENDATION:
Approve the revised Police Liaison Officer agreement with United Township High School District #30 and give authority for the Mayor to execute the agreement.
A motion was made by Alderperson Oakes, seconded by Alderperson Segura to concur with the recommendation as presented. Upon roll call the following voted in favor: Guthrie, Oakes, Segura, Rico, Dorothy, and Deppe. Motion carried.
ADOPTION OF WAGE STUDY RECOMMENDATIONS (John Showalter, Human Resources Director)
Adoption of the Exempt Employee Classification and Compensation Study prepared by GovHR USA with the recommendations presented to Council by staff in a closed council session on 10/02/2023. Actual cost of implementation will be determined by the outcome of the 2024 city budget which has not yet been submitted or approved.

RECOMMENDATION:
To adopt the wage and compensation study and final report as presented.
A motion was made by Alderperson Guthrie, seconded by Alderperson Deppe to concur with the recommendation as presented. Upon roll call the following voted in favor: Guthrie, Oakes, Segura, Rico, Dorothy, and Deppe. Motion carried.
EMERGENCY REPAIR OF WATER TREATMENT PLANT CLEARWELL (Brianna Huber, Director - WTP)
The Council was recently briefed that there is an active leak occurring at the water filtration plant. We performed an inspection of the clearwell and identified that the leak is coming from two cracks in one of the clearwell walls. The inspection revealed two additional cracks in different locations. After conversations with several structural engineers and the IEPA, it has been determined that the best and most responsible path forward is to take the clearwell out of service, clean it, conduct a full structural condition assessment, properly repair the cracks (more cracks will likely be found after cleaning) and line the tank, for a longer-term solution. We have been advised to make the repairs as soon as possible to prevent the leaks from worsening. Repair materials are cold temperature sensitive, and therefore we are trying to move quickly.
Eight contractors were contacted - some of which could not do work on this scale, others could not do work until spring, the rest did not respond at all. Utility Services Group responded immediately. We currently work with them on our tank asset management program and have been satisfied with their services and expediency. As of the date this COW item was put together, they are the only proposal we have received. The proposal comes in at $502,000. This will not be total expense for this project, as we are still figuring out alternative water supply logistics.

RECOMMENDATION:
Move forward with staff recommendation to complete clearwell repairs, with an understanding and expectation that additional expenditure authority may be sought for other related costs for this repair.
