4. Second reading of Ordinance 0-23-14- An ordinance levying taxes for all corporate purposes for the City of Colona, Henry County Illinois for the fiscal year commencing May 1, 2024 - proposed tax levy 4.85%

5. Approval of minutes for November 27, 2023 City Council Meeting.

6. Approval of Closed Session minutes for November 27, 2023 City Council Meeting.

7. Approve withdrawing $1,000,000.00 from O & M Depreciation money market account, held at Blackhawk Bank & Trust, to purchase a $1,000,000.00 fourteen- month CD at Blackhawk Bank & Trust with an APY of 5%. Approve authorizing Treasurer Jen Legare to purchase approved CD, at the approved amount and term, on behalf of the City of Colona, with the following signers; Mayor Donald Ropp and Alderman Larry Swemline.

8. Approve withdrawing $300,000.00 from Vehicle & Equipment Replacement money market account, held at Blackhawk Bank & Trust, to purchase a $300,000.00 fourteen-month CD at Blackhawk Bank & Trust with an APY of 5%. Approve authorizing Treasurer Jen Legare to purchase approved CD, at the approved amount term, on behalf of the City of Colona, with the following signers; Mayor Donald Ropp and Alderman Larry Swemline.

9. Approve withdrawing $200,000.00 from Motor Fuel Tax money market account, held at Blackhawk Bank & Trust, to purchase a $200,000.00 fourteen-month CD at Blackhawk Bank & Trust with an APY of 5%. Approve authorizing Treasurer Jen Legare to purchase approved CD, at the approved amount and term, on behalf of the City of Colona, with the following signers; Mayor Donald Ropp and Alderman Larry Swemline.

10. Approve withdrawing $200,000.00 from TIF IV Rt 6 & I 80 super now account, held at Blackhawk Bank & Trust, to purchase a $200,000.00 fourteen-month CD at Blackhawk Bank & Trust with an APY of 5%. Approve authorizing Treasurer Jen Legare to purchase approved CD, at the approved amount and term, on behalf of the City of Colona, with the following signers; Mayor Donald Ropp and Alderman Larry Swemline.

11. Approve withdrawing $200,000.00 from General Fund Savings money market account and $500,000.00 from General Fund checking account, both held at Blackhawk Bank & Trust, to purchase a $700,000.00 fourteen-month CD at Blackhawk Bank & Trust with an APY of 5%. Approve authorizing Treasurer Jen Legare to purchase approved CD, at the approved amount and term, on behalf of the City of Colona, with the following signers; Mayor Donald Ropp and Alderman Larry Swemline.

12. Approve budget amendment for Admin Dept Overtime 100-100-4001, original budget $2,000.00, increase $2,000.00, new amended budget $4,000.00. To be paid out of General Fund Cash 100-000-1000.

New Business:

1. Approve Mayoral appointment of Ryan Erichsen as Public Works Director. Start date January 1, 2024.

2. Approve IMEG as Short Form Service Agreement (third party) for completion of Lead Service Line Survey Grant and authorize Mayor to execute any documents required. IMEG to be paid entirely out of grant funds.

3. Discuss and approve use of CSFP for vendors August 10,2024. Questions- license, fees, insurance rental? Waive vendor Ordinance fee? See Vendor Ord. Grounds only.

4. Approve Business License, Liquor License, and gaming License for Swanny's. Change in ownership Brett buying out Brian- contingent on Mayor receiving all necessary documentation required-finger prints etc.

5. Approve resolution No. R-23-16 Earmark of Funds TIF # IV (RT. 6 & 1 80) for various uses.

6. Approve resolution No. R-23-17 Earmark of Funds TIF # III (Rt. 84) for various uses.

7. Approve Mayor to issue a letter consenting to the majority of the owners of the lots in the Stonebridge Subdivision, HOH members, to revoke and dissolve the declaration of Restrictive Covenants for the Stonebridge Crossing Subdivision. Per article VII para. (2) 8. Approve renewal of salting agreement with Colona Grade School. Authorize Mayor to execute agreement.

9. Approve addendum to agreement for operation, maintenance, and management services for the Colona Wastewater Treatment Plant by and between The City of Moline and the City of Colona.

10. Approve budget amendment for Police Dept. for equipment - Lease of (three) 3 Flock LPR cameras - 1 year. Transfer of $12,750.00 from the general fund to the Police Department. -Note: Money from the reimbursement of training redeposited to general fund now reallocated for camera lease. -1st year. 2nd year out of 2024-25 P.D. Budget.

11. Approve lease agreement for (three) 3 Flock Cameras for one year to be paid from Police Department 2023-24 Budget Line Item # 100-110-4380, and authorize Mayor to execute lease agreement.
