City of East Moline City Council Nov. 6.

PLEDGE:
Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.
ROLL CALL
Mayor Freeman called the meeting to order and directed the City Clerk Wanda Roberts-Bontz, to call the roll. The following Alderpersons were present: Olivia Dorothy, Jeffrey Deppe, Nancy Mulcahey, Adam Guthrie, Rhea Oakes, Lynn Segura, and Jose Rico.
PUBLIC COMMENT
Theresa Wachs, 139 Kinsley Court, East Moline, IL – Ms. Wachs home is located in The Quarter where the new Villas was just built. Ms. Wacks spoke to the City Council in regard to a beaver that has chewed up to 50 plus trees, would like to know what could be done about relocating the animal.

Proclamation
Mayor Freeman presented Alderperson Rhea Oakes and Rudy Vallejo on behalf of the Native American Coalition of the Quad Cities with the Proclamation, “Native American Heritage Month.”
CONSENT AGENDA:
City Clerk Roberts-Bontz read the Consent Agenda that included the following:
a. Approval of City Council Meeting Minutes of October 16, 2023.
b. Approval of Committee of the Whole Meeting Minutes of October 16, 2023.
c. Approval of Special Meeting regarding Strategic Planning/Goal Setting of October 28, 2023.
d. Approval of Salaries as of October 27, 2023 in the amount of $443,143.40.
e. Approval of Overtime as of October 27, 2023 in the amount of $21,961.24.
f. Approval of Bills as of October 27, 2023 in the amount of $1,086,609.78.
A motion was made by Alderperson Dorothy, seconded by Alderperson Guthrie, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Oakes, Segura, Rico, Dorothy, Deppe, Mulcahey, and Guthrie. Motion carried.

RESOLUTIONS
23-68 A Resolution approving an Intergovernmental Agreement with United Township High School for a School Resource Officer (SRO).
A motion was made by Alderperson Deppe, seconded by Alderperson Guthrie, to approve Resolution 23-68 as presented. Upon roll call the following voted in favor: Oakes, Segura, Rico, Dorothy, Deppe, Mulcahey, and Guthrie. Motion carried.
23-69 A Resolution Adopting and Approving the 2023 Wage Study.
A motion was made by Alderperson Dorothy, seconded by Alderperson Rico, to approve Resolution 23-69 as presented. Upon roll call the following voted in favor: Oakes, Segura, Rico, Dorothy, Deppe, Mulcahey, and Guthrie. Motion carried.
23-70 A Resolution providing an Estimate of Taxes to be Levied pursuant to 35 ILCS 200/18-60.
A motion was made by Alderperson Guthrie, seconded by Alderperson Deppe, to approve Resolution 23-70 as presented. Upon roll call the following voted in favor: Oakes, Segura, Rico, Dorothy, Deppe, Mulcahey, and Guthrie. Motion carried.
CITY STAFF COMMUNICATION:
Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:
Mark Rothert, City Administrator – Mr. Rothert informed the City Council that he has been working on the Budget which has been taking up most of his time. The Fraternal of Police (FOP) will start meeting with the City this week regarding Labor Negotiations.
Jeffrey Ramsey, Police Chief – Chief Ramsey informed the City Council that the Police Department will take part in the no shave for November and December with the proceeds going to Tootie’s Tribe. Squad pricing has opened up as of today with information coming back to the City Council at a later date. We have just received the letter showing that the Police Department is being awarded the Department of Commerce and Economic Opportunity Grant (DCO).
Tim Kammler, Engineering Director – Mr. Kammler notified the City Council there will be a presentation for the East Moline Schools tomorrow, November 7, 2023 regarding the Downtown East Moline Revitalization Project.
Brianna Huber, Water Filtration – Ms. Huber informed the City Council that the City will try again an Interconnection with the City of Moline.
Mark Rothert, City Administrator – Mr. Rothert received the resignation of the Wastewater Treatment Plant operator, this position does require a special license.
A motion was made by Alderperson Oakes, seconded by Alderperson Dorothy, to adjourn the City Council meeting. A voice vote was taken. Motion carried. 6:49 p.m.
