City of Colona City Council met Feb. 26.

Here are the minutes provided by the council:

CALL TO ORDER: 6:00 p.m.

ROLL CALL: Mayor Ropp, Attorney Wright Aldermen Lack, Swemline, Jones, Shady-Dahl, Stablein, and Goodrum were present. Alderman Dooley and Painter (Via Conference Call) Staff present: Mike Swemline (Police Chief) Ryan Erichsen (Public Works Director). Jen Legare (Finance Director)

PLEDGE OF ALLEGIANCE:

PUBLIC COMMENTS: None

MAYOR’S REPORT:

• CBA – Contract negotiations started on 2-15-2024 for Public Works

• Mayor and Public Works Director had a meeting with The City of Moline in regards to the progress on the WWTP on 2-15-2024.

• Emergency fire hydrant replacement at the 7-11.

• Mayor had meeting with electricians and pump panel experts in regards to lift stations. After looking at everything, it was decided that we need a new panel the one we have is very old and will not sync with current technology.

• Mayor Ropp and Public Works Director Erichsen attended 8-hour Hazwoper training refresher course on 2-24-2024.

• Mayor Ropp met with the School District/ Smartwave Technologies in regards to WIFI City installation -Final walk through at City Hall. Should be starting next month

• Large trees cut down out a WWTP

• Cleaning and organizing out at Public Works Garage

• Completed electrical upgrades out at the WWTP and chlorine rooms– Still waiting on a couple lighting fixtures in order to finish project

• Communication line buried at WWTP

• Got prices from Henry County Highway Department on hot mixed asphalt, and will be working on a paving schedule for this year.

• IMEG working on lead service line.

• Completed and submitted reports for MFT report for 2023 and estimate for 2024. Thank you to Jen Legare for all her hard work on this.

• Working on a legal description for TIF V

• Family at 901 2nd St had no water service. Public Works Director Erichsen and The Mayor worked with a contractor and water service at this address.

• Mayor signed project agreements from IMEG

• Mayor received conceptual plans from TJMJ and currently reviewing.

• Mayor received a letter from Silvis about IGA for Building Inspector termination effective April 30, 2024. We need to work on finding a replacement.

COMMITTEE REPORTS:

• Economic Development:

o Went over TIF V document. Still waiting on legal description.

o Committee hoping once Route 84 project is underway the City of Colona will attract more businesses.

o Meeting adjourned at 6:06 PM

CONSENT AGENDA:

1. Approve payment of bills/Claims by Vendor report for the period February 13-26, 2024

2. Approve payroll for the period February 11-25, 2024

3. Approve Minutes from February 12, 2024 City Council Meeting

• Alderman Stablein made a motion to approve Consent Agenda Items 1-3. Alderman Goodrum seconded. Discussion offered, hearing none. Roll Call: Alderman Dooley (Via telephone), Stablein, Swemline, Lack, Jones, Painter (Via telephone), Goodrum, Shady-Dahl each voted yes. Motion Passed with 8 yes.

OLD BUSINESS:

1. Discuss ATV & UTV snow plow use on City Streets – Motion by Council to move forward with code amendment to allow

• Alderman Jones made a motion to approve Old Business item # 1 Alderman Dooley seconded. Discussion offered, hearing none. Roll Call: Roll Call: Alderman Dooley (Via telephone) voted yes, Stablein voted no, Swemline voted no, Lack voted no, Jones voted yes, Painter (Via telephone) voted no, Goodrum voted no, Shady-Dahl voted no. Motion failed 2 Ayes and 6 Nays.

2. Discussion on purposed Budget for FY 2024-2025. No questions at this time. Budget will be made available to the public on March 11, 2024.

NEW BUSINESS:

1. Discuss Old farm house out a CSFP Parcel # 06132280007. City Council would like to see prices on the cost of refurbishing as well as tear down so they can compare the two.

• After discussion it was decided that Mayor Ropp will investigate further and bring to Council after. No formal action taken by Council.

2. Discuss the Garage at CSFP.

• Power has been disconnected. Could be used as an office but there isn’t a restroom. Could possibly be a good place for a camp store or General store. We need to look into all the possibilities.

3. Approve allowing Green Rock/Colona American Legion Post 1233 to close the alley from Broadway to and including Swanny’s on April 6th from 8 AM- 8 PM for a Charity event.

• Alderman Shady- Dahl made a motion to approve New Business Item 3. Alderman Stablein seconded. Discussion offered, hearing none. Roll Call: Alderman Dooley (Via telephone), Stablein, Swemline, Lack, Jones, Painter (Via telephone), Goodrum, Shady-Dahl each voted yes. Motion Passed with 8 yes votes.

4. Approve waiving permit fees for a Citywide yard sale event the first weekend of May, starting Thursday, May 2, ending Sunday, May 5.

• Alderman Lack made a motion to approve New Business Item 4. Alderman Stablein seconded. Discussion offered, hearing none. Roll Call: Alderman Dooley (Via telephone), Stablein, Swemline, Lack, Jones, Painter (Via telephone), Goodrum, Shady-Dahl each voted. Motion Passed with 8 yes votes.

A motion was made by Alderman Lack to go into Closed Session under Section 2(c)(5) of the Illinois Open Meetings Act, to discuss “the purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.” Alderman Stablein seconded. Voice vote – all Aldermen voted in favor of going into closed session. Council then entered closed session.

ADJOURN: Upon returning from closed session, Alderman Swemline made a motion to adjourn. Alderman Painter seconded. Voice vote of Council indicated all were in favor of adjournment. Meeting adjourned at 6:53.
