City of Moline Traffic Engineering Committee met March 5.

Here are the minutes provided by the committee:

Chairperson, Laura Klauer, called the meeting to order at 1:30p.m. in the Public Works Conference Room.

Traffic Engineering Committee meeting minutes of February 6, 2024: PASSED

AGENDA ITEMS

1. Request to move no parking sign on 41st Street south of 4th Avenue on the east side of street, further south due to congestion at intersection.

Explanation: Received message from unknown caller requesting the no parking sign be moved further south due to bad traffic flow at the intersection of 41st Street and 4th Avenue. Current ordinance, Forty First Street, on the east side, from Fourth Avenue south for a distance of 50 feet.

Staff Recommendation: The committee agrees that this can cause a traffic congestion with vehicles turning onto and off of 41st Street. Homes on the west side of 41st Street have parking available in the rear of their homes. Josh Whiting made motion to move no parking sign to the south side of the approach. Kris Johnson seconded motion. Motion passes.

2. Resident concern with line of sight issues at intersection of 8th Avenue and 36th Street.

Explanation: Resident in this area states she’s had many near misses at this intersection as she travels on 36th Street, approaching 8th Avenue.

Staff Recommendation: Matt Russell states there has been one vehicle accident at this location from January 2021 to present that involved a deer. Only the south bound traffic has a stop sign. The committee believes there has been previous discussion of this intersection. David Dryer made motion to table this item and further research. Josh Whiting seconded motion. Motion passes.

3. Resident concerned with risk of crashes and pedestrian safety at the intersection of 53rd Street and 5th Avenue.

Explanation: A resident, present at the East End neighborhood meeting, states she lives on the corner and has witnessed a lot of motorists running the stop signs traveling east and west. She also states there are children that cross this intersection going to Franklin School.

This is a 4-way intersection with 3-way stop. North bound traffic does not stop. The 3 stop signs do notify motorists it’s a 3-way and northbound does not stop. Resident thinks people misunderstand the signs.

Staff Recommendation: Matt Russell states there has been 3 vehicle accidents from January 2021 to present. One of the accidents was a north bound vehicle sliding down hill due to snow. Another accident was due to a motorist advancing past stop sign, into intersection, then reversed car, hitting vehicle behind him. North bound does not have to stop due to the grade of the road. All stop signs are visible.

The north side of the intersection could be mistaken for an alley, which may be why motorists are confused with it being a 3-way stop. David Dryer made motion to remove the “3-way” sign off all poles and monitor intersection. Matt Russell seconded motion. Motion passes.

4. Request to change the intersection of 12th Street and 5th Avenue to an all-way stop.

Explanation: Chief Gault received a request on behalf of Mercado on Fifth, to change this intersection to an all-way stop. Metrolink also requests same. Stating this would help them drop off children at this intersection that are going to the Boys and Girls Club.

Staff Recommendation: Matt Russell states there have been 12 accidents, all located in middle of intersection, from January 2021 to present. He also states making this a 4-way stop would severely impact outbound traffic flow during events at the Vibrant Arena. Police Officers currently man 12th Street and 4th Avenue during events. This change would cause them to also have to man 12th Street and 5th Avenue. This would need to be discussed with Chief Gault.

It is unknown how making this a 4-way stop would benefit Metrolink.

Matt Russell made motion to table item until final decisions are made regarding potential street closure on 12th Street for Mercado on Fifth, before making changes. Josh Whiting seconded motion. Motion passes.

5. Other

Kris Johnson brought forward discussion of the Emergency Vehicle Preemption (EVP) that was discussed at the February Traffic Engineering Committee meeting. He has discussed with Fire Chief Regenwether and City Administrator, Bob Vitas. They are in favor of placing this device at the intersections of John Deere Road & 7th Street, and John Deere Road & 16th Street. Josh Whiting will provide the quotes from DECCO. Budgets will also need to be discussed prior to proceeding.
