City of East Moline City Council met April 1.

PLEDGE:
Mayor Reggie Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.
ROLL CALL
Mayor Freeman called the meeting to order and directed the City Clerk Wanda Roberts-Bontz, to call the roll. The following Alderpersons were present: Olivia Dorothy, Jeffrey Deppe, Nancy Mulcahey, Adam Guthrie, Rhea Oakes, Lynn Segura, and Jose Rico.

PRESENTATIONS or PROCLAMATIONS
Mayor Freeman read and presented the following Proclamation, proclaiming Thursday, April 4, 2024 as “Junior Achievement Day.” Mr. Dougal Nelson, President and CEO of Junior Achievement (JA) accepted the Proclamation. Mr. Nelson stated that young people have to provide for themselves and their families. They can accomplish whatever they choose to do. All we have to do is encourage them that they can. Junior Achievement (JA) was built on volunteers like the Mayor that presented in the classroom. Taught them to be great leaders. Mr. Nelson did not think he would be here today if it was not for people like you. Thank you very much for what you do for Junior Achievement (JA) and for leading our great City of East Moline and keeping up the great work. A great place to live and grow.
Mayor Freeman read and presented the following Proclamation, proclaiming April 2024 as “National Earth Month.” Ms. Lori McCollum, Progressive Action for the Common Good accepted the Proclamation. Ms. McCollum stated that they are the organization that hosts the Earth Day Fair at the Farmer’s Market in Davenport, Iowa every year. Ms. McCollum complimented the City of East Moline and City Council on the Business Development District. The Business Development District will allow businesses to apply for some adaptation and mitigation activities that actually put some action into these words and we praise you for that.
CONSENT AGENDA:
City Clerk Roberts-Bontz read the Consent Agenda that included the following:
a. Approval of City Council Meeting Minutes of March 18, 2024.
b. Approval of Committee of the Whole Meeting Minutes of March 18, 2024.
c. Approval of Salaries as of March 29, 2024 in the amount of $497,980.84.
d. Approval of Overtime as of March 23, 2024 in the amount of $22,426.85.
e. Approval of Bills as of March 29, 2024 in the amount of $784,398.68.
f. Mayoral appointment of Frederick Kotoku to the Zoning Board of Appeals.
g. Mayoral appointment of Clifton Van Winkle to the Zoning Board of Appeals.
h. Mayoral appointment of Arlin Post for Planning Commission.
A motion was made by Alderperson Dorothy, seconded by Alderperson Segura, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Mulcahey, Guthrie, Oakes, Segura, Rico, Dorothy, and Deppe. Motion carried.

RESOLUTIONS
24-28 Private Fire Training Simulator-Liability Waiver and Indemnity Agreement
A motion was made by Alderperson Oakes, seconded by Alderperson Deppe, to approve Resolution 24-28 as presented. Upon roll call the following voted in favor: Mulcahey, Guthrie, Oakes, Segura, Rico, Dorothy, and Deppe. Motion carried.
CITY STAFF COMMUNICATION:
Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:
Mark Rothert, City Administrator – Mr. Rothert informed the City Council regarding the Bulk Pickup scheduled correction for the weeks of April 15, 2024 and April 22, 2024.
Tim Kammler, Director of Engineering – Mr. Kammler provided the following updates:
a. The pavement stripes are painted when the weather permits with the intersections first then long lines.
b. Miller Trucking Excavating working on the emergency sheet pile to stabilize the hillside at the 30th Avenue Lift station, work started, April 1, 2024.
c. 4th Street A, East Moline a pre-construction meeting, April 1, 2024. Letters are going out to homeowners in the next week or two with construction starting soon.
d. Easement letters were sent to residents along the East Moline/ Moline boarder where the City is planning on putting an accessway the ravine follows. Ravine A starts behind Cattleman’s and Hardees then up the hill.
Brianna Huber, Director of Water Filtration – Ms. Huber updated the City Council received a few customer calls about what is going on regarding the survey. Two routine EPA inspections, with one being tomorrow, April 2, 2024 and the other one in a couple months.
Alderperson Oakes asked Brianna Huber if individuals who are unable to complete the survey get the lead out, is there someone able to go and help them?
Brianna Huber stated the City hired someone else to assist in going into homes to help. If the homeowner needed help taking pictures if the homeowner is handicapped and unable to go into the basement to take pictures. The City of East Moline has sent staff out to help them.
Alderperson Oakes asked who was coming in and what type of identification are they presenting to the homeowner?
Brianna Huber stated that if they just needed help taking pictures for the survey it would be staff that would enter the house to help. If it was a home that would have pothole renovation’s then the contractor would go into the home to look at the service line. The Contractor is Miller Constructions Excavating they have temporary city issued ids.
Chief DeFrance, EMFD – Chief DeFrance reported to the City Council that the two recruits that were hired in February 2024 are scheduled to graduate from the fire academy on April 12, 2024, at University of Illinois in Champaign.
ADJOURNMENT
A motion was made by Alderperson Oakes, seconded by Alderperson Dorothy, to adjourn the City Council meeting. A voice vote was taken. Motion carried. 6:49 p.m.
