COMMUNICATIONS

NEW BUSINESS

1. Certification of the Fire Lieutenant Eligibility Register (Steve Regenwether, Fire Chief) Explanation: The Fire Lieutenant Eligibility Register has been compiled with the results of the most recent promotional testing process for acceptance and certification by the Commission.

Staff Recommendation: Staff recommends the certification of the Fire Lieutenant Eligibility Register as presented.

2. Probationary Period Extension (Steve Regenwther, Fire Chief)

Explanation: Firefighters Sottos, Groesch, Servison, Cook, Schilling, Keys, and Campbell have not completed their paramedic training to receive their paramedic license from the State of Illinois and have not been certified by the Project Medical Director.

Staff Recommendation: Staff recommends a probationary period extension for Firefighters Sottos, Groesch, Servison, Cook, Schilling, Keys, and Campbell pursuant to Chapter IV, Section 13 of the Rules and Regulations of the Board of Fire and Police Commissioners. The probationary end date will be determined by the completion of their paramedic training and subsequent to certification by the Project Medical Director.

3. Probationary Period Extension (Steve Regenwther, Fire Chief)

Explanation: Firefighters Rowary and Rademaker have not completed their Basic Fire Academy.

Staff Recommendation: Staff recommends a probationary period extension for Firefighters Rowary and Rademaker pursuant to Chapter IV, Section 13 of the Rules and Regulations of the Board of Fire and Police Commissioners. The probationary end date will be determined by the completion of the Basic Fire Academy.

4. Acceptance of Resignation of Police Officer Brion Perkins (Darren Gault, Chief of Police) Explanation: Officer Perkins submitted his notice of resignation on July 09, 2024, to be effective immediately, after 1 year of service.

Staff Recommendation: Staff recommends acceptance of resignation of Brion Perkins effective on July 9, 2024.

5. Acceptance of Resignation of Police Officer Travis Leedom (Darren Gault, Chief of Police) Explanation: Officer Leedom submitted his notice of resignation on July 22, 2024, to be effective on July 29, 2024, after 3 years of service.

Staff Recommendation: Staff recommends acceptance of resignation of Officer Travis Leedom effective on July 29, 2024.

6. Authorization to Fill Police Officer Vacancies (Darren Gault, Chief of Police)

Explanation: Due to the resignation of Officer Perkins and Leedom, two vacancies will be created.

Staff Recommendation: Staff requests authorization to fill the vacancies with two new Police Officers from the Police Officer Eligibility Register.

7. Certification of the Lateral Police Officer Eligibility Register (Darren Gault, Chief of Police) Explanation: The Lateral Police Officer Eligibility Register has been compiled with the results of the most recent recruitment testing.

Staff Recommendation: Staff recommends the certification of the Lateral Police Officer Eligibility Register as presented.

8. Police Officer Probationary Appointments (Darren Gault, Chief of Police)

Explanation: Tanner Gillispie, the only candidate on the Lateral Police Officer Eligibility Register, has successfully completed all pre-employment requirements.

Staff Recommendation: Staff recommends the probationary appointment of Police Officer Tanner Gillispie from the Lateral Police Officer Eligibility Register effective September 03, 2024.

9. Police Officer Probationary Appointments (Darren Gault, Chief of Police)

Explanation: David Corso, the number two candidate on the Police Officer Eligibility Register, and Devonate Taylor, the number three candidate on the Police Officer Eligibility Register, have successfully completed all pre-employment requirements.

Staff Recommendation: Staff recommends the probationary appointment of Police Officers David Corso and Devontae Taylor effective August 19, 2024.

Any person with disabilities who wishes to attend the meeting who requires a special accommodation, or any other person requiring a special accommodation in attending the meeting, should notify Amy Jackson, Moline Police Department, 524-2230, at least 24 hours prior to the scheduled meeting time.

10. Pass Over Candidate on the Police Eligibility Register (Darren Gault, Chief of Police)

Explanation: Emma Slattery, number four, is the next eligible candidate on the current Police Officer Eligibility Register, however, she has another year of school and will not accept a position for the September academy.

Staff Recommendation: Under Chapter IV, Section 13 of the Rules and Regulations, staff recommends passing over the number four candidate Emma Slattery to hire the next candidate on the Police Officer Eligibility Register.

11. Police Officer Probationary Appointments (Darren Gault, Chief of Police)

Explanation: Samuel Piehl, the number five candidate on the current Police Officer Eligiblity Register, has successfully completed all pre-employment requirements.

Staff Recommendation: Staff recommends the probationary appointment of Police Officer Samuel Piehl effective August 19, 2024.

12. Authorization to Begin Police Sergeant Testing Proces (Darren Gault, Chief of Police)

Explanation: The Police Sergeant Eligibility Register expires on April 10, 2025. Pursuant to Chapter IV – Promotions Police, Section 4(f) The Board may elect to provide for a new examination before a Register has expired by the passage of two (2) years. Staff recommends authorizing the Chief of Police and Human Resources to begin the process of testing for police sergeants. The preparation of the testing process with the testing company takes 60 days and scheduling around the holidays for applicants is also a consideration. Finally, with only one candidate remaining on the current eligibility list, if the list is certified prior to April, the candidate can be combined with the new register.

Staff Recommendation: Staff requests authorization to begin the process of police sergeant testing to commence on a date yet to be determined this fall.

Pursuant to Section 2.06, 5ILCS 120/2 (c)(1) of the Open Meetings Act: The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body.
