Public Comment
James Mountain, a trustee for the Village of Coal Valley Board, would like the City of Moline to consider the Village of Coal Valley for the retail option in relation to water.

Agenda Items
6.1 A Resolution authorizing the Chief of Police, on behalf of the City of Moline, to execute a Police K9 Sale of Animal and Waiver of Liability Agreement transferring ownership of Policy K9 Annie, a Belgian Malinois, from the City of Moline to Officer Eric Schultz, her handler. Darren Gault, Chief of Police, shared that Police K9 Annie has reached the end of her service life. She has been a service K9 since 2017. The State law allows the police to retire the dog by offering it first to the current handler. A motion was made by Alderperson Timion to approve. Seconded by Alderperson Castro. Motion passed unanimously.
6.2 A Resolution authorizing the Mayor to execute an Intergovernmental Grant Agreement between the City of Moline and the Illinois Department of Human Services setting the terms for acceptance of a grant award to the police department for the amount of $8,427. Bob Vitas, City Administrator, reported that the City has entered into this agreement on an annual basis, specifically as a grant award for retail enforcement of tobacco compliance with local retailers. Staff recommends approval. A motion was made by Alderperson Finch to approve. Seconded by Alderperson Castro. Motion passed unanimously.
6.3 A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with Capital Painting & Decorating, Inc., for the Moline Police Department Painting project for the amount of $199,730. Denver Schmitt, Director of Public Works, shared that staff recommends approval. A motion was made by Alderperson Finch to approve. Seconded by Alderperson Schmidt. Motion passed unanimously.
Informational
7.1 August 2024 Status & Information Report. Bob Vitas, City Administrator, highlighted the August 2024 Status & Information Report, noting that the Engineering department has completed the culvert replacement on 15th Street as well as the ditch restoration. The Human Resources department continues to bring new talent onboard to the organization. The project at the Moline Public Library is starting to show results and is moving along according to schedule.
Bob Vitas, City Administrator, shared that the MKSK updates are delayed because the City asked them to pause on the project to halt incurrence of additional costs. There are three projects taking place at this time, including a structural engineering analysis of the tower. This will inform staff as to whether the tower is structurally sound. If not, it will need to be removed and the MKSK plan will need to be updated. The second project is a traffic analysis, specifically for access to the north and south properties. The north properties are now owned by the City in its entirety. Last, New Ventures Advisors work is proceeding on schedule and will be complete in October, 2024. The plan is to wrap up the three projects so MKSK can be better informed and end up with a better final result. Mayor Rayapati stated she was encouraged to read that the Metronet work will be complete in the Fall of 2024. Mayor thanked Public Works for the storm debris clean up in July, 2024.

13.1 1110-2024 A Resolution authorizing the Mayor and City Clerk to execute and attest to a Licensing Agreement with MHSL Owner LLC, a Delaware limited liability company, to install protective barriers and maintain said barriers which shall encroach on a 2’ by 22’ area of alley right-of-way at 1001 16th Street.
13.2 1111-2024 A Resolution authorizing a grant to the 11th Annual Fall Belgian Festival for the amount of $2,400 from the Special Events Fund to help offset expenses for the annual event to be held on Sunday, September 15, 2024.
13.3 1112-2024 A Resolution approve the City of Moline Emergency Operations Plan (EOP).

Miscellaneous Business
Mayor Rayapati shared that at the Bi-State meeting in July, 2024 she asked for their special in-plan programming to take a look at the economic impact from the round of all of the layoffs at John Deere. She has been assured they will have that report at the August Bi-State meeting once they have gathered all of the correct information. Mayor shared that is very important context for the City as it enters budget season because there are a number of residents in Moline who were or are employees of John Deere and it is important to know how their worlds were impacted.
Mayor Rayapati also shared that there is a video she has posted from her visit to the Mayor’s Innovation Project. Because of the City’s consideration of adding a pump track or skate park, Mayor encouraged
Council members to view the video to see how the pump track works.
Alderperson Schmidt stated he is very excited to see some of the motion work the City is having with housing projects, including the Dispatch building that was presented to the Project Management Team, especially coming out of the Chamber’s meeting a week or two ago where they talked about the site selection process and how critical the need for housing and workforce support is. Schmidt stated he is excited to see how the City continues to have projects moving forward and also how the City keeps looking for future opportunities.
Alderperson Timion thanked the staff for a wonderful Touch-A-Truck event over the weekend. It was a great venue and a great turnout.
Mayor Rayapati encouraged the Clerk and City Administrator, when setting the Council meeting schedule for 2025, to review the Moline-Coal Valley School District calendar for dates such as Thanksgiving break when the school system also has a break as well as the week that school starts. Council members and staff members are missing important time with the Unpack Your Backpack event due to the Council meeting. Mayor encouraged Council to share any other meeting dates that should potentially be avoided before the calendar is created and passed in November.
Bob Vitas, City Administrator, reported on Friday, August 23 from 11:00 a.m. to 1:00 p.m., there will be a welcome signing and lunch reception at Western Illinois University, Quad Cities Campus, to announce the launch of the Quad Cities Manufacturers Institute that will hopefully be located in Moline. This is a joint venture between the University of Illinois System, Western Illinois University, and Iowa State University. Second, Vitas shared that on August 6, 2024, the City was notified by the Office of Local Defense Community Cooperation that the City had been short-listed for the Defense Community Infrastructure Program grant for the 16th Street Viaduct project. The grant is 100% funded. It is $11,543,471 in Federal funding. Staff is in the process of preparing the grant application to support the proposal that was approved. It moves the charts for the City in terms of the Capital Improvement Plan (CIP) and to be able to use those dollars that were at one time thought to be necessary for other infrastructure projects throughout the City.
