City of Aledo City Council met Sept. 9.

Here are the minutes provided by the council:

The City Council of the City of Aledo met in Special Session in the Council Chambers at the Aledo City Hall building on September 09, 2024. MAYOR HAGLOCH called the meeting to order at 6:00 P.M. The roll was called, whereupon the following answered present:

Aldermen NOEL BUSH, BARRY COOPER, DENNIS DIXON, JAY DOHERTY, MARK FRIESE, CARMEN RUH, LINDA SARABASA, and ANDREW WEEKS. Mayor CHRISTOPHER HAGLOCH.

Also present was MICHAEL CHAUSSE, City Administrator, and JAROD DALE, City Clerk.

SPECIAL COUNCIL SESSION

Following the Pledge of Allegiance to the Flag,

PUBLIC COMMENT: No Report.

ACTION ITEMS:

RESOLUTION NO. 25R, SERIES OF 2024; IN SUPPORT OF AND APPROVING PARTICIPATION IN THE FY25 OSLAD GRANT PROGRAM FOR PHASE II OF THE ALEDO AQUATICS CENTER PROJECT:

The Open Space Land Acquisition & Development Grant Program (“OSLAD Grant Program”) provides grant money to local municipalities to acquire, develop, and/or rehabilitate public outdoor recreational areas. The City was awarded a $600,000 OSLAD grant for Phase I of the Aquatic Center Project in early, 2023 related to the spray ground and bathhouse.

The City is seeking an additional $600,000 in FY25 OSLAD Grant Program funding for Phase II of the Aledo Aquatics Center Project. If awarded, the grant money received from the FY25 OSLAD Grant, together with a matching $600,000 contribution from the City (from pledges), would allow for development of the Project. The City certifies and acknowledges that it has up to 100% of matching funds necessary to complete the Project within the timeframes identified in the OSLAD Grant application and will commit such funds if awarded the grant.

The Engineering estimate for the project is approximately $7.6 million. Current pledges are at $5.08 million leaving approximately $2.5 million funds needed to complete the project. There are still several big donations that are in the works (corporate, Carver Trust, individuals). The committee is actively seeking larger donations. Also, the 100- gallon Challenge has been steady.

The City plans to issue Alternate Revenue Source (pledges) Bonds. Plans are to start that process in October for the bonds being ready to issue closer to the construction start (Spring 2025). The amount needed for the bonds will be dependent on current pledges on hand and final construction estimates, probably around $5 Million of the estimated $7.6 Million project.

Motion was made by ALDERMAN SARABASA and seconded by ALDERMAN WEEKS to approve Resolution No. 25R, Series of 2024; In Support of and Approving Participation in the FY25 OSLAD Grant Program for Phase II of the Aledo Aquatics Center Project as presented. A Roll Call vote was recorded as follows:

YES: Bush, Cooper, Dixon, Doherty, Friese, Ruh, Sarabasa, and Weeks. NO: None. Motion carried. 8 yeas, 0 nays.

ADJOURNMENT: There being no further business, motion was made by ALDERMAN COOPER and seconded by ALDERMAN SARABASA that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 6:17 P.M.
