City of Geneseo Committee of the Whole met Sept. 24.

Here are the minutes provided by the committee:

The Committee of the Whole of the City of Geneseo was called to order on Tuesday, September 24, 2024, at 6:00 PM, in the Council Chambers, with the following members present: 

COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Craig Arnold, Mayor Sean Johnson, Council Martin Rothschild, Council Paula Simosky, Alderman Kent Swanson, and Alderman James Roodhouse  

COUNCIL ABSENT: Council Keith Kennett  

STAFF PRESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Attorney Derke Price, Director of Public Works Chad VandeWoestyne, Chief of Police Casey Disterhoft, Director of Electrical Operations Eric Rowold, Building Inspector Rick Mills, and City Clerk Paige Seibel 

PUBLIC PRESENT:

3 ROLL CALL 

Meeting began at 6:00 pm

Barnhart arrived at 6:04 pm

4 PUBLIC COMMENT - AGENDA ITEMS 

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

None

5 MAYOR'S COMMENTS 

None

6 CITY COUNCIL COMMENTS 

None

7 CITY ADMINISTRATOR'S COMMENTS 

- Special CC Meeting Following the Committee Meeting Tonight to Open Parcel Bids 

- E-Waste: Saturday 09/28 8AM - Noon

- Council Elections - Filing period begins 11/12/24

- First Review of 2025 Budget Proposal: 10/08/24 CC Meeting

- Milling to start 09/26, wrap up following week (Overlay to start 10/07)

- Hydrant Flushing 09/30 - 10/04 4a-4p

8 ADMINISTRATION 

8.1. FACADE IMPROVEMENT GRANT APPLICATION - EMMERSON EXCAVATING 

City Administrator Maeglin informed the Council of the submitted Facade Grant that Emmerson Excavating has applied for meets facade grant criteria established.

No further discussion was had.

Craig Arnold moved, seconded by Paula Simosky, Motion to recommend to City Council the facade grant application from Emmerson Excavating for up to $10,000 in facade grant funding, and to place on the consent agenda. 

RESULT: Carried

AYES: Bob James, Craig Arnold, Martin Rothschild, Paula Simosky, Kent Swanson, and James Roodhouse

ABSENT: Brett Barnhart and Keith Kennett

8.2. O-24-07: PURCHASING POLICY UPDATE 

City Administrator and Finance Director Matthews spoke to council about the Purchasing Policy Update.

A Q&A took place between Council & City Staff.

Craig Arnold moved, seconded by Kent Swanson, Motion to recommend O-24- 07 to the City Council Meeting for approval and to place on the consent agenda. 

RESULT: Carried

SECONDER: Kent Swanson

AYES: Bob James, Brett Barnhart, Craig Arnold, Martin Rothschild, Paula Simosky, Kent Swanson, and James Roodhouse

ABSENT: Keith Kennett

9 PAYMENT OF CITY AND UTILITY BILLS 

9.1. PAYMENT OF THE BILLS 

A Q&A took place between Council & City Staff.

Craig Arnold moved, seconded by Bob James, Motion to pay the bills as presented. 

RESULT: Carried

AYES: Bob James, Brett Barnhart, Craig Arnold, Martin Rothschild, Paula Simosky, Kent Swanson, and James Roodhouse

ABSENT: Keith Kennett
