City of Moline Traffic Engineering Committee met Nov. 12.

Here is the agenda provided by the committee:

1. Call to Order – Laura Klauer

2. Roll Call – Laura Klauer

3. Approval of minutes of the Traffic Engineering Committee Special Meeting of October 2, 2024.

4. Resident request to add “No Parking This Side of Street” on 33rd Avenue, east of 41st Street.

Explanation: With new development of the Library Garden project, resident is concerned with potential blocking of driveways and difficulty of emergency vehicles accessing homes. Currently, parking is allowed on both sides of street.

5. Sanitation is requesting no parking on 6th Avenue at 53rd Street Drive, for a distance of 60 feet.

Explanation: Sanitation crew is having difficulty turning onto 53rd Street Drive when vehicles are parked on 6th Avenue. The Traffic Committee approved this change at the August 6, 2024 meeting and ordinance change was approved by council. Re-evaluating at the request of the ward Alderman.

Any person with disabilities who wishes to attend the meeting who requires a special accommodation, or any other person requiring a special accommodation in attending the meeting, should notify the City Engineer’s Office, 524-2350, at least 24 hours prior to the scheduled meeting time.

6. Resident is requesting flashing stop signs at intersection of 19th Avenue and 36th Street.

Explanation: This intersection is a 2-way stop for east/west bound traffic. Resident states many vehicles throughout the day go through intersection without stopping. Resident states the sun in the morning, for east bound traffic, can decrease visibility of sign. Concern for vehicle accidents and pedestrian safety. Resident states he witnessed four near misses in a single morning.

7. Resident is requesting flashing stop sign at intersection of 53rd Street and 5th Avenue.

Explanation: Resident is concerned with vehicles not stopping at the intersection and causing near misses with the north bound traffic on 53rd Street. This is a 3-way stop with no stop for north bound, downhill, traffic.

8. Business owner at corner of 18th Street and 5th Avenue is requesting a 3-way stop due to speeding motorists.

Explanation: This is a 3-way intersection. South bound traffic has a stop sign, east and west bound traffic does not. Business owner states motorists drive at a high rate of speed through the intersection and is concerned about safety.

This request was denied in 2022 due to low crash data and large planters were relocated to increase visibility of east/west traffic. The request was recently brought to the attention of our Right-of Technician that was in the area.

9. Resident is requesting intersection of 35th Avenue and 14th Street A be a 3-way stop.

Explanation: The speed limit on 35th Avenue was recently decreased to 20mph. Resident says motorists are not abiding by the new speed limit and is requesting a 3-way stop at this intersection to make safer for residents/traffic turning off of 14th Street A onto 35th Avenue.

10. Owner of Top Hat Pizza, 1509 15th Street, is requesting signage for temporary parking in front of business.

Explanation: Owner is requesting a temporary parking spot in front of his business for his customer carry out orders. He is concerned with the establishment reopening across the street, he will lose customer parking.

Currently, there is signage for “2 HR Parking 8AM-5PM Mon-Fri”. Parking lot north of this business is City owned “B Lot, Free Public Parking”.
