City of Moline Board of Fire and Police Commissioners met Oct. 14.

Meeting Called to Order

Commissioner Nelson called the meeting to order at 4:01 p.m.

Roll Call of Members

Roll call performed; Commissioners Nelson and Dahlstrom present.

Approval of Minutes

Commissioner Nelson motioned to approve the minutes from the following meetings: September 10, 2024, Regular Meeting; September 23, 2024, Special Meeting; September 23, 2024, Special Executive Meeting, all by omnibus vote. The motion was seconded by Commissioner Dahlstrom and carried on roll call with the following vote: ayes: Commissioner Nelson, Commissioner Dahlstrom; nays: none.

Communications

Chief Gault provided an update on Connor Riley, who applied for a lateral police officer position with the City of Moline but was disqualified due to a 2020 DUI conviction, which is an automatic disqualifier under Chapter II, Section 3(g) of the Board of Fire and Police Commissioners’ Rules and Regulations. This rule states that applicants with a DUI conviction within seven years of application may be refused examination. Riley was notified of his disqualification by Human Resources on September 12, 2024, via US Mail.

Chief Gault discussed the materials presented to the Board of Fire and Police Commission in their packets. The group discussed the documentation from previous years compared to the current materials and agreed that the wording and information presented on the agenda were sufficient. It was decided that any additional components unless required by the Rules and Regulations, can be omitted.

New Business

End of Promotional Probationary Appointment (Darren Gault, Police Chief)

Sergeant Cesar Lopez will complete his promotional probationary period effective November 19, 2024. During this probationary period, he has successfully met the standards of the Moline Police Department. Staff recommends the approval of his full-time appointment to the rank of Sergeant, pending no concerns develop between today’s date and November 19, 2024. Commissioner Nelson made a motion to approve the full-time appointment of Sergeant Cesar Lopez as presented, seconded by Commissioner Dahlstrom; carried on roll call with the following vote: ayes: Commissioner Nelson, Commissioner Dahlstrom; nays: none.

Full-time Appointment of Police Officer (Darren Gault, Police Chief)

Officer Justin Griser will complete his probationary period as a Police Officer effective November 3, 2024. Staff recommends the full-time appointment of Police Officer Griser effective November 3, 2024, pending no concerns develop between today’s date and November 3, 2024. Commissioner Dahlstrom made a motion to approve the full time appointment of Police Officer Justin Griser as recommended, seconded by Commissioner Nelson; carried on roll call with the following vote: ayes: Commissioner Nelson, Commissioner Dahlstrom; nays: none.

Full-time Appointment of Police Officer (Darren Gault, Police Chief)

Officer Dalton Martin will complete his probationary period as a Police Officer effective November 3, 2024. Staff recommends the full-time appointment of Police Officer Martin effective November 3, 2024, pending no concerns develop between today’s date and November 3, 2024. Commissioner Nelson made a motion to approve the full-time appointment of Police Officer Dalton Martin as recommended, seconded by Commissioner Dahlstrom; carried on roll call with the following vote: ayes: Commissioner Nelson, Commissioner Dahlstrom; nays: none.

Certification of the Police Officer Eligibility Register (Darren Gault, Chief of Police)

The Police Officer Eligibility Register has been compiled with the results of the most recent recruitment testing. Staff recommends the certification of the Police Officer Eligibility Register. Commissioner Dahlstrom made a motion to certify the Police Officer Eligibility Register as presented, seconded by Commissioner Nelson; carried on roll call with the following vote: ayes: Commissioner Nelson, Commissioner Dahlstrom; nays: none.

Certification of the Lateral Police Officer Eligibility Register (Darren Gault, Chief of Police)

The Lateral Police Officer Eligibility Register has been compiled with the results of the most recent recruitment testing. Staff recommends the certification of the Lateral Police Officer Eligibility Register. Commissioner Dahlstrom made a motion to certify the Lateral Police Officer Eligibility Register as presented, seconded by Commissioner Nelson; carried on roll call with the following vote: ayes: Commissioner Nelson, Commissioner Dahlstrom; nays: none.

Approval of Probationary Appointment of Police Officer (Darren Gault, Chief of Police)

Keegan Behrens, the sole candidate on the Lateral Police Officer Eligibility Register, has completed his background investigation. Staff recommends the probationary appointment of Police Officer Keegan Behrens, effective October 28, 2024 contingent upon successful completion of all pre-employment requirements. Commissioner Nelson made a motion to approve the probationary appointment of Police Officer Keegan Behrens as recommended, seconded by Commissioner Dahlstrom; carried on roll call with the following vote: ayes: Commissioner Nelson, Commissioner Dahlstrom; nays: none.

Removal of Candidate from the Firefighter Paramedic Eligibility Register (Steven Regenwether, Fire Chief)

Matthew Bailey (number four candidate) on the Firefighter Paramedic Eligibility Register has been non-responsive to all communication. Staff recommends the removal of Matthew Bailey from the Firefighter Paramedic Eligibility Register. Commissioner Nelson made a motion to approve the removal of Matthew Bailey from the Firefighter Paramedic Eligibility Register as presented, seconded by Commissioner Dahlstrom; carried on roll call with the following vote: ayes: Commissioner Nelson, Commissioner Dahlstrom; nays: none.

Removal of Candidate from the Firefighter Paramedic Eligibility Register (Steven Regenwether, Fire Chief)

Kyle Buhman (number fourteen candidate) on the Firefighter Paramedic Eligibility Register has been non-responsive to all communication. Staff recommends the removal of Kyle Buhman from the Firefighter Paramedic Eligibility Register. Commissioner Nelson made a motion to approve the removal of Kyle Buhman from the Firefighter Paramedic Eligibility Register as presented, seconded by Commissioner Dahlstrom; carried on roll call with the following vote: ayes: Commissioner Nelson, Commissioner Dahlstrom; nays: none.

Full-time Appointment of Firefighter Paramedic (Steven Regenwether, Fire Chief)

Probationary Firefighter/Paramedic Nolan Rademaker will complete his probationary period as a Firefighter/Paramedic effective October 18, 2024. Staff recommends the full-time appointment of Firefighter/Paramedic Nolan Rademaker effective October 18, 2024; pending no concerns develop between today’s date and October 18, 2024. Commissioner Nelson made a motion to approve the full-time appointment of Firefighter/Paramedic Nolan Rademaker as recommended, seconded by Commissioner Dahlstrom; carried on roll call with the following vote: ayes: Commissioner Nelson, Commissioner Dahlstrom; nays: none.

Acceptance of Retirement (Steve Regenwether, Fire Chief)

Captain James VanVooren submitted his notice of retirement on September 26, 2024, to be effective November 4, 2024. Staff recommends acceptance of the retirement of Captain James VanVooren effective November 4, 2024. Commissioner Nelson made a motion to approve the retirement of Captain James VanVooren as recommended, seconded by Commissioner Dahlstrom; carried on roll call with the following vote: ayes: Commissioner Nelson, Commissioner Dahlstrom; nays: none.

Approval of Request to Fill Firefighter/Paramedic Vacancy (Steve Regenwether, Fire Chief)

Due to the retirement of Captain James VanVooren a vacancy will be created in the rank of Firefighter/Paramedic. Staff request approval to fill the vacancy with one new Firefighter/Paramedic from the existing Firefighter/Paramedic Eligibility Register. Commissioner Nelson made a motion to approve the request to fill the vacancy with one new Firefighter/Paramedic from the existing Firefighter Paramedic Eligibility Register, seconded by Commissioner Dahlstrom; carried on roll call with the following vote: ayes: Commissioner Nelson, Commissioner Dahlstrom; nays: none.

Approval of Promotional Probationary Appointment (Steve Regenwether, Fire Chief)

Due to the retirement of Captain James VanVooren, a vacancy will be created for the rank of Fire Captain. Lieutenant Becker is the next eligible candidate on the certified Fire Captain Eligibility Register. Due to this promotion a Lieutenant vacancy will be created and filled at a later date. Staff recommends acceptance of the promotional probationary appointment of Lieutenant Eric Becker to the rank of Fire Captain effective November 4, 2024. Commissioner Nelson made a motion to approve the promotional probationary appointment of Lieutenant Eric Becker to rank of Captain effective November 4, 2024, as presented, seconded by Commissioner Dahlstrom; carried on roll call with the following vote: ayes: Commissioner Nelson, Commissioner Dahlstrom; nays: none.

With no further business to discuss, Commissioner Dahlstrom moved to adjourn the meeting, seconded by Commissioner Nelson and unanimously carried. The meeting was adjourned at 4:18 p.m.
