City of East Moline City Council met Nov. 18.

Here are the minutes provided by the council:

PLEDGE:

Mayor Reggie Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed the City Clerk Wanda Roberts-Bontz, to call the roll. The following Alderpersons were present: Olivia Dorothy, Jeffrey Deppe, Nancy Mulcahey, Adam Guthrie, Rhea Oakes, and Lynn Segura. Absent: Jose Rico.

Jose Rico arrived at 6:32 p.m.

PUBLIC COMMENT

Ben Stockwell, 914 25th Avenue, East Moline, IL – Mr. Stockwell informed the City Council that Mr. Stockwell has made several FOIA requests asking for information regarding incidents involving him. Mr. Stockwell’s concern was to hold others accountable.

PRESENTATIONS and/or PROCLAMATIONS

Chief DeFrance introduced the new Firefighter Carl Reina who just returned from the Fire Academy. Firefighter Reina is on his first shift today. Chief DeFrance pinned the badge onto Firefighter Reina. Mayor Freeman swore in the new Firefighter Carl Reina.

Official Oath

I, Carl Reina, do solemnly swear that I support the Constitution of the United States, and the Constitution of the State of Illinois, and that I will faithfully discharge the duties of the Office of Firefighter in the City of East Moline to the best of my ability.

CONSENT AGENDA:

Wanda Roberts-Bontz, City Clerk read the Consent Agenda that included the following:

a. Approval of City Council Meeting Minutes of November 4, 2024.

b. Approval of Committee of the Whole Meeting Minutes of November 4, 2024.

c. Approval of Salaries as of November 8, 2024 in the amount of $460,442.34.

d. Approval of Overtime as of November 8, 2024 in the amount of $14,193.31.

e. Approval of Bills as of November 8, 2024 in the amount of $1,878,305.81.

f. Mayoral appointment of Linda Nelson to the East Moline Public Library Board. Pulled

g. Mayoral appointment of William Soglo to the East Moline Police & Fire Commission.

A motion was made by Alderperson Rico, seconded by Alderperson Mulcahey, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Rico, Dorothy, Deppe, Mulcahey, Guthrie, Oakes, and Segura. Motion carried.

Mark Rothert announced there will be a Special Meeting being held on Wednesday, November 20, 2024 at 5:00 p.m. to discuss the Budget.

RESOLUTIONS

24-89 Bend Streetscaping – Plans, Specifications, and Engineering

Alderperson Oakes asked about the Restrooms, garbage cans, and water fountains.

Mr. Kammler, Engineering Director, stated that restrooms, garbage cans, and water fountains were not part of the scope of this project.

Alderperson Mulcahey stated that they need to at least look at restrooms.

Mr. Kammler stated that is normally done by the parks.

Alderperson Mulcahey stated that she does not care who does the restrooms. There should be some talk given on restrooms at some point.

Mr. Kammler stated if the City Council would like more restrooms, then they can put a cost together and figure that out.

Mayor Freeman directed the staff to look into the cost of the location of restrooms. Alderperson Mulcahey requested also to look into garbage cans and water fountains too.

A motion was made by Alderperson Guthrie, seconded by Alderperson Rico, to approve Resolution 24-89 as presented. Upon roll call the following voted in favor: Rico, Dorothy, Deppe, Mulcahey, Guthrie, Oakes, and Segura. Motion carried.

24-90 Disposition of three (3) properties to Quad Cities Land Bank Authority for Demolition

A motion was made by Alderperson Rico, seconded by Alderperson Segura, to approve Resolution 24-90 as presented. Upon roll call the following voted in favor: Rico, Dorothy, Deppe, Mulcahey, Guthrie, Oakes, and Segura. Motion carried.

24-91 Disposition of surplus property

A motion was made by Alderperson Oakes, seconded by Alderperson Deppe, to approve Resolution 24-91 as presented. Upon roll call the following voted in favor: Rico, Dorothy, Deppe, Mulcahey, Guthrie, Oakes, and Segura. Motion carried.

24-92 Annual support of regional organizations – Grow Quad Cities

A motion was made by Alderperson Mulcahey, seconded by Alderperson Dorothy, to approve Resolution 24-92 as presented. Upon roll call the following voted in favor: Rico, Dorothy, Deppe, Mulcahey, Guthrie, Oakes, and Segura. Motion carried.

24-93 Annual support of regional organizations – Visit Quad Cities

A motion was made by Alderperson Dorothy, seconded by Alderperson Guthrie, to approve Resolution 24-93 as presented. Upon roll call the following voted in favor: Rico, Dorothy, Deppe, Mulcahey, Guthrie, Oakes, and Segura. Motion carried.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments: .

Mark Rothert, City Administrator – Mr. Rothert informed the City Council that there will be a Special Meeting being held on Wednesday, November 20, 2024 at 5:00 p.m. to discuss the Budget.

Jeffrey Ramsey, Police Chief – Chief Ramsey informed the City Council that the Police Benevolent will be delivering our annual Thanksgiving baskets to families in need.

James Graham, Maintenance Services Director – Mr. Graham informed the City Council that at Butterworth he only has to put the border around and install the mulch.

RECESS SESSION:

A motion was made by Alderperson Mulcahey, seconded by Alderperson Rico, to recess the City Council meeting to go into the Committee-of-the-Whole meeting. Upon roll call the following voted in favor: Rico, Dorothy, Deppe, Mulcahey, Guthrie,

RECONVENE SESSION:

A motion was made by Alderperson Oakes, seconded by Alderperson Deppe, to reconvene the City Council Meeting. Upon roll call the following voted in favor: Rico, Dorothy, Deppe, Mulcahey, Guthrie, Oakes, and Segura. Motion carried. 8:11 p.m.

A motion was made by Alderperson Mulcahey, seconded by Alderperson Segura, to go into Executive Closed Session – 5 ILCS 120/2(c)2 and 5 ILCS 120/2(c)11. Upon roll call the following voted in favor: Rico, Dorothy, Deppe, Mulcahey, Guthrie, Oakes, and Segura. Motion carried. 8:12 p.m.

RECONVENE OPEN SESSION:

A motion was made by Alderperson Oakes, seconded by Alderperson Guthrie, to

Mayor Freeman requested a vote to approve settling the Workman’s Comp claim.

A motion was made by Alderperson Deppe, seconded by Alderperson Segura, to approve Workman’s Comp Claim as presented. Upon roll call the following voted in favor: Rico, Dorothy, Deppe, Guthrie, Oakes, and Segura. Opposed: Mulcahey. Motion carried. 6 - 1

ADJOURNMENT

A motion was made by Alderperson Oakes, seconded by Alderperson Deppe, to adjourn the City Council meeting. A voice vote was taken. Motion carried. 8:30 p.m.
