City of East Moline Mayor and City Council met Feb. 17.

PLEDGE:
Mayor Reggie Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.
ROLL CALL
Mayor Freeman called the meeting to order and directed the City Clerk Wanda Roberts-Bontz, to call the roll. The following Alderpersons were present: Olivia Dorothy, Jeffrey Deppe, Adam Guthrie, Rhea Oakes, and Lynn Segura. Absent: Nancy Mulcahey and Jose Rico.

CONSENT AGENDA:
Wanda Roberts-Bontz, City Clerk read the Consent Agenda that included the following:
a. Approval of City Council Meeting Minutes of February 3, 2025.
b. Approval of the Committee of the Whole Meeting Minutes of February 3, 2025.
c. Approval of Salaries as of February 14, 2025 in the amount of $483,758.43.
d. Approval of Overtime as of February 14, 2025 in the amount of $12,070.72.
e. Approval of Bills as of February 14, 2025 in the amount of $1,048,308.75.
f. Approval of Treasurer Report January 2025.
A motion was made by Alderperson Oakes, seconded by Alderperson Deppe, to approve the Consent Agenda. Upon roll call the following voted in favor: Dorothy, Deppe, Guthrie, Oakes, and Segura. Motion carried.

RESOLUTIONS
25-08 Plans, Specs, & Cost Estimate for 15th Avenue Streetscaping
A motion was made by Alderperson Guthrie, seconded by Alderperson Oakes, to approve Resolution 25-08 as presented. Upon roll call the following voted in favor: Dorothy, Deppe, Guthrie, Oakes, and Segura. Motion carried.
25-09 Construction Engineering Services for Greater Downtown Revitalization Project & RAISE Grant
A motion was made by Alderperson Deppe, seconded by Alderperson Guthrie, to approve Resolution 25-09 as presented. Upon roll call the following voted in favor: Dorothy, Deppe, Guthrie, Oakes, and Segura. Motion carried.
25-10 Temporary Construction Easements for 15th Avenue
A motion was made by Alderperson Dorothy, seconded by Alderperson Guthrie, to approve Resolution 25-10 as presented. Upon roll call the following voted in favor: Dorothy, Deppe, Guthrie, Oakes, and Segura. Motion carried.
25-11 Professional Services Agreement for Façade Rendering Plans of 15th Avenue/Downtown
A motion was made by Alderperson Dorothy, seconded by Alderperson Segura, to approve Resolution 25-11 as presented. Upon roll call the following voted in favor: Dorothy, Deppe, Guthrie, Oakes, and Segura. Motion carried.
25-12 Action on closed session minutes
A motion was made by Alderperson Oakes, seconded by Alderperson Segura, to approve Resolution 25-12 as presented. Upon roll call the following voted in favor: Dorothy, Deppe, Guthrie, Oakes, and Segura. Motion carried.
CITY STAFF COMMUNICATION:
Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:
Mark Rothert, City Administrator – Mr. Rothert provided information on Public Education relating to Home Rule. On the City of East Moline webpage you can read about Home Rule, what it means, and frequently asked questions. what Home Rule is, why the City is considering Home Rule, available until April 1, 2025.
Tim Kammler, Director of Engineering – Mr. Kammler informed the City Council that the Storm Water Conference will be held Thursday, February 20, 2025 at Bally’s in Rock Island.
Brianna Huber, Director of Water Filtration – Ms. Huber informed the City Council that the Water Filtration is planning on putting basin 3 back online next week.
Mayor Freeman stated to Jim Graham, Maintenance Service Director, to let his crew know they did a great job on the water main breaks and appreciate all they did during the cold weather.
Derrick Andersen, Battalion Chief – Mr. Andersen informed the City Council that the two junior firefighters are working through their paramedic program. The three new hires will attend the Fire Academy in Peoria starting Monday, February 24, 2025 for 12 – 17 weeks.

A motion was made by Alderperson Oakes, seconded by Alderperson Segura, to adjourn the City Council meeting. A voice vote was taken. Motion carried. 6:58 p.m.
