City of East Moline City Council met March 17.

Here are the minutes provided by the council:

PLEDGE:

Mayor Pro Tem Lynn Segura led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Pro Tem Lynn Segura called the meeting to order and directed the City Clerk Wanda Roberts-Bontz, to call the roll. The following Alderpersons were present: Olivia Dorothy, Jeffrey Deppe, Adam Guthrie, Rhea Oakes, Lynn Segura, and Jose Rico. Absent: Nancy Mulcahey

PUBLIC COMMENT

None

PRESENTATIONS and/or PROCLAMATIONS

Mayor Pro Tem Lynn Segura read the following Proclamation, proclaiming, April 3, 2025, as “Junior Achievement Day.” No one was in attendance to receive the Proclamation.

CONSENT AGENDA:

Wanda Roberts-Bontz, City Clerk read the Consent Agenda that included the following: a. Approval of Salaries as of March 14, 2025, in the amount of $485,713.61. b. Approval of Overtime as of March 14, 2025, in the amount of $7,611.31. c. Approval of Bills as of March 13, 2025, in the amount of $822,672.73. d. Approval of Treasurer’s Report of February 2025.

e. Mayoral Appointment of Mike Muehling to the Board of Zoning Appeals. f. Mayoral Appointment of Dennis Roberts to the Board of Zoning Appeals. g. Mayoral Appointment of Dennis Roberts to the Planning Commission.

A motion was made by Alderperson Rico, seconded by Alderperson Dorothy, to approve the Consent Agenda Items a - d. Upon roll call the following voted in favor: Guthrie, Oakes, Rico, Dorothy, and Deppe. Motion carried.

A motion was made by Alderperson Oakes, seconded by Alderperson Deppe, to approve the Consent Agenda Item e of Mayoral Appointment of Mike Muehling to Board of Zoning Appeals. Upon roll call the following voted in favor: Guthrie, Oakes, Rico, Dorothy, and Deppe. Motion carried.

A motion was made by Alderperson Oakes, seconded by Alderperson Guthrie, to approve the Consent Agenda Items f – g Mayoral Appointment of Dennis Roberts to the Board of Zoning Appeals and Planning Commission. Upon roll call the following voted in favor: Guthrie, Oakes, Rico, Dorothy, and Deppe. Motion carried.

ATTORNEY ROGER L. STRANDLUND - PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS:

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:

Mark Rothert, City Administrator – Mr. Rothert informed the City Council that there are two more informational meetings for the public to learn about Home Rule.

a. March 18, 2025, 10:00 a.m. at the East Moline Library

b. March 27, 2025, 6:30 p.m. at Christ United Methodist Church.

Tim Kammler, Director of Engineering – Mr. Kammler informed the City Council that a Consultant Cast Cassie Engineering that sent out over 70 letters on February 17, 2025, regarding easements in Revenue A, residents just started receiving letters.

Tim Wymes, Community Development Director – Mr. Wymes stated that the Quad Cities Land Bank Authority will be hosting a workshop on Wednesday, March 19, 2025, starting 8:30 a.m. at the River Front Grille Restaurant in Rock Island. The purpose of the meeting is to connect Developers and Contractors with vacant structures and lots available. The City of East Moline transferred five properties to the Quad City Land Bank Authority, three of the properties have already been demolished and the other two by the end of March.

Brianna Huber, Director of Water Filtration – Ms. Huber informed the City Council that she has started interviews, for the Operator Position. The Water Plant roof bid opening will be on March 18, 2025, at 10:00 a.m. and recommendations will be brought forward at the next meeting.

Wanda Roberts-Bontz, City Clerk – Ms. Roberts-Bontz stated that Permanent Vote by Mail Ballots has mailed out. Absentee Voting has started at the Rock Island County Clerk’s Office between 8:00 a.m. – 4:30 p.m. Monday – Friday.

Mayor Pro Tem Lynn Segura – Ms. Segura reminded the City Council that the Mayor’s State of the City Address will be held at The Bend on March 27, 2025, noon.

Mayor Pro Tem Lynn Segura introduced Dennis Roberts who was just appointed to the Board of Zoning Appeals and Planning Commission.

Dennis Roberts stated that he was a Union Steward for both John Deere and IH. Mr. Roberts has retired from both facilities. I have been married for 48 years with two sons.

Tim Knanishu introduced Jenelle Wolber who is the new Executive Vice President of Revitalize East Moline (REDEEM). Ms. Wolber started her duties on January 1, 2025.

ADJOURNMENT

A motion was made by Alderperson Oakes, seconded by Alderperson Guthrie, to adjourn the City Council meeting. A voice vote was taken. Motion carried. 6:41 p.m.
