City of Moline Board of Fire and Police Commissioners met June 4.

BOARD OF FIRE AND POLICE COMMISSIONERS SPECIAL MEETING MINUTES

PRESENT

COMMISSIONERS: Tilford Flowers

Karen Dahlstrom

Leah Madsen, Director of Human Resources

Amy Jackson, Administrative Assistant/Recording Secretary

Meeting Called to Order

Commissioner Flowers called the meeting to order at 8:00 a.m.

Roll Call of Members

Roll call was performed; Commissioners Flowers and Dahlstrom were present. Commissioner Nelson was absent.

Approval of Minutes

Commissioner Dahlstrom made a motion to approve the minutes from the following meetings: May 13, 2025, Regular Meeting; May 13, 2025, Regular Executive Session Meeting; all by omnibus vote. The motion was seconded by Commissioner Flowers and carried on roll call with the following vote: Ayes: Commissioners Flowers and Dahlstrom; Nays: none.

Communications

Chief Gault provided communication on applicant, Daniel Elliott. The Chief of Police informed Commissioners he declined to examine the application based on Chapter II. Section 3, Paragraph G of the Rules and Regulations of the Board of Fire and Police Commissioners.

Chief Gault also provided communication on the applicant, Chandler Byrd. The Chief of Police informed the Commissioners he declined to examine the application based on Chapter II, Section 3, Paragraph A of the Rules and Regulations of the Board of Fire and Police Commissioners.

New Business

Elect Chairperson (Amy Jackson, Administrative Assistant/Recording Secretary)

Pursuant to Chapter I, Section 3 of the Rules and Regulations of the Board of Fire and Police Commissioners, the Board is required to elect a Chairperson at its first meeting in June. The Chairperson shall serve through the remainder of the municipality’s fiscal year and until a successor is duly elected and qualified. Although a quorum of members was present, there were not enough members eligible or available to vote on this matter. As such, staff recommended tabling the election of a Chairperson until a future meeting where sufficient voting members are present. Commissioner Dahlstrom made a motion to table the vote, seconded by Commissioner Flowers. The motion carried on a roll call vote as follows: Ayes: Commissioners Flowers and Dahlstrom; Nays: None.

Acceptance of Resignation of Firefighter/Paramedic Derek Donahoo (Steve Regenwether, Fire Chief) Paramedic Derek Donahoo submitted his resignation on May 20, 2025, requesting an effective date of June 23, 2025. Chief Regenwether accepted the resignation effective immediately. Staff recommended accepting the resignation of Paramedic Derek Donahoo, effective May 20, 2025. Commissioner Flowers made a motion to approve

the resignation of Paramedic Donahoo effective May 20, 2025, as recommended, seconded by Commissioner Dahlstrom. The motion carried on a roll call vote as follows: Ayes: Commissioners Flowers and Dahlstrom; Nays: None

Approval of Request to Fill Vacancy (Steve Regenwether, Fire Chief)

Due to the resignation of Paramedic Donahoo a vacancy will be created within the department. Staff requested authorization to fill the vacancy. Commissioner Flowers made a motion to approve the request to fill the vacancy as recommended, seconded by Commissioner Dahlstrom. The motion carried on a roll call vote as follows: Ayes: Commissioners Flowers and Dahlstrom; Nays: None

Acceptance of Resignation of Police Officer (Darren Gault, Chief of Police)

Police Sergeant Sharmaine Harris-Howell submitted her notice of resignation on May 28, 2025, with an effective date of June 16, 2025. Staff recommended the acceptance of Sergeant Sharmaine Harris-Howell’s resignation, effective June 16, 2025. Commissioner Flowers made a motion to approve the resignation of Sergeant Harris-Howell as recommended, seconded by Commissioner Dahlstrom. The motion carried on a roll call vote as follows: Ayes: Commissioners Flowers and Dahlstrom; Nays: None.

Approval of Promotional Probationary Appointment (Darren Gault, Chief of Police) Due to the resignation of Sergeant Sharmaine Harris-Howell, a vacancy exists in the rank of Sergeant. Officer Joseph Ward is the next eligible candidate on the Police Sergeant Eligibility Register. Staff recommended the approval of the Promotional Probationary Appointment of Officer Joseph Ward to the rank of Police Sergeant, effective June 15, 2025. Commissioner Flowers made a motion to approve the promotion of Officer Ward to Police Sergeant as recommended, seconded by Commissioner Dahlstrom. The motion carried on a roll call vote as follows: Ayes: Commissioners Flowers and Dahlstrom; Nays: None

Approval of Requests to Fill Vacancies (Darren Gault, Chief of Police)

Due to the resignation of Sergeant Sharmaine Harris-Howell, a vacancy will be created within the department. Staff requested authorization to fill the vacancy. Commissioner Flowers made a motion to approve the request to fill the vacancy as recommended, seconded by Commissioner Dahlstrom. The motion carried on a roll call vote as follows: Ayes: Commissioners Flowers and Dahlstrom; Nays: None

Other Business

Chief Regenwether advised the Commissioners he may need a special meeting regarding a new hire. Chief and Leah noted there are 6 candidates that will be interviewing at the next Special meeting.

Public Comment

None.

Adjournment

With no further business to discuss, Commissioner Dahlstrom made a motion to adjourn the meeting. The motion was seconded by Commissioner Flowers and unanimously carried. The meeting was adjourned at 8:11 a.m.
