Rock Island County Governance, Health, and Administration Committee met June 9.

Here are the minutes provided by the committee:

Melissa Moreno Baker called the Governance, Health & Administration to order at 10:03am

1. Roll Call: Melissa Moreno Baker, Johnnie Woods, Drue Mielke, Porter McNeil Member Absent: Carla Enburg, Enyo Dewith

Also present: Richard Brunk, Tracy Adair Court Services, Karen Kinney, Kurt Davis, Austin Carlson SAO, Ellen Anderson, Jim Grafton, Jim Nelson, Jared VanTieghem, Tammy Muerhoff RICO Regional Superintendent, Kristen Bogdonas U of I Extension Services

2. Public Comment: None

3. Approval of the minutes from May 12th Governance, Health & Administration meeting

Motion to approve: Drue Mielke Second: Porter McNeil voice vote

4. Reports to Committee

County Treasurer Nick Camlin reported that June 18th is the tax due date

County Clerk Karen Kinney reported an increase in requests for records due to the rush for “Real ID’s”. Porter McNeil asked about the new election equipment. Clerk Kinney answered that it worked well and everyone liked it.

University of Illinois Extension representative Kristin Bogdonas gave updates that were going on in Rock Island County. Nutrition information, exercise for summer programs. And gift growers project along with the June Newsletter

9. Review of Pending/Proposed legislation affecting Rock Island County

Porter McNeil updated the committee on the Budget passing on May 31st there are a lot of Bills that we have to sift through to see if they affect the County. One disappointment of it was we did not get the Chicago to Moline Passenger Rail service funding. This got caught up in the Transit Bill which is an omnibus complicated Bill. Unfortunately, it passed the Senate, but the House refused an omnibus complicated Bill. Unfortunately, it passed the Senate and went to the House on the last night and the House to take it up it was too complicated. So, I talked to our Legislators and they are going to stay with it and probably will come back in August or September for a Special Session the date is not set but they have to deal with the Transit part of this Bill, so we still have hope for it for sure and that is where it ended on the 31st of May. Drue Mielke stated that the Rockford to Chicago Passenger Rail service passed. Mr. McNeil said yes it did pass as part of the May 31st budget and that was separated from the Omnibus big Bill. The omnibus Bill covered comprehensive, Chicago, Suburbs, Downstate. Mr. Mielke asked if this Bill had to go back to the Senate? Mr. McNeil said it will have to go back to the drawing board. It will be part of some session and might be part of the Veto Session and again it might be before Veto Session in late August. There is a lot of pressure to get the Transit Bill passed up North, we hope that pressure will sweep us into the whole package. Chairman Brunk stated that he and Mr. Camlin had a conversation late last week and they were both surprised and pleased that it doesn’t appear that the Budget really took any revenue from any local governments. But there could be something that we have not been made aware of yet. We do know that the personal property replacement tax, that is obviously not part of the budget, but will take a hit this year. As far as the Budget itself none of the revenue streams appear to have taken a hit and that is good news.

12. Committee member opportunity for brief comment (no decisions will be made): Mr. Mielke asked about where we were with the Closed Session minutes? Chairman Brunk answered that the Committee did meet once and got through 24 closed session minutes with most of those being recommended open and we have some that we are going to take further review, including conversations with the Civil Division on, but we are making progress and we will be scheduling more sessions going forward.
