Meeting Called to Order
Commissioner Flowers called the meeting to order at 8:00 a.m.
Roll Call of Members
Roll call was performed; Commissioners Flowers, Nelson, and Dahlstrom were present.
Approval of Minutes
Commissioner Dahlstrom made a motion to approve the minutes from June 04, 2025, Special Meeting. The motion was seconded by Commissioner Nelson and carried on roll call with the following vote: Ayes: Commissioners Flowers, Nelson, and Dahlstrom; Nays: none.
Unfinished Business
Elect Chairperson (Amy Jackson, Administrative Assistant/Recording Secretary)
Pursuant to Chapter I, Section 3 of the Rules and Regulations of the Board of Fire and Police Commissioners, the Board is required to elect a Chairperson at its first meeting in June. The Chairperson shall serve through the remainder of the municipality’s fiscal year and until a successor is duly elected and qualified. Commissioner Flowers made a motion to elect Commissioner Karen Dahlstrom as the new Chairperson for the remainder of the municipality’s fiscal year. The motion was seconded by Commissioner Nelson and carried on roll call with the following vote: Ayes: Commissioners Flowers, Nelson, and Dahlstrom; Nays: none
Executive Session
Commissioner Flowers made a motion, seconded by Commissioner Nelson, to adjourn into executive session for the purpose of discussing the employment, compensation, discipline, performance, or dismissal of specific employees of the public body, pursuant to 5 ILCS 120/2(c)(1) of the Open Meetings Act. The motion carried on roll call with the following vote: ayes: Commissioners Flowers, Nelson, and Dahlstrom; Nays: none.

Commissioner Nelson made a motion to approve striking Demetrios Elliott from the Police Officer Eligibility Register. The motion was seconded by Commissioner Nelson and carried on roll call with the following vote: Ayes: Commissioners Flowers, Nelson, and Dahlstrom; Nays: none.
New Business
Acceptance of Resignation of Officer Devontae Taylor (Darren Gault, Chief of Police) Police Officer Devontae Taylor submitted his notice of resignation on May 16, 2025, with an immediate effective date of May 16, 2025. Staff recommended the acceptance of Officer Devontae Taylor’s resignation, effective May 16, 2025. Commissioner Dahlstrom made a motion to approve the resignation of Officer Taylor as recommended, seconded by Commissioner Nelson. The motion carried on a roll call vote as follows: Ayes: Commissioners Flowers, Nelson, and Dahlstrom; Nays: None.
Acceptance of Resignation of Officer Samuel Piehl (Darren Gault, Chief of Police)
Police Officer Samuel Piehl submitted his notice of resignation on June 12, 2025, with an immediate effective date of June 12, 2025. Staff recommended the acceptance of Officer Samuel Piehl’s resignation, effective June 12, 2025. Commissioner Dahlstrom made a motion to approve the resignation of Officer Piehl as recommended, seconded by Commissioner Nelson. The motion carried on a roll call vote as follows: Ayes: Commissioners Flowers, Nelson, and Dahlstrom; Nays: None.
Approval of Requests to Fill Vacancies (Darren Gault, Chief of Police)
Due to the resignation of Officer Taylor and Officer Piehl, two vacancies will be created within the department. Staff requested authorization to fill the vacancies. Commissioner Dahlstrom made a motion to approve the request to fill the vacancies as recommended, seconded by Commissioner Nelson. The motion carried on a roll call vote as follows: Ayes: Commissioners Flowers, Nelson, and Dahlstrom; Nays: None
Removal of Candidate from the Police Officer Eligibility Register (Darren Gault, Chief of Police) Michael Hernandez (the number two candidate) on the Police Officer Eligibility Register has formally requested to be removed from the eligibility list. Staff recommends that the Board accept the voluntary removal of Michael Hernandez from the Police Officer Eligibility Register as requested. Commissioner Flowers made a motion to approve the request for Mr. Hernandez to be removed from the Police Officer Eligibility Register as recommended, seconded by Commissioner Nelson. The motion carried on a roll call vote as follows: Ayes: Commissioners Flowers, Nelson, and Dahlstrom; Nays: None
Police Officer Probationary Appointment (Darren Gault, Chief of Police)
Gerald Ruddell III, the number one candidate on the current Lateral Police Officer Eligibility Register, has successfully completed all his pre-employment requirements. Staff recommended the probationary appointment of Police Officer Gerald Ruddell III, from the Lateral Police Officer Eligibility Register, effective June 30, 2025. Commissioner Flowers made a motion to approve the probationary appointment of Gerald Ruddell, III, as recommended, seconded by Commissioner Dahlstrom. The motion carried on a roll call vote as follows: Ayes: Commissioners Flowers, Nelson, and Dahlstrom; Nays: None
