City of East Moline City Council met July 21.

PLEDGE:

Mayor Reggie Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz to call the roll. The following Alderpersons were present: Olivia Dorothy, Jeffrey Deppe, Larry Jones, Rhea Oakes, Lynn Segura, and Jose Rico. Absent: Adam Guthrie.

PRESENTATIONS and/or PROCLAMATIONS

Presentation Summary: Downtown Building Facades Design Work by Streamline Architects

Presenter: Mansi Sanghvi

Focus: Design Work for Downtown Building Facades

Streamline Architects delivered a comprehensive presentation showcasing recent design work focused on enhancing the facades of downtown buildings. The presentation highlighted both commercial and residential projects.

Commercial Properties

For each business presented, two design samples were shown to illustrate variation in architectural approach and aesthetic. These examples included updates to signage, exterior finishes, lighting, and architectural detailing to align with both historical context and modern functionality.

Residential Properties

Several residential facade renovations were also shared, demonstrating how modern materials and design principles can blend with the historic character of downtown homes. Key elements included updated porches, restored brickwork, period-appropriate windows, and color palettes that complement the surrounding neighborhood.

CONSENT AGENDA:

Wanda Roberts-Bontz, City Clerk, read the Consent Agenda that included the following: a. Approval of City Council Meeting Minutes of July 7, 2025.

b. Approval of Salaries as of July 18, 2025, totaling $515,756.72.

c. Approval of Overtime as of July 18, 2025, totaling $19,074.36

d. Approval of Bills as of July 21, 2025, totaling $1,664,892.33.

e. Treasurer’s Report for June 2025.

f. Mayoral Appointment of Greg Christian to the Fire Pension Board

g. Mayoral Appointment of Linda Gates to the Library Board

A motion was made by Alderperson Rico, seconded by Alderperson Dorothy to approve the Consent Agenda. Upon the roll call, the following voted in favor: Deppe, Jones, Oakes, Segura, Rico, and Dorothy. Motion carried.

ATTORNEY ROGER L. STRANDLUND - PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS:

ORDINANCES – 2nd Reading

25-10 Code Amendment to Correct Codification Numbering Error

A motion was made by Alderperson Dorothy, seconded by Alderperson Segura, to approve Ordinance 25-10. Upon the roll call, the following voted in favor: Deppe, Jones, Oakes, Segura, Rico, and Dorothy. Motion carried.

ORDINANCES – 1st Reading

25-11 Rezoning of Property (PIN 18-06-307-001) Owned By Blackhawk Bank & Trust From “B2” Medium-Density Business District to “B-4” Highway/Intensive Business District

RESOLUTIONS

25-56 Mechanical Parts Replacement for the Water Filtration Plant

A motion was made by Alderperson Oakes, seconded by Alderperson Deppe, to approve Resolution 25-56. Upon the roll call, the following voted in favor: Deppe, Jones, Oakes, Segura, Rico, and Dorothy. Motion carried.

CITY STAFF COMMUNICATIONS:

Each City Staff member present was given the opportunity to inform the City Council, and those in attendance, of events in their departments:

There were no additional communications from the City Departments, beyond what was included in the Friday Report. No further comments or updates were presented.

ADJOURNMENT

A motion was made by Alderperson Oakes, seconded by Alderperson Rico, to adjourn the City Council meeting. A voice vote was taken. Motion carried. 6:49 p.m.
