City of East Moline City Council met Aug. 4.

PLEDGE:
Mayor Reggie Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.
ROLL CALL
Mayor Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz to call the roll. The following Alderpersons were present: Olivia Dorothy, Jeffrey Deppe, Larry Jones, Adam Guthrie, Rhea Oakes, and Lynn Segura. Absent: Jose Rico.
PUBLIC COMMENT
Arnie Mc Collom, 386 22nd Street, East Moline – Mr. Mc Collom spoke about the living conditions in his neighborhood. The roads were torn up and dust was everywhere. The dust is all over his car and house. Every two – three days there is a fine white film over everything. Their street did not get black topped, but they did black top 21st Street and 23rd Street between 3x and 4th Avenue. There is a lot of traffic coming through the street. They call it the dust bowl now. Mr. Mc Collom would like to know if the road be blacktopped in the future.
Mayor Freeman stated that there is a long-time planner. Mayor Freeman will check to see what will be going on with the road by the end of the week.

CONSENT AGENDA:
Wanda Roberts-Bontz, City Clerk, read the Consent Agenda that included the following:
a. Approval of City Council Meeting Minutes of July 21, 2025.
b. Approval of Committee of the Whole Meeting Minutes of July 7, 2025.
c. Approval of the Committee of the Whole Meeting Minutes of July 21, 2025.
d. Approval of Salaries as of August 1, 2025, in the amount of $490,663.85.
e. Approval of Overtime as of August 1, 2025, in the amount of $12,294.12.
f. Approval of Bills as of August 1, 2025, in the amount of $928,027.29.
A motion was made by Alderperson Segura, seconded by Alderperson Deppe to approve the Consent Agenda. Upon the roll call, the following voted in favor: Jones, Guthrie, Oakes, Segura, Dorothy, and Deppe. Motion carried.

A motion was made by Alderperson Oakes, seconded by Alderperson Guthrie to approve the Mayoral Appointments to an Ad Hoc Comprehensive Plan Update Steering Committee. Upon the roll call, the following voted in favor: Jones, Guthrie, Oakes, Segura, Dorothy, and Deppe. Motion carried.
ATTORNEY ROGER L. STRANDLUND - PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS:

25-11 Rezoning of Property (PIN 18-06-307-001) Owned By Blackhawk Bank & Trust From “B2” Medium-Density Business District to “B-4” Highway/Intensive Business District
A motion was made by Alderperson Deppe, seconded by Alderperson Oakes, to approve Ordinance 25-11. Upon the roll call, the following voted in favor: Jones, Guthrie, Oakes, Segura, Dorothy, and Deppe. Motion carried.

RESOLUTIONS
25-57 Professional Services Agreement with IMEG for Site Readiness Study of I80/I88 Site
A motion was made by Alderperson Segura, seconded by Alderperson Deppe, to approve Resolution 25-57. Upon the roll call, the following voted in favor: Jones, Guthrie, Oakes, Segura, Dorothy, and Deppe. Motion carried.
25-58 Services Agreement with Lexipol
A motion was made by Alderperson Dorothy, seconded by Alderperson Oakes, to approve Resolution 25-58. Upon the roll call, the following voted in favor: Jones, Guthrie, Oakes, Segura, Dorothy, and Deppe. Motion carried.
CITY STAFF COMMUNICATIONS:
Each City Staff member present was given the opportunity to inform the City Council, and those in attendance, of events in their departments:
Jeff Ramsey, Chief of Police – Chief Ramsey stated that tomorrow, August 5, 2025, from 5:00 pm – 7:00 pm at Ben Butterworth Parkway will be National Night Out Against Crime held with Moline Police Department. This weekend, August 8th– August 10th, 2025, at the Bend XPO the Rust Belt Americana Antique Swap & Auction will be held.
Tim Kammler, Engineering Director – Mr. Kammler stated keep looking for updates on the downtown project. The update on 7th Street is that it will be closed for another day or two. A new traffic Control signal at 7th Street and 30th Avenue by Ridgewood School now provides a countdown for crossing.

A motion was made by Alderperson Oakes, seconded by Alderperson Segura, to adjourn the City Council meeting. A voice vote was taken. Motion carried. 6:50 p.m.
