Rock Island County Governance, Health, and Administration Committee met Aug. 11.

Here are the minutes provided by the committee:

Carla Enburg called the Governance, Health & Administration to order at 10:02am

1. Roll Call: Carla Enburg, Melissa Moreno Baker, Johnnie Woods, Drue Mielke,

Member Absent: Porter McNeil, Enyo Dewith

Also present: Ellen Anderson Auditors Office, Jim Nelson, Jared VanTieghem, Tammy Weikert Circuit Clerk, Bridgette Edgewater Circuit Clerks Office, Nick Camlin Treasurer, SGT. Jesse Doty, Ryan Berger, Jacob Mellinger, Captain Mindy Meyers

3. Approval of the minutes from July 7th Governance, Health & Administration meeting Motion to approve: Drue Mielke Second: Melissa Moreno Baker voice vote

4. Reports to Committee:

Tammy Muerhoff, Regional Superintendent of Schools reported that the Rock Island County Regional Office of Education has moved to former Western Illinois University Building located at 3561 60th Street Suite 310 Moline IL 61265m Tammy explained that the Moline School District needed the Coolidge Building to move students from the Lincoln Irving and Willard schools temporarily potentially next year while they are renovating Lincoln Irving. Tammy invited everyone to come see the new home for the Rock Island County Regional Office of Education. There is an open house planned we just don’t know when yet.

County Clerk Karen Kinney gave a report on Vitals. Clerk Kinney reported that birth certificates are up due to children going back to school, marriage certificates are also up. County Clerk Kinney gave a report on elections, as most of you know petitions were picked up on August 5th and if you have until October 27th that is the return date. The primary will be March 17th, 2026 and the General Election is November 3rd 2026. Early voting will start for the Primary February 5th, 2026 and by mail also on that date. Clerk Kinney noted she will retire on November 30th of 2026.

10. Consider MOA for the Quad Cities Regional Incident Management Assistance Team Motion to approve: Melissa Moreno Baker Second: Johnnie Woods Discussion: SGT. Jesse Doty explained that he is with Rock Island County EMA and explained that this is a Management Assistant Team for the local Quad City Area wide team that basically if there was an incident, such as the building collapse in Davenport, that requires a lot of services to not only make sure it is safe, but also do all the recovery that is a continuous multiple operation periods incident. Our team would go assist the City. So, The City Incident Command would be in charge of it, but we would be there to assist. This would be the same if it was Moline or whoever signs the MOA. All this is a bunch of trained people will get together and provide our guidance to that city until that incident is fully recovered. Committee member Woods asked what type of things would they ask for? Captain Mindy Meyers answered planning and organization, staging, financial items, and trying to keep track of everything. In Davenport we were putting out press releases or anything they needed help with. For that incident in Davenport they actually paid for a team to come out of Ogle County in Illinois. So, whatever the cost for Ogle County to deploy in Davenport for 14 days of service the City of Davenport paid that. The benefit of this is it is designed to supplement that with local people here that know the area. Committee member Woods asked if there was anyone with a special expertise on the team? SGT. Doty answered yes, Scott County EMA and Rock Island County EMA are basically in charge of it and anybody who wants to apply can apply to it, but they have to have specialized training in certain areas like incident command like ICS 300- 400 level, FEMA courses. If they have any other kind of special training they can be added to that. Committee member Mielke said it sounds like Rock Island County has been a member of that for years. SGT. Doty answered yes, it was years ago that they had the group formed and then it went by the wayside. We are trying to reestablish this. Mr. Mielke asked if this was a new MOA, SGT Doty answered yes and from his understanding it has been passed by Davenport, Bettendorf, Scott County is going to put it to a vote as is Rock Island County.
