The Plan/Zoning Board of the City of Geneseo was called to order on Tuesday, August 19, 2025, at 6:00 PM, in the Council Chambers, with the following members present:
PLAN COMMISSION PRESENT: Plan/Zoning Board Member Joe Bedford, Plan/Zoning Board Member Julia McAvoy, Plan/Zoning Board Member Gary Bell, Plan/Zoning Board Member Jeff Cowan, Troy Christopherson, and Scott Schulte

7.1. Olivia Drive CUD Development - Significant Change to Approved CUD Layout
Ki Wirth attended the meeting to present the rationale behind the proposed changes and outline their potential impact. Following his explanation, a discussion unfolded that transitioned into a Q&A session. During this, it was clarified that the building elevations will remain consistent, and both duplexes and triplexes will retain the same facade appearance.
Construction of the duplex units will begin on the west side of the development, and will meet up somewhere towards the middle of Olivia (depending on how many are sold) with the tri-plex units. Ki explained that the developers have potential buyers that desire the duplex structure, potentially with basements. Ki addressed questions from staff and the board, including garage pickup in the private drive section of the development, and the installation of a hammerhead turnaround within the private drive area of the roadway.
Scott Schulte moved, seconded by Jeff Cowan, Motion to recommend to City Council approval of the new plat layout for the Olivia Drive Condominium Use District Project by Affinity Growth Community Developers, giving the developers flexibility to construct both triplex and duplex structures within the approved CUD Development.
