City of Moline Committee of the Whole & Council met Oct. 21.

Here is the agenda provided by the council:

Approval of the remote electronic attendance of certain elected officials.

4. Public Comment

Individuals wishing to speak in person should sign in on the public comment sign-in sheet. Public comment is limited to 3 minutes per person. Council will not respond to public comment during the meeting. When appropriate, Council will refer the issue to the appropriate committee or staff member for further consideration. Those wishing to submit emailed public comment must send comments to cityclerk@moline.il.us 30 minutes prior to the published meeting time, with “Public Comment” in the subject line. Comments will be read aloud by the City Clerk at the City Council meeting.

8.1 A Resolution approving Change Order No. 1 and Final with Stichter Construction, Inc., for Project #1488, 2025 Sealcoat Ditch Restoration, for the amount of $11,030.78.

Finance and the City Administrator, to approve Change Orders for the South Slope Waste Water Reclamation Facility Project in a total amount not to exceed $3,415,860, the amount of contingency funding previously budgeted for this project, with ratification by the City Council afterward.

8.3 A Resolution authorizing the City Attorney and other City staff to notify DHC, LLC that the City will not exercise its Right of First Refusal to purchase the Washington Square Apartments, 316 17th Street, Moline, Illinois, (“Property”); and allowing Renew Moline to proceed with its purchase of the Property from DHC, LLC without interference from the City.

17.1 An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 5 thereof, “ALL-WAY STOP INTERSECTIONS,” by adding the intersection of Forty-Third Street and Fifth Avenue, north and south branches.

17.2 An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, by enacting a new Appendix 15 thereof entitled “THIRTY MINUTE PARKING RESTRICTIONS IN NON-METERED ZONES,” and adding one on-street stall thereto at 1518 15th Street.
