City of Moline Park & Recreation Board met Oct. 23.

3. Public Comment
Individuals wishing to speak in person should sign in on the public comment sign-in sheet. Members of the Public are permitted to speak after standing and stating their names. Public comment is limited to 3 minutes per person. Park Board will not respond to public comment during the meeting. When appropriate, Park Board will refer the issue to the appropriate staff member for further consideration. Those wishing to submit emailed public comment must send comments no later than 2:00 p.m. of the day of the meeting, to parkboard@moline.il.us or to the Customer Service & Marketing Coordinator, swinter@moline.il.us with “Public Comment” in the subject line. Comments will be read aloud at the Park Board meeting.
4. Consent Agenda
All items under the consent agenda will be enacted by one motion. There will be no separate discussions of these items until a Board Member so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after the Omnibus Vote.
4.1. Park and Recreation Board meeting minutes of September 25, 2025
4.2. Approval and acceptance of departmental September/October bill payment and departmental September/October revenue, expenditures, capital projects, park reserve and cemetery reports.
4.3. Consideration of a Special Use Application for the Moline Police Department to utilize Stephens Park for a Halloweenie Roast event. The event is to be held on Saturday, October 25, 2025, from 12:00 p.m. to 2:00 p.m. Supporting information and special consideration requests are detailed on the Special Use Application.
4.4. Consideration of a Special Use Application for Mi Flow Studio to utilize Ben Butterworth Parkway for a pilates class. The event is to be held on Sunday, October 26, 2025, from 10:00 a.m. to 11:30 a.m. Supporting information and special consideration requests are detailed on the Special Use Application.
4.5. Consideration of a Special Use Application for Honor Guard Moline Post 246 to utilize Browning Park for a Veterans Day Memorial. The event is to be held on Tuesday, November 11, 2025, from 11:00 a.m. to 11:10 a.m. Supporting information and special consideration requests are detailed on the Special Use Application.
4.6. Consideration of a Special Use Application for the Moline-Coal Valley School District to utilize Browning Park for a Fall into Reading Book Giveaway event. The event is to be held on Tuesday, October 28, 2025, from 4:00 p.m. to 5:30 p.m. Supporting information and special consideration requests are detailed on the Special Use Application.

6.1. Riverside Park Flag Pole Donation Discussion (Eric Griffith, Director of Parks and Recreation)
Staff Recommendation: Staff requests a recommendation on the appropriate flag pole size for approval.
Fiscal Impact: This would be a complete donation from Dan Mullen including the flag pole, electrical, and the installation.
6.2. Approval of the 2026 Park Board Meeting Dates. (Eric Griffith, Director of Parks and Recreation)
Explanation: Park Board meeting dates for the 2026 calendar year are as follows: January 22, February 26, March 26, April 23, May 28, June 25, July 23, August 27, September 24, October 22, No November Meeting, December 3.
