City of Lewistown City Council met Sept. 23.

Here are the minutes provided by the council:

The Lewistown City Council met in regular session in the council chambers. Mayor Cindy Goddard called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

ROLL CALL: PRESENT: Alderperson Jim Long, Brad Ward, Kendall Miller, John Spotloe and Mayor Cindy Goddard.

DECLARATION OF QUORUM by Mayor Cindy Goddard

CLERKS REPORT/MINUTES: Natalie Nelson, Absent

Alderperson Miller made a motion to approve the minutes of September 9th, 2025 City Council Meeting, second by Alderperson Spotloe, the motion carried all ayes.

TREASURER'S REPORT: Debbie Brown. Absent

ATTORNEY'S REPORT: Attorney Nathan Collins. Absent.

ENGINEER'S REPORT: Keith Plavec, No Engineer present.

PUBLIC COMMENTS AND PETITIONS: No Comments

COMMITTEE REPORTS:

Finance/Insurance/Zoning -- Alderperson Clark: Absent

Sewer - Alderperson Levingston; Absent

Streets & Allies - Alderperson Long: Nothing to report.

Police/ESDA -- Alderperson Ward: Traffic Safety Class on September 27th at Visitor's Center from 8a- noon.

Water - Alderperson Miller: Alderperson Miller stated they toured the water plant and thanked Evinn for everything that he does.

Utilities/Publications - Alderperson Long: Alderperson Long stated he had Gary Brannan in to measure the windows prior to the meeting. Gary Brannan measured the windows in the garage and they will not fit. Gary Brannan said he would do some research on the rounded windows but will get a quote on them with and without tent on them.

Public Buildings & Grounds - Alderperson Long: Nothing at this time.

Tourism - Alderman Miller: Alderperson Miller reminded everyone that Fall Drive was coming up.

Tax Increment Financing - Alderperson Spotloe: Nothing at this time. Mayor Goddard stated that her and Clerk Nelson went to Chicago to meetings about TIF all day and would like to include in residential.

Citizens Committee - Amanda Sutphen not present.

Christmas Committee - Kenny Haacke not present.

Economic Development Committee - Erin Ahart not present.

WORKS DIRECTOR'S REPORT - Evinn Palmer Director, nothing to report

UNFINISHED BUSINESS:

1. Discuss/Act Upon Land Bank, Mayor Goddard stated the Michelle Spiva said Lewistown has 86 vacant properties.

NEW BUSINESS:

1. Discuss/Act Trick or Treat night 5 P.M.- 8P.M. on October 31, 2025, Alderperson Ward made a motion to approve trick or treat from 5p - 8pm on October 31, 2025, Seconded by Alderperson Spotloe, motion carried with all ayes.

PRESENTATION OF BILLS:

Alderperson Ward made a motion to approve all bills properly endorsed; Seconded by Alderperson Long, roll call vote, the motion carried with all ayes.

CLOSED SESSION: No closed session

ADJOURNMENT:

Alderperson Miller made a motion to adjourn at 6:48 p.m.; Seconded by Alderperson Spotloe, motion carried all ayes.
