City of Moline Committee of the Whole & Council met Nov. 18.

Here is the agenda provided by the council:

8.1 A Resolution approving Change Order No. 1 and Final with Miller Trucking & Excavating, for Project #1462, 2025 Culvert Replacement Project, for the amount of $32,305.61.

8.2 A Resolution setting the annual meetings schedule for 2026 and authorizing City staff to do all things necessary to notify the media of the 2026 annual meetings schedule.

8.3 An Ordinance amending Chapter 22, “OFFENSES MISCELLANEOUS,” of the Moline Code of Ordinances, Section 22-1105, “TOBACCO PRODUCTS, TOBACCO ACCESSORIES, SMOKING HERBS AND ALTERNATIVE NICOTINE PRODUCTS,” by increasing the number of Class B Incidental Tobacco Dealer’s Licenses in the City of Moline at the request of Aman Food & Gas Inc., d/b/a Aman Food & Gas.

15. Consent Agenda - Approval of Minutes and Appointments

All items under the consent agenda will be enacted by one motion. There will be no separate discussions of these items unless a Council Member so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after the Omnibus Vote.

16. Consent Agenda - Second Reading Ordinances

16.1 An Ordinance levying and assessing taxes for the City of Moline, Illinois, for the tax levy year 2025, collectible in the year 2026, and enacting an ordinance relating to the same subject matter.

16.2 An Ordinance authorizing the Mayor and City Clerk to execute and attest to a Redevelopment and Economic Incentive Agreement, between the City of Moline and Moline Dispatch Apartments, LLC, related to the TIF 15 – 5th Avenue Redevelopment Project Area, as amended.

17. Consent Agenda - Resolutions

17.1 A Resolution declaring the property located at 4108 5th Avenue, Moline, Illinois (“Property”), as surplus; authorizing the Mayor and City Clerk to execute and attest to a Purchase and Sale Agreement and do all things necessary to convey the above-referenced City-owned Property to McKinley Lofts, LLC; and authorizing the City Attorney and staff to do all things necessary to complete each of the City’s responsibilities and enforce each of the City’s expected benefits as referred to in such Agreement.

19. Non-Consent Agenda - Resolutions

19.1 A Resolution authorizing the Human Resources Director to execute a policy with Evolution Risk Partners, LLC to provide reinsurance coverage for medical and prescription drug benefit claims for a one-year period commencing January 1, 2026.

19.2 A Resolution authorizing the Mayor to execute a Retiree Benefit Management Services Agreement with Retiree First Limited Liability Company to provide plan management services for the City’s fully insured Medicare Advantage and prescription drug plan with UnitedHealthcare for Medicare-eligible retirees and retirees’ dependents for a one-year period commencing on January 1, 2026.

19.3 A Resolution authorizing the Director of Human Resources to execute a Medicare Advantage with Prescription Drug Benefit Group Agreement with UnitedHealthcare Insurance Company to provide a fully insured Medicare Advantage and prescription drug plan for Medicare-eligible retirees and retirees’ dependents for a one-year period commencing on January 1, 2026.

19.4 A Resolution authorizing the Mayor to execute a Client Services and Fee Agreement with USI Insurance Services LLC (“USI”) for brokerage services for liability, property, cyber, workers’ compensation and underground storage tank insurance for a period of one year commencing on December 1, 2025, and authorizing the Director of Human Resources to execute any and all documents in order to bind and accept coverage with Insurance Program Managers Group (“IPMG”) for liability, property, cyber, and workers’ compensation insurance and ACE American Insurance Company for underground storage tank insurance for a period of one year commencing on December 1, 2025.

19.5 A Resolution approving the second and final amendment to the FY 2025 Budget adopted by City Council on December 3, 2024, Council Bill/Resolution No. 1174-2024, to reflect various changes to line items more particularly described herein and authorizing the Director of Finance to do all things necessary to complete said changes.

19.6 A Resolution adopting the Annual Budget for Corporate Purposes for the City of Moline, Illinois, for the calendar year beginning January 1, 2026, and ending December 31, 2026.

20. Non-Consent Agenda - First Reading Ordinances

20.1 An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 10 thereof, “PARKING PROHIBITED AT ANY TIME,” by removing Ninth Street, on the east side, from Railroad Avenue south for a distance of 85 feet, and adding Ninth Street, on the east side, from Railroad Avenue south for a distance of 60 feet; and amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 11 thereof, “PARKING PROHIBITED AT CERTAIN TIMES,” by removing On Monday Through Friday, 8:00 a.m. to 5:00 p.m., Ninth Street, on the east side, beginning at a point 85 feet south of Railroad Avenue, extending south for 30 feet, and adding On Monday Through Friday, 8:00 a.m. to 5:00 p.m., Ninth Street, on the east side, beginning at a point 60 feet south of Railroad Avenue, extending south for 53 feet.

20.2 An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 35 thereof, “ALTERED SPEED LIMITS, SCHOOL SPEED LIMIT,” by removing Twelfth Avenue from 300 feet east of Fifty-fourth Street to 200 feet east of Fifty-second Street Court; and amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 35 thereof, “ALTERED SPEED LIMITS, SCHOOL SPEED LIMIT,” by adding Twelfth Avenue from 1,125 feet west of Forty-eighth Street to 300 feet east of Fifty-fourth Street; and amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 35 thereof, “ALTERED SPEED LIMITS, SCHOOL SPEED LIMIT,” by adding Forty-eighth Street from Eleventh Avenue D to Forty-ninth Street.
