The Moline City Council called a regular meeting on Tuesday, May 3.

The City Council is Moline’s primary legislative body. Members include the mayor and one member from each of the seven wards within the city, in addition to one that represents the city in general.

Here are the meeting minutes as provided by the Moline City Council:

MOLINE CITY COUNCIL MEETING

Tuesday, May 3, 2016

Council Meeting: The City Council meeting came to order at 7:24 p.m. The Council met in regular session in

the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: Alderman Rodriguez gave an Invocation.

Roll Call: Roll call was taken with Mayor Raes, Aldermen Rodriguez, Parker, Wendt, Zelnio, Turner,

Schoonmaker, Liddell and Acri present. Absent: None.

Items on Consent:

Approval of Minutes

Committee-of-the-Whole and Council meeting minutes of April 26, 2016 and appointments made during

Committee of the Whole on May 3, 2016.

Second Reading Ordinances

1. Council Bill/General Ordinance 3013-2016

An Ordinance amending General Ordinance No. 88-3-2 related to the establishment of an Enterprise

Zone in the County of Rock Island, Illinois, pursuant to an Intergovernmental Agreement between the

Cities of Moline, East Moline and Silvis, the County of Rock Island, and the Village of Milan, Illinois, by

revising Section 3, Exhibit A thereto, to include new territory within the Illinois Quad Cities Enterprise

Zone and remove some residential areas to allow for the addition of new territory.

2. Council Bill/Special Ordinance 4020-2016

A Special Ordinance authorizing the Mayor and City Clerk to execute a Consent Agreement between the

City of Moline and GTP Acquisition Partners II, LLC to permit an addition of equipment to the tower

for Speedconnect, LLC at City-owned property located at 4213 16th Avenue.

3. Council Bill/Special Ordinance 4021-2016

A Special Ordinance closing certain public right-of-way more particularly described herein to vehicular

traffic and authorizing the use of public right-of-way in conjunction with the Celebra Floreciente

scheduled for Saturday, May 7, 2016.

4. Council Bill/Special Ordinance 4022-2016

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic and

authorizing the use of public right-of-way in conjunction with the QC Distance Classic scheduled for

Sunday, May 8, 2016.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus

vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker,

Wendt, Zelnio, Turner, Schoonmaker, Liddell and Acri; nays: none.

Second Reading Ordinances

5. Council Bill/Special Ordinance 4023-2016

A Special Ordinance authorizing a variance to Chapter 22, “OFFENSES – MISCELLANEOUS,” of the

Moline Code of Ordinances, Section 22-4103, “Discharge of Weapons,” to allow for the discharge of

firearms at 901 46th Street, Moline, in concurrence with the issuance of a deer removal permit issued by

the Illinois Department of Natural Resources, provided that notice is given to the City at the time the

permit is issued.

Adopted: Alderman Wendt, seconded by Alderman Schoonmaker, moved to adopt Council Bill 4023-2016.

Motion carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Zelnio, Turner,

Schoonmaker and Liddell; nays: Rodriguez and Acri.

First Reading Ordinances

6. Council Bill/General Ordinance 3014-2016

An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of

Ordinances, Appendix 10 thereof, “PARKING PROHIBITED AT ANY TIME,” by including 14th

Avenue, on the south side, from a point 40 feet west of the center line of the first alley east of 18th Street,

east for a distance of 80 feet; and 15th Avenue, on the south side, from a point 40 feet west of the center

line of the alley east of 18th Street, east for a distance of 80 feet.

Council, Staff and Audience Comments:

Michael P. Waldron stated that the yard waste carts have started to be delivered.

Lew Steinbrecher, City Administrator, stated that the Q2030 Steering Committee is coordinating a briefing for

all QC Area Elected Officials and City/County Administrators/Managers to provide an update on the Q2030

Regional Action Plan progress and implementation.  Information about the public roll out that will be held on

June 30, 2016, will be provided and the committee seeks comments and questions in addition to the support of

the Leadership of the Quad Cities Local Governments.  It is expected to take approximately an hour and will be

followed by the Chamber’s “Pints & Politics” reception with the opportunity to meet up with Business Leaders,

Entrepreneurs and QC Chamber Members interested in connecting with Elected Officials.

Alderman Parker expressed appreciation for the Water Contest held at the Police Community Room.

Alderman Turner expressed appreciation for the Neighborhood Clean Up and Picnic held.

Charlie Rock, Resident, asked if public notice would be provided when the deer hunt takes place. Hunt Harris,

stated that he would request a list of surrounding property owners from the City and would provide notice.

Executive Session:

Alderman Parker, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of

Property Acquisition-5 ILCS 120/2 (C) (5) and Price Setting for Sale or Lease of Real Property-5 ILCS 120/2

(C) (6). Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt,

Zelnio, Turner, Schoonmaker, Liddell and Acri; nays: none.

City Council convened in Executive Session at 7:35 p.m.

Council reconvened in open session at 8:02 p.m.

On motion of Alderman Parker, Seconded by Alderman Wendt, Council adjourned at 8:02 p.m.

The next regularly scheduled City Council meeting is on May 10, 2016.
