Moline Plan Commission meets to hold public hearings

The City of Moline Plan Commission met at 4 p.m. Wednesday, June 22.

The Plan Commission was created to provide for the health, safety, comfort and convenience of the residents and businesses in the city and the surrounding area. The commission holds public hearings and is involved in the review and consideration of city subdivision and zoning matters.

Any person with disabilities who wishes to attend the meeting who requires a special accommodation or any other person requiring a special accommodation in attending the meeting should notify Anamaria Vera, Department of Planning & Development, 524-2053.

Re: Public Hearing for an amendment to the Official Comprehensive Plan: MOVING MOLINE FORWARD – Urban Design & Transportation Update to the 2014 Comprehensive Riverfront Plan As per the agenda for your June 22, 2016 meeting, a public hearing has been scheduled for the abovementioned plan update being considered as an amendment to the City’s Official Comprehensive Plan. In addition to the Dropbox link previously provided for the June 8th plan presentation, a copy of the draft plan can now be downloaded by clicking on, copying, or typing the following link into your web browser: http://moline.il.us/DocumentCenter/View/4015. Should you prefer, I can provide you with a hard copy of the draft plan if you let our office know at your earliest convenience. 

I believe most of you were able to attend the joint Plan Commission – Project Management Team (PMT) meeting on June 8th where Christine Carlyle and Teresa Fourcher of the project consulting team  provided a presentation on the plan. Your attendance, questions, and comments were greatly appreciated and speak well to your interest in and commitment to this project. Your questions and comments are currently being addressed and we hope to have responses incorporated into the plan by the time of the hearing. If that is not possible due to time constraints, we intend to have a list of said comments that are being incorporated into the plan. 

The plan update has been made possible by a grant from the Illinois Department of Transportation (IDOT). This planning project has been a joint effort between the City of Moline and Renew Moline with additional support and guidance provided by the project Advisory Committee, which has included John Wetzel and Bill Fitzsimmons from the Plan Commission as well as City staff, Renew Moline staff and Board members, MetroLink, and the Quad Cities Chamber of Commerce. 

Prior to the public hearing for the plan amendment, I will provide a brief PowerPoint recap of the Plan. Upon conclusion of the public hearing, it is staff’s recommendation that the Plan Commission approve a motion recommending that the City Council adopt the plan update as an amendment to the City’s Official Comprehensive Plan.

I would like to thank all of you for your participation in and support of this important project. I firmly believe that the level of public participation, the expertise of the project consulting team, and support and guidance afforded by the Plan Commission and Project Advisory Committee have all contributed to the development of a planning document that will serve the community well and move Moline forward in a positive direction.
