The Village of Carbon Cliff board of trustees met Tuesday, June 7.

Carbon Cliff Board of Trustees

Village Hall – 106 First Ave. – Carbon Cliff, IL

June 7, 2016 

Village President Bill Hintz called the meeting to order at 7:01 p.m.

Members President: Todd Cantrell, Keith Curry, Robert Dreher, LeeVon Harris, Alma Neels, and Larry Scott

Members Absent: None

Others Present:       Chris Hicks, Dispatch / Argus Reporter Nick Gottwalt, Director of Community & 

Administrative Services (D.O.C.A.S.) Scott Stephenson, Village Engineer & 

Karen L. Hopkins, Village Clerk 

Village President’s Agenda items discussed: ? Briefly discussed disposal of Village property.  The list basically consist of old water meter parts, signs, sign post, fire hydrants, park benches, drain culverts, chain link fencing.  These items are located at the  Maintenance Building and impound lot, have been accumulated over a long period of time and need to be  disposed of to make room and clean up the area.   

Trustee Curry suggested D.O.C.A.S. Gottwalt call Dell’s Metal in Rock Island to see about arranging a dumpster to be dropped off, Village Maintenance to fill the dumpster and then Dell’s would pick up the dumpster and pay the Village by check for the scrap metal.   ? Discussed putting ad in newspaper for a Full­Time Maintenance Position that is currently available.  This was removed from the Consent Agenda with suggestions that D.O.C.A.S. Gottwalt put on website and flyers be posted at Village Hall, Casey’s, and the Post Office. If we do not receive application to hire from these, then  it will be discussed about the ad again at that time.  The Village is making a motion to allow the Carbon Cliff Sports Club to install surveillance cameras at the Village Park (Baseball Diamonds) along with professional signs stating the area is under video surveillance.   All the signs and equipment necessary for the video surveillance will be purchased, owned and operated by the Carbon Cliff Sports Club.  Village of Carbon Cliff will have no legal obligations regarding the maintenance, usage or storage of video pertaining to these surveillance cameras. 

Old Business items discussed: New roof was installed on the current Village Hall (106 1st Avenue) June 2nd and 3rd.  The roof is supposed to  be 100% waterproof with only the gutters and edging side capping needing installed. 

News Business items discussed: Village President Hintz discussed having the Administration Committee look at possibly giving Dan Clark,  Maintenance Operator a raise and/or look at covering 100% of his insurance premium cost.   Dan Clark has been the only full time maintenance operator working with a couple part time employees three days a week  each.  The Village and Trustees have received compliments on how the Village is looking better.  Dan Clark  was hired in November with full time wages retro back to late October 2015 and did not receive a raise in  2016.  This will be discussed further at Administration Committee Meeting next week. 

Motion 1: Motion by Curry to establish Consent Agenda, as follows:

b. I­EPA – Notice of Application for Permit to Manage Waste (LPC – PA16), dated May 26, 2016 – The  purpose of this notice is to inform you that a permit application has been submitted to the Illinois EPA,  Bureau of Land, for a solid waste project described below.  Site Name:  Upper Rock Island County  Landfill – Street Address: 17201 20th Avenue North, East Moline, Illinois 61244 – 9405 – IEPA ID  #1618100014 – Description of Project:  Assessment monitoring report for wells G140 and G141 in  accordance with Condition VI.25 of Permit Modification No. 123. – Placed on view for public comment.

Updated on the FEMA Mitigation Grant requesting funds for raising approximately ten homes has been resubmitted by D.O.C.A.S. Gottwalt.  He has heard back from one of the Illinois State FEMA representative and was requested to add pictures of the properties, maps where the properties were located, and a few additional facts of information. 

It was mentioned that the John Deere Classic will be held August 8th to 14th this year.  

Briefly discussed issues with the South 1st Avenue West ditch from 6th Street to 10th Street, the large culvert under 10th Street currently is higher than the water.  This will be addressed again later.
