Rock Island City Council gathers to vote on motions

2016

The Rock Island City Council met at 6:45 p.m. yesterday, Aug. 22.

The Rock Island City Council includes the mayor and seven alderman, each from one of the city’s seven wards. Council meetings are held at 6:45 p.m. each Monday.

Here are the meeting minutes as provided by the Rock Island City Council:

a. Report from the Human Resources Department regarding payment in the amount of $50,463.77 to Broadspire of Atlanta, Georgia for worker's compensation settlement for Quincey Steele.

b. Report from the Public Works Department regarding payment #32 in the amount of $324,799.09 to Gilbane Building Company of Chicago, IL for construction services provided for the Rock Island Police Station project. (154)

c. Report from the Public Works Department regarding payment in the amount of $22,912.47 to Valley Construction Company Inc. of Rock Island, IL for an emergency water main repair on 48th Avenue and 11th Street. (159)

d. Report from the Public Works Department regarding payment #5 and final in the amount of $70,462.81 to Centennial Contractors of the Quad Cities in Moline, IL for services provided for the Shadybrook Phase II Resurfacing project. (160)

RC* 11. Purchase Card Claims for the month of July in the amount of $57,749.19. (Motion whether or not to approve the purchase card claims.)

RC* 12. Report from the Community and Economic Development Department regarding the purchase of Rock Island County tax auction properties as listed in the report in the amount of $19,638.68. (Motion whether or not to approve the purchase as recommended, authorize the City Manager to execute the contract documents and refer to the City Attorney for an ordinance.)

Report from the Public Works Department regarding bids for the 2016 Hot-In-Place Recycling Program, recommending the bid be awarded to Gallagher Asphalt Corporation of Thorton, IL in the amount of $343,395.00. (Motion whether or not to award the bid as recommended and authorize the City Manager to execute the contract documents.) (161)

Report from the Human Resources Department regarding a strikeout labor agreement between the City and the Fraternal Order of Police, Lodge #57 for the period of March 28, 2016 through December 31, 2020. (Motion whether or not to approve the agreement as recommended and authorize the City Manager to execute the contract documents.)

15. Report from the Human Resources Department regarding an agreement with Augustana College for providing health care services to Augustana College through the City’s Wellness Center. (Motion whether or not to approve the agreement as recommended and authorize the City Manager to execute the contract documents.)

RC* 16. Report from the Community and Economic Development Department regarding a Resolution approving the Guidelines for the Disposition of City-owned Real Estate. (Motion whether or not to adopt the resolution as recommended.)

Report from the Community and Economic Development Department regarding the HOME program and an Ordinance waiving inspection fees, covering real estate closing costs and authorizing the sale of the 2016 City-owned parcels as identified in Exhibit A. (Motion whether or not to approve the HOME program as recommended and consider, suspend the rules and pass the ordinance.)

Report from the Community and Economic Development Department regarding an amendment to Chapter 7 of the Code of Ordinances by establishing Exhibit A as Division IV of Article VI of that chapter for allowing urban chickens in the City of Rock Island and a Resolution establishing a $25.00 application fee for keeping urban chickens. (Motion whether or not to consider, suspend the rules and pass the ordinance and adopt the resolution.)

19. Report from the Public Works Department regarding the surplus of vehicles and equipment, recommending that the items be declared as surplus as stated in the report. (Motion whether or not to approve the request as recommended, refer to the City Attorney for an ordinance and authorize staff to dispose of the items at an upcoming auction or in a manner that is advantageous to the City.) 20. Report from the Community and Economic Development Department regarding the review of a two lot minor final plat of the Armetta 1st Addition located at 3008 and 3010 25th Avenue. (Motion whether or not to approve the final plat with the requested variances as recommended.)

21. Report from the Traffic Engineering Committee regarding a petition from Kathy McGrath to ban parking on both sides of the street west of the driveway at 4501 42nd Avenue to the south of the driveway at 4103 46th Street Court. (Motion whether or not to approve the request as recommended and refer to the City Attorney for an ordinance.) (157)

22. Report from the Mayor regarding an appointment to the Library Board. (Motion whether or not to approve the appointment as recommended.)

23. Report from the City Clerk regarding a Sound Amplification application from St. George Greek Orthodox Church for Friday, September 16 and Saturday, September 17, 2016 from 11:00 am to 11:00 pm for their annual Greek Festival to be held at 2930 31st Avenue. (Motion whether or not to approve the sound amplification permit as recommended.)

24. Report from the City Clerk regarding a Sound Amplification permit request from the Refuge Church to hold their annual three day outdoor revival on September 16th, 17th, and 18th with sound amplification starting on Friday, September 16th from 7:00 pm to 10:00 pm, Saturday, September 17th from 10:00 am to 10:00 pm and Sunday, September 18th from 2:00 pm to 6:00 pm at Franklin Field. (Motion whether or not to approve the sound amplification permit as recommended.)

25. Report from the City Clerk regarding a request for an Activity permit from Rock Island High School for their Homecoming Parade to be held on Friday, September 30, 2016 from 3:30 pm to 4:30 pm. (Motion whether or not to approve the event as recommended.)

26. Report from the City Clerk regarding an Activity permit application from the Cornbelt Running Club to hold their 28th annual 5K and 10K Run on Sunday, October 2, 2016 beginning at 8:00 am. (Motion whether or not to approve the event as recommended.)

RC* 27. Report from the City Clerk regarding an activity application for the St. Patrick’s Day Parade to be held on Saturday, March 18, 2017 beginning at 11:30 am, and a Resolution authorizing the use of a portion of 15th Street from 2nd Avenue to the Centennial Bridge. (Motion whether or not to approve the event as recommended and adopt the resolution.)
