Moline City Council executes funding application

The Moline City Council met Oct. 18 to execute a funding application.

MOLINE CITY COUNCIL MEETING

City Hall, 619 16th Street

Tuesday, October 18, 2016

Council Meeting: The City Council meeting came to order at 9:26 p.m. The Council met in regular session in

the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: Alderman Rodriguez gave no Invocation.

Roll Call: Roll call was taken with Mayor Raes, Aldermen Rodriguez, Parker, Wendt, Zelnio, Turner,

Schoonmaker, Waldron and Acri present. Absent: None.

Items on Consent:

Approval of Minutes

Council Minutes of the Special Meeting held on September 30, 2016, Committee of the Whole and Council

meeting minutes of October 11, 2016 and appointment of Laurie Zelnio to the Illinois Quad Cities Civic Center

Authority Board made during Committee of the Whole on October 11, 2016.

Resolutions

1. Council Bill/Resolution 1144-2016

A Resolution approving the Rock Island County Multi-Jurisdiction Local Hazard Mitigation Plan update

as the City’s Multi-Hazard Mitigation Plan pending FEMA approval of the Plan; and adopting the Rock

Island County Multi-Jurisdiction Local Hazard Mitigation Plan update.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus

vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker,

Wendt, Zelnio, Turner, Schoonmaker, Waldron and Acri; nays: none.

Items Not on Consent:

Resolutions

2. Council Bill/Resolution 1145-2016

A Resolution authorizing the Mayor and City Clerk to execute a Second Amendment to Agreement

between the City of Moline and the Quad Cities Chamber of Commerce Inc. related to the

administration of the Moline Centre Main Street Program and coordination of the maintenance and

landscaping requirements for Special Service Areas #5 and #6.

Approved: Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1145-2016.

Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Zelnio,

Schoonmaker, Waldron and Acri; nays: none; abstention: Alderman Turner due to membership on the Moline

Centre Main Street Commission.

3. Council Bill/Resolution 1146-2016

A Resolution authorizing the Mayor and City Clerk to execute an application for funding under the Rock

Island County Waste Management Agency (RICWMA) for the Solid Waste Assistance Grant (SWAG)

Program (FY17) in the amount of $32,612.25, and authorizing City staff to do all things necessary to

complete and submit said application.

Approved: Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1146-2016.

Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Zelnio,

Schoonmaker, and Acri; nays: none; abstention: Alderman Turner due to membership on the Keep Moline

Beautiful Commission and Alderman Waldron due to membership on the RICWMA Board.

First Reading Ordinances

4. Council Bill/General Ordinance 3027-2016

An Ordinance amending General Ordinance No. 2002-04-06 approving a major change of a P.U.D. Plan

(PC 01-18) located at 4011 38th Avenue, Moline.

Council, Staff and Citizen Comments:

Kathy Carr, Finance Director, indicated that the bond closing has been completed.

Alderman Parker thanked those involved in the tour of the Water Plants.

Alderman Waldron passed out the attached flyer regarding the Waste Commission of Scott County

On motion of Alderman Parker, Seconded by Alderman Wendt, Council adjourned at 9:31 p.m.

The next regularly scheduled City Council meeting is on October 25, 2016.
