Port Byron Board of Trustees receives update on TIF program

Port Byron Board of Trustees met Monday, Nov. 21.

The government of the Village of Port Byron is comprised of a Mayor and a Board of Trustees. The village board meets on the 1st and 3rd Monday of each month at 6:00 pm in the Village Hall, 120 S Main Street. Meetings are open to the public.

MINUTES BOARD MEETING November 21st 2016 – 6:00 P.M. VILLAGE OF PORT BYRON IL The second November Board Meeting was called to order with the Pledge of Allegiance by Mayor Kevin Klute, at 6:00 p.m. on Monday November 21st, 2016.

CALL TO ORDER BY MAYOR KEVIN KLUTE

ROLL CALL / ESTABLISHMENT OF QUORUM / PLEDGE OF ALLEGIANCE

Roll Call #1: Present: Trustees Brian Bitler, Bruce Peterson, Scott Sidor, Patrick Strobel, Wesley Wells Absent: Trustee Gerry Meade Mayor Kevin Klute declared a quorum to be present

Also Present: Manny Rivera, RICO Sheriff; Graham Lee, Village Attorney; Deb Laleman, Treasurer

COMMENTS FROM THE MAYOR

1. Mayor showed plaque from Bi-State recognizing their 50 years of service

2. Village will have holiday lighting contests for both businesses and residences

a. Business judging will be 12/1/16 

b. Residential judging will be 12/10/16

A. PUBLIC INFORMATION/FINANCE COMMITTEES

1. TUG FEST COMMITTEE LIAISON/TRUSTEE WES WELLS

2. TIF TODD WIEBENGA

a. Almost done with yearly TIF report, to be submitted to State of Illinois 

b. TIF budget up to date

c. Issue of residential TIF still in flux, no decisions

1. Will need more research and input, perhaps from a committee of citizens & trustees 

2. Will be tabled until a later date

3. IRDC COMMITTEE TRUSTEE PATRICK STROBEL

a. Route 84/sidewalk projects

1. Phase 1 Cherry to Taylor – bids go out next year 2017 2. Phase 2 Taylor to 11th St – will have meeting 12/13/16 with IDOT b. Shew development project

1. Shew thinking about picking up larger share of potential costs 2. Do we get MSA involved – we have been leaning on them for advice

5. VILLAGE FINANCE COMMITTEE TRUSTEE SCOTT SIDOR

a. 10/16 Treasurer’s reports, including P&L and check registers (C/A Item B) b. 2017 Tax Levy

1. Trustee Sidor explained Tax Levy options 

2. Suggested the option of a 2% increase, that would be maintaining pace with inflation 

3. Will be voting on Ordinance next meeting

6. ECONOMIC DEVELOPMENT TRUSTEE WES WELLS

a. Christmas Walk downtown on Friday December 9th

1. Time will be 5:30-7:00pm 

2. Hope businesses will participate 

b. National Geographic Tourism Information

1. NatGeo.com is a website geared toward tourism 

2. Any good photos of Port Byron could be useable – send to Wes c. June 2017 Bike Tour PB stop

1. “From Byron to Byron Bike Ride” 2. Bikers will camp out in Illiniwek Park

7. PLANNING/ZONING COMMITTEE TRUSTEE GERRY MEADE

a. Minutes of 10/12/16 P & Z meeting (C/A Item C) b. Trustee Peterson shared $750 donation from Vietnam Veterans Chapter 299

1. It’s to be applied towards children’s drinking fountain in playground 

2. He believes the Korean War Veteran’s group is also going to donate towards the drinking fountain – will keep Board posted 

c. Individual in the Port Byron community would like to sponsor a bike-repair kiosk

1. Would be similar to one by WIU campus in Moline 

2. Will not come to fruition until next Spring 

3. Will obtain P & Z approval d. Little Library – will be placed by “old gazebo”

Trustee Sidor made motion to approve the Consent Agenda, seconded by Trustee Peterson - All Ayes Mayor Klute declared the Consent Agenda approved.

OLD BUSINESS

Trustee Sidor inquired from Trustee Peterson if he had any success with an amplified speaker system – Peterson said he visited at the Superintendent’s office, and discovered they formerly used a system for School Board meetings. They no longer use, so they are looking into whether the Village could use the system.

Trustee Peterson made a motion to adjourn, seconded by Trustee Bitler All Ayes - Mayor Klute declared the meeting adjourned at 7:02 PM.
