East Moline City Council considers 2017 water bids

The East Moline City Council met Nov. 7 to consider the 2017 water bids.

Here are the meeting's minutes, as provided by the council:

The East Moline City Council is comprised of seven members, one from each ward, who are elected for four-year staggered terms. The council passes ordinances and resolutions that sets policies, approves expenditures, determines tax rates, and sets budgets. Members meet at 6:30 p.m. on the first and third Monday of each month at City Hall Council Chambers, 915 16th Ave.

MINUTES OF THE MEETING OF THE MAYOR AND CITY COUNCIL OF THE CITY OF EAST MOLINE, COUNTY OF ROCK ISLAND, STATE OF ILLINOIS MONDAY, NOVEMBER 7, 2016 6:30p.m.

PLEDGE Mayor Thodos led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL Mayor Thodos called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Gary Almblade, Nancy Mulcahey, Ed DeJaynes, Humberto Aguilar, Robert Cheffer, Gary Westbrook, and Mayor Thodos. Absent: Helen Heiland.

PUBLIC COMMENT: None

CITY CLERK’S REPORT City Clerk Holmes passed.

ADDITIONS/CORRECTIONS TO AGENDA None

CONSENT AGENDA

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

A. Approval of City Council Minutes of October 17, 2016. B. NO Committee-of-the-Whole Minutes of October 17, 2016. C. Approval of Salaries for October 21, 2016 in the amount of $406,232.32 D. Approval of Salaries for November 5, 2016 in the amount of $404,118.99. E. Approval of Bills in the amount of 786,640.97.

A motion was made by Alderman Westbrook, seconded by Alderman DeJaynes, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Westbrook, Almblade, Mulcahey, DeJaynes, Aguilar, and Cheffer. Motion carried.

REPORT BY MAYOR Mayor Thodos reported that the city had a very nice turnout for our Annual Halloween Parade that was held in our downtown. Other Halloween events through-out the city was very well attended. November 11th - Veterans Day Ceremony will be held inside at the American Legion Post 247 the Ceremony will begin at 11:00a.m. The guest speaker will be General Dix, Rock Island Arsenal. The Council will begin tentatively discussing the Tax Levy at tonight’s meeting. Mayor Thodos stated that the budget meetings will be every other Monday (November 14th) beginning at 5:30p.m. and he is requesting that the Council give their input and express their concerns, as to not have a situation like last year.

CITY ATTORNEY CLAYTON LEE PRESENTED THE FOLLOWING RESOLUTIONS.

NO ORDINANCES OR RESOLUTIONS FOR CONSIDERATION TONIGHT.

COMMITTEE-OF-THE-WHOLE (Alderman DeJaynes) Alderman DeJaynes had no items for discussion. All other items have been covered under the Consent Agenda, Resolution or Ordinance.

CITY STAFF COMMUNICATION: Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

Ms. Petersen, Finance Director – Ms. Petersen provided the City Council a copy of the 2017 budget and a copy of the Capital Improvement Plan (CIP) for 2017 through 2021. The eligibility study and report for the TIF Amendment is available in the City Clerk’s Office. The rest of the schedule will be coming to get this Triumph Bank property included in the Downtown TIF.

Mr. Kammler, Director of Engineering - Mr. Kammler informed the City Council, that there is a Plan Commission meeting on Wednesday, November 9, 2016, here at City Hall in the down stairs conference room. The Plan Commission will be reviewing the first draft of the new Zoning Ordinance.

Mayor Thodos – asked Mr. Kammler what is the status on the 7th Street Wall, Mr. Kammler replied that the contractor is trying its best to expedite that work, and still get going yet this year, dependent upon the weather.

Mr. Drake, WWW Facilities Director, Mr. Drake informed the City Council that Bi-State Regional Commission have received the 2017 bids for the water chemicals. Once the bids are received and reviewed by them, Mr. Drake will bring the bids back to the City Council for consideration.

Mayor Thodos announced that there will be a closed session to discuss:

Pending Litigation – Workers Compensation.

RECESS SESSION: A motion was made Alderman Westbrook, seconded by Alderman DeJaynes, to recess the City Council meeting and go into the Committee-of-the-Whole meeting. Upon roll call the following voted in favor: Westbrook, Almblade, Mulcahey, DeJaynes, Aguilar, and Cheffer. Motion carried. 6:41p.m.

RECONVENE SESSION: A motion was made by Alderman Westbrook, seconded by Alderman DeJaynes, to go back in to the City Council meeting. Upon roll call the following voted in favor: Westbrook, Almblade, Mulcahey, DeJaynes, Aguilar, and Cheffer. Motion carried. 7:36p.m.

CLOSED SESSION: A motion was made by Alderman Westbrook, seconded by Alderman DeJaynes, to go into Closed Session to discuss the following items; Collective Bargaining. Upon roll call the following voted in favor: Westbrook, Almblade, Mulcahey, DeJaynes, Aguilar, and Cheffer. Motion carried. 7:41p.m.

REOPEN SESSION: A motion was made by Alderman Westbrook, seconded by Alderman DeJaynes, to go back into Open Session. Upon roll call the following voted in favor: Westbrook, Almblade, Mulcahey, DeJaynes, Aguilar, and Cheffer Motion carried. 8:00 p.m.

“No Action was taken in Closed Session

ADJOURNMENT: A motion was made by Alderman Westbrook, seconded by Alderman DeJaynes, to adjourn the City Council meeting. Upon roll call the following voted in favor: Westbrook, Almblade, Mulcahey, DeJaynes, Aguilar, and Cheffer. Motion carried. 8:01:p.m.
