CALL TO ORDER BY MAYOR KLUTE

ROLL CALL / ESTABLISHMENT OF QUORUM / PLEDGE OF ALLEGIANCE

Roll Call #1: Present: Trustees Brian Bitler, Gerry Meade, Scott Sidor

Patrick Strobel, Wesley Wells

Absent: Bruce Peterson

Mayor Klute declared a quorum present

Also Present: Manny Rivera, RI CO Sheriff Deputy; Carol Henry, Treasurer;

Eric Sikkema, Public Works

OFFICIAL BUSINESS

Mayor Klute pointed out the FY18 Board Meeting schedule in the Trustees’ information

COMMENTS FROM THE MAYOR

1. Request for donation from URICRA -

a. Dorrance Park is facing a huge cost in replacing lighting around ballfields

b. Village is very motivated to support Dorrance, as it is a substantial recreational

opportunity within the Village

Trustee Sidor made a motion to donate $350 to be applied toward the Dorrance Park lighting

fund, seconded by Trustee Wells

a. Freenote Harmony Park - update

1. Sarah said the proposed site of the park is within 50 feet of the railroad

tracks, so will not be allowed

2. They are pursuing other site options

4. IRDC COMMITTEE TRUSTEE PATRICK STROBEL

a. Minutes from February 17, 2017 IRDC meeting (C/A Item E)

b. Offered an update of “Fiber My City” vote, to extend fiber-optic cabling to Port Byron 1) Port Byron is in top 3 vote getters at moment 2) Voting ends 3/15/17

5. MSA

a. MFT Resolution for 2012

Trustee Sidor made a motion to approve the MFT Resolution for 2012, seconded by

Trustee Bitler

6. VILLAGE FINANCE COMMITTEE TRUSTEE SCOTT SIDOR

a. Draft budget for FY18 distributed to Trustees for review

1. There will be a Public Hearing on Monday March 20th prior to Board

meeting for explaining and reviewing proposed Budget, at 5:30PM

b. 02/17 Treasurer’s reports, including P&L and check registers (C/A Item D)

7. ECONOMIC DEVELOPMENT TRUSTEE WES WELLS

8. PLANNING/ZONING COMMITTEE TRUSTEE GERRY MEADE

a. Removal of tree(s) on Polk St

1. Received bids to remove 3 trees

2. Lowest bid from Nelson Tree Service

Trustee Meade made a motion to accept bid from Nelson’s Tree Service NTE $1800,

seconded by Trustee Sidor

1. RECYCLING AND REFUSE TRUSTEE BRUCE PETERSON

2. WATER/SEWER TRUSTEE PATRICK STROBEL

3. BLDG. & GROUNDS/STREETS & STREET LIGHTS TRUSTEE BITLER

a. Purchase of generator for Village Hall

1. Public Works has received 4 bids on emergency generator for Village Hall

2. Wide variance in price

3. Bitler has volunteered to donate the necessary gas piping

4. Village Hall is a designated Emergency Response Center, so generator is

large enough to support FEMA trailers, Fire Department, Village Hall

5. Much discussion ensued about costs and logistics of generator install

Trustee Sidor made a motion to accept bid from Tri-City Electric for purchase of a

generator, NTE $27,981 from TIF funds in FY17, seconded by Trustee Wells

Nays: None

Absent: Trustee Peterson

Mayor Klute declared motion approved

Trustee Sidor made a motion to purchase/install a concrete pad for the generator, at a cost

NTE $1000 from TIF funds, seconded by Trustee Bitler

EXECUTIVE SESSION - closed session to discuss salary schedules for one or more classes of municipal

employee (5 ILCS 120/2(c) (2)

Trustee Sidor made motion at 6:50 PM to recess into closed session for personnel

discussion, seconded by Trustee Meade

All Ayes

Mayor Klute declared motion approved and Board recessed into closed session

RETURN TO OPEN SESSION

Trustee Bitler made motion to return to return to open session, seconded by Trustee Wells

Mayor Klute declared a quorum present and Board resumed open session

At 7:58 PM the board reconvened in open session.

Mayor Klute stated that the subject of the closed session was personnel discussions for Village employees

Trustee Bitler made a motion to adjourn, seconded by Trustee Strobel

All Ayes

Mayor Klute declared the meeting adjourned at 7:58 PM
