City of Kewanee City Council met Monday, March 27.

COUNCIL MEETING 17-06 MARCH 27, 2017

The City Council met in Council Chambers at 6:30 PM with the Mayor calling the meeting to order and the following answering to roll call:

Andy Koehler Council Member

The Pledge of Allegiance was said.

Mayor Looney asked for a moment of silence for our troops still fighting overseas.

Mayor Looney explained that the next items were placed on the consent agenda and were considered to be routine in nature to be passed as a whole with one vote of the Council. Mayor Looney requested that any member of the Council or the audience wishing to have an item removed from the consent agenda for individual consideration to make the request and the item would be removed and considered following the approval of the remaining consent items. The consent agenda included minutes from the March 13, 2017 Council Meeting, payroll for the pay period ending March 18, 2017 in the amount of $190,863.58 and staff reports from Police Department, Finance & Administrative Services, Bock Inc. and Well 4 Status update. Council Member Wallace-McKenna requested that the Well 4 update be removed from the consent agenda. The remaining consent agenda items were approved on a motion made by Council Member WallaceMcKenna and seconded by Council Member Koehler. Roll call showed 5 ayes, no nays. The motion passed.

City Engineer Nobel gave a brief review of the Well 4 update to the Council.

Mayor Looney reminded the audience to come up to the front to answer or pose any questions, so that viewers at home could hear the entire business taking place.

Bills submitted for approval totaling $66,307.48 were approved on a motion made by Council Member Wallace-McKenna and seconded by Council Member Yaklich. Roll showed 5 ayes, no nays. The motion passed.

CITIZEN PARTICIPATION

Mayor Looney asked if anyone wished to speak. There being no such requests Mayor Looney moved on to new business.

NEW BUSINESS

The minutes from the Zoning Board of Appeals from its meeting on March 15, 2017 were accepted on a motion made by Council Member Wallace McKenna and seconded by Council Member Yaklich. Council Member Koehler commented about consistent absentees. Roll call showed 5 ayes, no nays. The motion passed.

Ordinance #3877 granting a request for variance to Patricia Baysingar and Harvey Baysingar at 816 Florence Street was approved on a motion made by Council Member Yaklich and seconded by Council Member Wallace-McKenna. Council Members noted that the request was consistent with other homes in the area. Roll call showed 5 ayes, no nays. The motion passed.

The Plan Commission minutes from its meeting on March 23, 2017 were accepted on a motion made by Council Member Koehler and seconded by Council Member Wallace-McKenna. Roll call showed 5 ayes, no nays. The motion passed.

Ordinance #3878 granting a special use permit to Keith Rentschler and Fork Restaurant Group Kewanee LLC d/b/a Ruby's XIII for the sale of alcoholic liquor by the serving was approved on a motion made by Council Member Yaklich and seconded by Council Member Schweitzer. Council Member Schweitzer noted that there would be a maximum of three drinks served. Mr. Rentschler confirmed that fact. Roll call showed 5 ayes, no nays. The motion passed.

Ordinance #3879 granting a special use permit to Lalit Patel and Krishna Kanaiya d/b/a Kewanee Liquor and Tobacco for the packaged sale of alcoholic liquor was approved on a motion made by Council Member Schweitzer and seconded by Council Member Yaklich. Council Members noted that this was simply a change in ownership of the current location. Roll call showed 5 ayes, no nays. The motion passed.

Resolution #5041 awarding the demolition of 212 West McClure St to Kirk Dana Construction was approved on a motion made by Council Member Koehler and seconded by Council Member Schweitzer. Council Member Schweitzer questioned if prevailing wage was a requirement of the contractors of demolitions. While City Attorney Raver researched the issue, Mayor Looney moved on to the next item.

Ordinance #3875 establishing Chapter 158 Fencing Regulations was approved on a motion made by Council Member Wallace-McKenna and seconded by Council Member Yaklich. Community Development Director Edwards explained the updates language to allow temporary fencing around active gardens at the request of Council Member Schweitzer. Roll call showed 5 ayes, no nays. The motion passed.

Resolution #5038 amending the Economic and Community Development Incentives with additional program guidelines was approved on a motion made by Council Member Wallace-McKenna and seconded by Council Member Yaklich. Council Member Schweitzer questioned the application of the slope requirement for the sidewalk program on State Highways. Community Development Director

Edwards explained that an employee from IDOT would also inspect the replaced sidewalk. City Manager Bradley suggested adding or per Illinois Department of Transportation specifications when improvements occur within state right-of-way. Council Member Schweitzer made a motion to include the suggested language. Council Member Wallace-McKenna seconded that motion. Roll call showed 5 ayes, no nays. The motion passed.

Resolution #5038 amending the Economic and Community Development Incentives with additional program guidelines was approved as amended on a motion made by Council Member Yaklich and seconded by Council Member Schweitzer. Roll call showed 5 ayes, no nays. The motion passed.

Resolution #5042 establishing a Vehicle and Equipment Replacement Program for the City of Kewanee was tabled on a motion made by Council Member Yaklich and seconded by Council Member Schweitzer. Council Member Yaklich wanted to table the resolution until the Council had had more time to review the budget for the upcoming fiscal year. Council Member Koehler had made a motion to approve the resolution, with Council Member Yaklich seconding that motion. That motion and second were withdrawn to allow the motion to table. Roll call showed 5 ayes, no nays. The motion passed.

City Attorney Raver, having reviewed applicable statutes and acts, reported that in his opinion prevailing wage would not apply to demolition of houses, as contracted by the City. Resolution #5041 awarding demolition of 212 West McClure Street to Kirk Dana Construction was then approved on the motion made by Council Member Koehler and seconded by Council Member Schweitzer. Roll call showed 5 ayes, no nays. The motion passed.

City Clerk Edwards read proclamations declaring April 3-9 as Public Health Week in Kewanee, April 4 as Mayor's Day of Recognition and April 6 as Junior Achievement Day.

OTHER BUSINESS

Council Member Koehler asked when Francis Park would open for the season. Grounds Maintenance Manager Newton answered that the park would open on the last Friday of April and there would be no change to the fees.

Council Member Koehler also reminded residents of the League of Women Voters Candidates forums taking place the Wednesday and Thursday of that week.

Council Member Yaklich commented on some manhole covers that needed risers installed after some street work was performed specifically behind the library, on West Central Blvd., and South Vine Street.

Council Member Wallace-McKenna asked if there would be a report from Fleet Maintenance in future packets. She also asked when the Transfer Station would begin Saturday hours. Operations Manager Johnson announced that the Transfer Station would be open on Saturdays in April, May and June from 8 am – 12 noon, except the Saturday after Good Friday and Memorial Day weekend.

Council Member Wallace-McKenna then congratulated Troy Ainley on being Chief elect of the Police Department.

Council Member Schweitzer congratulated the KHS Group Interpretation team for making it to State level competition. She also welcomed Chief elect Ainley.

Mayor Looney congratulated Chief Ainley and thanked City Manager Bradley and staff for their work.

ANNOUNCEMENTS

City Clerk Edwards announced that cemetery cleanup by Cemetery staff was complete. The Fire Department would be burning off the storm water holding ponds as soon as weather and conditions cooperated. These ponds were located South of Page Street along Ridge Road, and adjacent to the Dodge and Church Street intersection. Burn days for landscape waste would resume Saturday, April 1, weather permitting. Burn days in Kewanee were on Wednesdays and Saturdays during the months of April, May, June, September, October, and November between the hours of 8 am and sunset provided the Fire Department determines the proper conditions are met for that day. Residents were encouraged to check for burn day information on the City website or contact City Hall option 6 to verify burn day information.

Council Member Wallace-McKenna reminded residents to vote.

There being no further business, Council Member Wallace-McKenna moved to adjourn the meeting and

Council Member Schweitzer seconded the motion.
