State Rep. Brian Stewart (R-Freeport) said there are three things Illinois needs to do to fix its economic issues, according to his website.
The first and most-pressing is a full, balanced budget, he said.
"A balanced budget will heal many of our wounds, but it will not be a cure-all," Steward wrote. "I am extremely proud of our district’s passion for a budget to be passed, but I shudder at the thought of seeing that energy dissipate once we actually have a budget."

Step two is to stop taxing in an effort to fix matters, he wrote.
"We cannot think of Illinois employers and taxpayers as being like dairy cows that can be milked over and over again without repercussions," Stewart argued. "Every taxpayer is a unique individual who makes decisions based upon that which is in their own best interest and that of their loved ones."
Lastly, Stewart said Illinois must maintain stability once it sets itself on a better path.
"The practice of coming up with 'good ideas' on how to spend more money that we don’t have needs to come to an abrupt end," he wrote. "We must keep our focus squarely on growing our state and retaining our residents. Only then can we succeed."
