Village of Andalusia Village Board met June 5.

Here is the minutes provided by the Board:

Call to Order:

The Board of Trustees met in a public meeting on Monday June 5, 2017 at the Village Hall. The meeting was called to order by President Curt Morrow at 7:00 pm. He led the pledge to the flag.

Roll Call:

Present: President Morrow, Trustee Woeber, Trustee Einfeldt, Trustee Neece, Trustee Anderson, Trustee Pittard, Trustee Brackney

Absent: None

Trustee Einfeldt Made A Motion To Accept The Minutes From The May 15, 2017 Board Meeting. Seconded By Trustee Pittard. Voice Vote.

Aye: Trustee Anderson, Trustee Woeber, Trustee Neece, Trustee Pittard, Trustee Brackney, Trustee Einfeldt

Nay: None

Motion Carried: 6-0 (0 Absent)

Trustee Neece Made A Motion To Approve The Bills For June 5, 2017 In The Amount Of $53,197.34 Seconded By Trustee Einfeldt. Voice Vote.

Aye: Trustee Einfeldt, Trustee Neece, Trustee Woeber, Trustee Pittard, Trustee Brackney, Trustee Anderson

Nay: None

Committee Reports:

Water and Sewer: Trustee Pittard announced that because of the high water, the Lagoon can’t be emptied. The Lagoon Project should be competed in a week to a week and a half. Ten days at the most.

Trustee Pittard also informed the Board that the Consumer Reports for the Water System will be coming out soon.

Trustee Pittard discussed the need for a new generator at the Hills Creek Station. He mentioned that according to Illinois Law, the Trustees can vote to wave the bidding process if the board agrees by a two-thirds vote. This will be an action item at the next board meeting.

Streets and Alleys: No report

Finance and Audit: Trustee Brackney presented Ordinance No. 2017-05-01 An Ordinance of Appropriation for the Fiscal Year ending April 30, 2018 for the second reading.

Trustee Anderson Made A Motion To Approve The Second Read Of Ordinance No. 2017-05-01 And Ordinance Of Appropriation For The Fiscal Year Ending April 30, 2018. Seconded By Trustee Woeber. Voice Vote.

Aye: Trustee Anderson, Trustee Neece, Trustee Woeber, Trustee Pittard, Trustee Brackney, Trustee Einfeldt

Nay: None

Motion Carried: 6-0 (0 Absent)

Building and Grounds: Trustee Einfeldt had an informative tour of the buildings and grounds with Justin Parchert. She suggested that the Village get the salt out of the metal building as it can cause erosion to the metal. Trustee Einfeldt also would like the black dirt that the Village has in storage to be put under some sort of a cover.

Parks and Recreation: Trustee Anderson has been working with Chad Kelly to try to find a solution to the Harbor dredging project that needs to be done at Kelly’s Landing. There is no easy solution to this issue.

Police: Trustee Neece reported that the “No Parking” signs at the Lions Park seem to be helping. He also stated that the SMV issue has settled down a bit.

Reports of Officers:

Village Clerk: Clerk Hoffman reported that she will be having surgery on June 15, 2017 and will be out of the office for 2 weeks. Evelyn Parchert will be filling in on a limited basis.

Department of public works: Justin Parchert is on vacation so Joe Dungan made the report for the Public Works department.

Joe informed the board that they have been mowing and weed eating. He also stated that the River is down about 2 feet.

Joe informed the Board that a pressure release valve by the post office has been causing issues. The crew is working on it.

Mayor: No Report

New Business: John Williams was present to ask the Village Board for their approval to combine four lots at 5th street & 3rd Ave. The Board approved the request.

Casey’s General Store sent a new plat design for the Boards Approval. The new plat describes the entrance areas for the parking lot when the new building is built.

Trustee Woeber Made A Motion To Adjourn Into Executive Session To Discuss Personnel Matters At 7:35 pm. Seconded By Trustee Pittard. Voice Vote.
