The City Council met in Council Chambers at 6:00 PM with the Mayor calling the meeting to order and the following answering to roll call:

Council Member Yaklich made a motion at 6:01 PM to adjourn to executive session pursuant to Section 2(c)(1) of the Open Meetings Act to discuss personnel. Council Member Schweitzer seconded the motion. Roll call showed 5 ayes, no nays. The motion passed.
The executive session was adjourned at 6:57 PM on a motion made by Council Member Yaklich and seconded by Council Member Schweitzer. Roll call showed 5 ayes, no nays. The motion passed.
The Council Meeting resumed at 7:00 PM with Mayor Looney announcing that Council was reconvening following a closed session pursuant to Section 2(c)(1) of the Open Meetings Act to discuss personnel.

Mayor Looney asked for a moment of silence for our troops still fighting overseas.
Mayor Looney explained that the next items were placed on the consent agenda and were considered to be routine in nature to be passed as a whole with one vote of the Council. Mayor Looney requested that any member of the Council or the audience wishing to have an item removed from the consent agenda for individual consideration to make the request and the item would be removed and considered following the approval of the remaining consent items. The consent agenda included minutes from the June 12, 2017 Council Meeting and payroll for the pay period ending June 10, 2017 in the amount of $378,147.29, reports from Health, Building & Zoning, Finance & Administrative Services, Public Works, Bock Inc. and Cemetery Board of Managers. The consent agenda was approved on a motion made by Council Member Faber and seconded by Council Member Schweitzer. Roll call showed 5 ayes, no nays. The motion passed.
Bills submitted for approval totaling $216,924.87 were approved on a motion made by Council Member Yaklich and seconded by Council Member Faber. Council Member Schweitzer questioned the invoice for restoring files SCADA. City Manager Bradley explained that the SCADA was for the Water Treatment Plants. Council Member Faber questioned the purchase at Green Chevrolet. City Manager Bradley explained that a used van was purchased for city use. Council Member Schweitzer questioned the invoice from JW Ossola. City Clerk Edwards pointed out the description at the top of the next page, noting that the payment was for the pressure relief valves project. Council Member Schweitzer asked about the sidewalk project on Elliott Street, noting that Ratliff a project the year before, but Ordaz Construction was completing the next phase. Council Member Yaklich questioned the child restraint seat. Fire Chief Shook explained that the child restraint seats were for the ambulance, as required by the State of Illinois. Roll call showed 5 ayes, no nays. The motion passed.
Citizen Participation
Mayor Looney asked if anyone wished to speak. There being no such requests Mayor Looney moved on to new business.
New Business
The Zoning Board of Appeals minutes from its meeting on June 21, 2017 were accepted on a motion made by Council Member Yaklich and seconded by Council Member Schweitzer. Roll call showed 5 ayes, no nays. The motion passed.
Ordinance #3888 granting a variance to Anthony Holdgrafer at 703 South Washington Street was approved on a motion made by Council Member Faber and seconded by Council Member Koehler. Council Member Faber and Mayor Looney noted that they had driven past the lot in question and saw no concern with the request. Roll call showed 5 ayes, no nays. The motion passed.
The Plan Commission minutes from its meeting on June 22, 2017 were accepted on a motion made by Council Member Koehler and seconded by Council Member Yaklich. Roll call showed 5 ayes, no nays. The motion passed.
Ordinance #3889 granting a rezoning request for land located at 212 North Burr Blvd. from B-1 to B-3 Business District was approved on a motion made by Council Member Faber and seconded by Council Member Koehler. Mayor Looney noted that the request would allow a nice addition to the area. Roll call showed 5 ayes, no nays. The motion passed.
Ordinance #3890 granting a special use permit to Bill Co, owner of Big River Gaming LLC d/b/a Lacey’s Place for property located at 202 North Tremont Street for the sale of alcoholic liquor by the serving was approved on a motion made by Council Member Schweitzer and seconded by Council Member Koehler. Roll call showed 5 ayes, no nays. The motion passed.
Discussion regarding a right-of-way agreement with Geneseo Communications was held. City Manager Bradley explained the current offer on the table, along with the difficulties associated with allowing the fiber optic cable in the right-of-way. He also noted the current right-of-way agreements with Comcast and Frontier communications, further stating that when fiber optic internet comes to Kewanee, some residents would switch and that would have an effect on the revenue of the city. Council Members requested that Mr. Bradley continue to negotiate with Geneseo Communications.
Ordinance #3891 granting a rezoning request for land located at 618 Tenney Street, 626 Tenney Street, and 150 East South Street to B-3 Business District was approved on a motion made by Council Member Faber and seconded by Council Member Koehler. City Manager Bradley explained that the request was city initiated. Community Development Director Edwards displayed a large aerial map of the area and explained the proposed changes and reasoning for the changes. Roll call showed 5 ayes, no nays. The motion passed.
Resolution #5059 establishing compensation for certain non-union, exempt, and management staff for fiscal year 2017/2018 was approved on a motion made by Council Member Yaklich and seconded by Council Member Faber. Roll call showed 5 ayes, no nays. The motion passed.
Other Business
Council Member Faber noted the upcoming Prairie Chicken Festival on July 14 & 15.
Council Member Schweitzer commented on the recently held Hero Day at Encounter Church. She also encouraged residents to be considerate of neighbors, friends and pets when using any type of fireworks, as it is not always apparent when someone suffers from PTSD. She also wished everyone a happy and safe 4th.
Council Member Koehler thanked Community Development Director Edwards for working with him over a complaint in his yard regarding extra vehicles. He also commented on the upcoming festivities for the 4th of July. He wished everyone a happy and safe 4th.
Council Member Yaklich cautioned residents to have a safe 4th ad to be careful as there would be extra pedestrian traffic. He also noted the Concerts in the Park series every Thursday. He complimented and thanked staff for their work on the grounds.
Mayor Looney wished everyone a safe and happy 4th. He thanked Council and staff for their efforts. He also announced that the city’s SeeClickFix app would be launched on Tuesday, June 27th.
Announcements
City Clerk Edwards announced that City Hall offices would be closed on Tuesday, July 4th in celebration of Independence Day. There would be no landscape waste collection, with Tuesday’s trash collection moving to Monday, and no other planned changes. The Transfer Station Saturday hours had ended for the season. She also reminded residents that landscape bags should not be taped in any manner, noting that landscape bags that had been taped would not be picked up. Residents were also reminded that landscape bags should only include landscape waste, which did not include timbers or other edging materials, stones or other waste material. Another reminder was made to the users of the Transfer Station stating that loads traveling to the transfer station that were not tarped could be assessed an additional $50.00 fee per City Code section 50.10 (B)(2).
There being no further business, Council Member Schweitzer moved to adjourn the meeting and Council Member Faber seconded the motion. Roll call showed 5 ayes, no nays. The meeting adjourned at 7:42 PM.
