Moline City Council met July 18.

Here is the minutes provided by the Council:

Council Meeting: The City Council meeting came to order at 7:51 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: Alderman Turner gave an Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg present. Absent: None.

Items on Consent:

Approval of Minutes Special Council meeting minutes of July 11, 2017, Committee-of-the-Whole and Council meeting minutes of July 11, 2017, June Financial Report, and 2016 Police Annual Report.

Second Reading Ordinances-

1. Council Bill/General Ordinance 3009-2017

An Ordinance amending Chapter 20, “Motor Vehicles And Traffic,” of the Moline Code of Ordinances, Appendix 10 thereof, “Parking Prohibited At Any Time,” by including 50th Street Court, 75 feet from the back of curb to the first drive way on the east side, north of 48th Avenue.

Resolutions

2. Council Bill/Resolution 1117-2017

A Resolution authorizing the Mayor and City Clerk to adopt the City of Moline Community Development Block Grant Program Policies and Procedures Manual Amendments to Section III(A), “Introduction;” Section III, “Community Housing Services;” and Section VI(B), “Client Documentation by Subrecipient.”

3. Council Bill/Resolution 1118-2017

A Resolution authorizing the Utilities General Manager to approve Change Order #7 with Williams Brothers Construction Inc., for the North Slope Wastewater Treatment Plant Improvements Project, in the amount of -$28,471.77.

4. Council Bill/Resolution 1119-2017

A Resolution authorizing the Fleet Manager to execute a Business Vehicle Lease with Green Chevrolet for covert police vehicles.

5. Council Bill/Resolution 1120-2017

A Resolution authorizing the Mayor and City Clerk to execute a Contract with Centennial Contractors for Project #1270, 2017 Alley Reconstruction, in the amount of $113,550.00.

6. Council Bill/Resolution 1121-2017

A Resolution authorizing the Mayor and City Clerk to execute a Contract with Civil Constructors Inc., for Project #1274, 16th Street Viaduct Pier Repairs and 52nd Avenue Bridge Deck Replacement.

7. Council Bill/Resolution 1122-2017

A Resolution authorizing the Mayor and City Clerk to accept a proposal from the executive search consultant, GovHR USA, Northbrook, Illinois, to begin a search for candidates for the positions of Police Chief and Fire Chief for the City of Moline.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

First Reading Ordinances-

8. Council Bill/General Ordinance 3010-2017

An Ordinance amending Chapter 20, “Motor Vehicles And Traffic,” of the Moline Code of Ordinances, Section 20-5124, “Unauthorized Persons Using Persons With Disabilities Parking Spaces; A Violation,” Appendix 24, “Persons With Disabilities Parking Spaces,” by repealing one on-street stall at 403 43rd Street and by adding two on-street stalls at 403 43rd Street.

9. Council Bill/General Ordinance 3011-2017

An Ordinance amending Chapter 20, “Motor Vehicles And Traffic,” of the Moline Code of Ordinances, Section 20-5124, “Unauthorized Persons Using Persons With Disabilities Parking Spaces; A Violation,” Appendix 24, “Persons With Disabilities Parking Spaces,” by including two on-street stalls at 1727 18th Avenue.

10. Council Bill/General Ordinance 3012-2017

An Ordinance amending Chapter 20, “Motor Vehicles And Traffic,” of the Moline Code of Ordinances, Appendix 10 thereof, “Parking Prohibited At Any Time,” by including two on- street parking stalls in front of Top Ten Nails and Hair Salon at 826 18th Avenue.

11. Council Bill/Special Ordinance 4027-2017

A Special Ordinance granting a permanent waiver and payment in-lieu of construction of sidewalks pursuant to Section 35-2211 of the Moline Code of Ordinances for the property located at 3710 39th Avenue Drive.

12. Council Bill/Special Ordinance 4028-2017

A Special Ordinance granting a temporary modification to delay installation of a public sidewalk pursuant to Section 35-2211 of the Moline Code of Ordinances for the property located at 3445 19th Avenue.

Council, Staff and Citizen Comments: Alderman Turner requested some discussion concerning a potential deer hunt in the City of Moline. She has had some residents express interest. Alderman Turner believes that the City would have to apply to the DNR for a deer hunt before the end of July 2017. Upon discussion, Alderman Turner made a motion to direct City staff to bring back information to Council concerning applying this year for a potential deer hunt in the City of Moline. Seconded by Alderman Schoonmaker. Alderman Wendt made an amendment to direct City staff to put this item on next week’s agenda in the event that the DNR application deadline is the end of the month, and Council will need this matter on the agenda to vote by the end of the month. Seconded by Alderman Waldron. Alderman Wendt’s amendment carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Potter, Turner, Schoonmaker and Waldron; nays: Alderman Rodriguez and Berg. The amended motion carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Potter, Turner, Schoonmaker and Waldron; nays: Alderman Rodriguez and Berg. Alderman Berg directed Police Chief John Hitchcock to present information next week concerning the number of deer-related accidents in the City of Moline.

Alderman Waldron thanked Finance Director Kathy Carr, her staff, and all department heads for the five- month projections. He appreciates the information.

Ray Forsythe, Planning & Development Director, mentioned that postcards were handed out tonight for the I- 74 public meetings on July 19 and 20, 2017. Mr. Forsythe, City Engineer Scott Hinton and Public Works Director J.D. Schulte saw a preview of the meetings today, which was very informative. The meetings are open houses, so the public may come and go as necessary. A video will be constantly playing, and the public may ask questions. The information concerns the current status of the I-74 Bridge Project and what the bridge is going to look like in three or four years.

Ron Miller, resident, thanked Mayor Acri and the City of Moline for the plaque he received earlier this evening.

On motion of Alderman Parker, seconded by Alderman Berg, Council adjourned at 8:08 p.m.

The next regularly scheduled City Council meeting is on July 25, 2017.
