City of Aledo Council met July 3.

Here is the minutes provided by the Council:

The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building on July 03, 2017. Mayor Hagloch called the meeting to order at 7:17 P.M. The roll was called, whereupon the following answered present:

Aldermen Ila Bertrand, Terry Bewley, Michael Chausse, Barry Cooper, Jay Doherty, Jim Holmes, Chris Kopp, and Randy Slater. Mayor Christopher Hagloch.

Also present were Erin Knackstedt, City Administrator, Chris Sullivan, Chief of Police, and Jarod Dale, City Clerk.

An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of these minutes. The media was represented by Cala Smoldt, Rock Island Argus, and Jim Taylor, WRMJ.

COMMITTEE OF THE WHOLE

The meeting was opened in prayer by Ald. Chausse.

Appearances: Bill Bertrand, 802 NE 5th Avenue, Aledo, Il., appeared to support a beekeeping ban within the corporate limits of Aledo. It was noted by Mr. Bertrand that his concern is to protect citizens for safety.

Karl Bredberg, 603 SW 6th Avenue, Aledo, Il., appeared to support beekeeping and provided an editorial in the Rock Island Argus, titled “Slam brakes on bee ban, craft smart ordinance”, dated June 27, 2017.

Communication & Correspondence: No Report.

Requests & Petitions: No Report.

Public Works Activity Report:

• Streets: work complete on SE quadrant street resurfacing/Monument Park/Courthouse parking area. Striping has been laid out on parking areas and the division will paint this week, weather depending.

• Water: JULIE’s; fence-line at North lagoon has been cleared and South Lagoon to be cleaned next; waiting on IEPA permit for WTP and all materials are ready once permit approved.

• Gas: Julie’s; installation of anodes on the SW section of Aledo.

• Cemetery: Three (3) funerals occurred. Clearing fence lines and weed eating.

• DPW: Phase IV ponding issue has been resolved; attended pre-construction meeting for the Bike Trail project; website training.

Aledo Police Department Activity Report: Chief Sullivan highlighted the “National Nights Out” event the Police Department will be hosting on Tuesday evening, August 1st, 2017 in Central Park.

City Hall Active Shooter training is scheduled for the afternoon of Monday, July 10, 2017. Chief reported the department is in the process of organizing a Law Enforcement Explorer Post. PD is working with Mercer County School District (MCSD) and soliciting candidates from the high school. Chief noted the department and the Benevolent Association will be kicking off the fundraising efforts for the Shop with a Hero program in July. Finally, Chief reported Clark Signs will be removing as much of the adhesive material from the Department facility as possible. The bricks will be painted to match the color of the existing bricks to cover the repair work.

Administration Report: Administrator Knackstedt reported on weekly meetings for ED, PW and PD. Administrator met with Ameren to discuss the results of a lighting audit, dark sky community lighting, grant opportunities and lighting discounts. The meeting went very well and the City has several projects that are designed to reduce energy costs and promote ecotourism. City staff participated in a three-day training course for the new website. The new site was launched on June 30, 2017. City staff reviewed a draft 5-year CIP provided by Strand & Associates with PW regarding WTP.

Mayor’s Report: Mayor Hagloch reviewed the Local Liquor Commissioner reported dated July 1, 2017. Mayor highlighted the attendance by DPW Blaser to the ITEP pre-construction meeting in Peoria, Il. The project is ready to go as long as the State of Illinois completed a budget. MAYOR noted the original start date was to be July 19, 2017 and to report back as any future updates are received. MAYOR encouraged all to attend the 4th of July events being held at Central Park and the fireworks display at the Mercer County Fairgrounds as well.

Committee Report: An Ordinance & Police Committee met on July 3, 2017 at 6:00 o’clock p.m. in the City Council Chambers. The Committee recommended approval of a resolution approving City facilitation of the Vehicles for Veterans program in the City of Aledo in cooperation with the Car Donation Foundation.

APPROVAL OF MINUTES:

Motion was made by Alderman Chausse and seconded by Alderman Holmes to approve the meeting minutes of June 19, 2017 with the following correction:

• Page 1, under Committee of the Whole, the meeting was opened in prayer by Ald. Chausse and to correct the record to reflect the same. A Roll call vote was recorded as follows:

YES: Bertrand, Bewley, Chausse, Cooper, Doherty, Holmes, Kopp, and Slater. NO: None. Motion carried. 8 yeas, 0 nays.

FINANCE: INVOICE LIST:

Motion was made by Alderman Doherty and seconded by Alderman Kopp that the Invoice Listing, less the Aledo American Legion Post 121 item on page one (1), and the Blick & Blick Oil, Co. item on page two (2), which has been marked Exhibit “B”, attached hereto and made a part of these minutes, be authorized and checks issued. A Roll call vote was recorded as follows:

YES: Bewley, Chausse, Cooper, Doherty, Holmes, Kopp, Slater, and Bertrand. NO: None. Motion carried. 8 yeas, 0 nays.

Motion was made by Alderman Cooper and seconded by Alderman Bewley that the Invoice Listing, the Aledo American Legion Post 121 item on page one (1), and the Blick & Blick Oil, Co. item on page two (2), which has been marked Exhibit “B”, attached hereto and made a part of these minutes, be authorized and checks issued. A Roll call vote was recorded as follows:

YES: Chausse, Cooper, Holmes, Slater, Bertrand, and Bewley. NO: None. ABSTAIN: Doherty and Kopp. Motion carried. 6 yeas, 0 nays, 2 abstentions.

ORDINANCE NO. 27, SERIES OF 2017; Amending Title 6, Chapter 2, Of The City Code Prohibiting The Keeping Of Bees Within The City Of Aledo: (Second Reading)

Motion was made by Alderman Bertrand to adopt Ordinance No. 27, Series of 2017; Amending Title 6, Chapter 2, of the City Code Prohibiting the Keeping of Bees within the City of Aledo.

Mayor Hagloch called for a second to the motion. Hearing none, the Mayor called again for a second, with no voice heard, a final call was made by the Mayor. Mayor Hagloch noted the motion died for a lack of a second.

Motion was made by Ald. Doherty and seconded by ALD. Chausse to refer the Ordinance back to the Police & Ordinance Committee for further review. A Roll call vote was recorded as follows:

YES: Doherty, Holmes, Kopp, Slater, Bertrand, Bewley, and Chausse. NO: Cooper. Motion carried. 7 yeas, 1 nay.

Ordinance No. 28, Series Of 2017; An Ordinance Of The City Of Aledo, Mercer County, Illinois, Granting A Variance From Title 10, Chapter 10 To Allow Construction Of An Addition To A Building With A Front Yard Setback Of Fifteen Feet At 2107 Se 8th Street, Aledo, Illinois: (First Reading)

The applicant, Meminger Metal Finishing Inc., requests a ten (10) foot variance from the Front Yard Setback requirement of twenty-five (25) feet from the right-of-way line on Southeast 8th Street for the purpose of constructing a 20’ x 60’ addition for a conference room, two (2) office spaces, and one (1) bathroom.

A Second reading to be held on Monday, July 17, 2017 at 6:30 o’clock p.m. in the City Council Chambers.

Resolution No. 28r, Series Of 2017; Approving City Facilitation Of The Vehicles For Veterans Program In The City Of Aledo In Cooperation With The Car Donation Foundation:

Motion was made by Alderman Chausse and seconded by Alderman Bewley to approve Resolution No. 28R, Series of 2017; Approving City Facilitation of the Vehicles for Veterans Program in the City of Aledo in Cooperation with the Car Donation Foundation. A Roll call vote was recorded as follows:

YES: Holmes, Kopp, Slater, Bertrand, Bewley, Chausse, Cooper, and Doherty. NO: None. Motion carried. 8 yeas, 0 nays.

Motion Approving An Agreement Between The City Of Aledo And Mercer County School District No. 404 For School Resource Officer Services:

Motion was made by Alderman Bertrand and seconded by Alderman Kopp to approve an agreement between the City of Aledo and Mercer County School District No. 404 for School Resource Officer Services; and terms of the agreement include:

• 2017 – 2018 school year, the School District shall pay the City $5,400 upon execution of this agreement, and (2) $5,400 on or before the first day of school in January, 2018; and

• 2018 – 2019 school year, the School District shall pay the City $5,500 on or before the first day of School in August, 2018, and (2) $5,500 on or before the first day of school in January, 2019; and

• 2019 – 2020 school year, the School District shall pay the City $5,600 on or before the first day of School in August, 2019, and (2) $5,400 on or before the first day of school in January, 2020.

A Roll call vote was recorded as follows:

YES: Kopp, Slater, Bertrand, Bewley, Cooper, Doherty, and Holmes. NO: None. ABSTAIN: Chausse. Motion carried. 7 yeas, 0 nays, 1 abstention.

MOTION APPROVING THE APPOINTMENT OF THE STREET MAINTENANCE WORKER POSITION:

Motion was made by Alderman Doherty and seconded by Alderman Bewley to approve the lateral appointment of Lucas Salmon, 735 160th St, Aledo, Il., 61231, to the position of Street Maintenance Worker; at his current hourly rate; and effective Monday, July 17, 2017. A Roll call vote was recorded as follows:

YES: Slater, Bertrand, Bewley, Chausse, Cooper, Doherty, Holmes, and Kopp. NO: None. Motion carried. 8 yeas, 0 nays.

STANDING COMMITTEE REPORTS:

It was noted to City Council an Ordinance & Police Committee and a Public Property, Streets & Sidewalks Committee to be scheduled in late July, or early August. TBD at a later date.

CLOSED SESSION:

Motion was made by Alderman Chausse and seconded by Alderman Bertrand to adjourn to closed session to discuss:

A. Personnel Section 2(c)(1) Open Meetings Act.

A Roll call vote was recorded as follows:

YEAS: Bertrand, Bewley, Chausse, Cooper, Doherty, Holmes, Kopp, and Slater. NO: None. Motion carried. 8 yeas, 0 nays. The meeting was recessed to closed session at 7:06 P.M.

RECONVENE IN OPEN SESSION:

Council reconvened in open session at 7:23 P.M. Roll call was taken with the following answering present: Aldermen Bertrand, Bewley, Chausse, Cooper, Doherty, Holmes, Kopp, and Slater, Mayor Hagloch, as well as, Administrator Knackstedt, Chief Sullivan and City Clerk Dale.

MOTION PERTAINING TO CLOSED SESSION DISCUSSION:

No Report.

ADJOURNMENT: There being no further business, motion was made by Alderman Kopp and seconded by Alderman Chausse that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 7:26 P.M.
